CONTEXT

CARE is present in 100 countries and implements more than 1,000 emergency and development projects in collaboration with government and local development actors. Our objective is to fight against all forms of poverty, to defend access to fundamental rights, to combat social injustices.

 




 

In Cameroon since 1978, CARE has been implementing actions around 3 strategic axes: gender justice, health and climate and economic justice. Our actions are part of the emergency and resilience phases aimed at empowering women and young people, strengthening community systems, supporting decentralization processes and improving services and access to sexual and reproductive health. .

As part of the continuity of its objective which aims to reduce morbidity and mortality associated with HIV and Sexually Transmitted Infections (STIs), CARE was renewed by the ICN as First Recipient (PR) to organize and coordinate interventions of the GC7 community grant (2024-2026). A specific and autonomous management unit is set up, made up of around fifty employees, which relies on an operational system built around 3 regional offices with 4 Sub-Recipients (SR) and several dozen Community-Based Organizations (SSR) in the 10 regions of Cameroon.

In this dynamic, CA RE seeks:

Position  : One (01) Assistant UGP Coordinator

Pole:  Program – FM Management Unit

Contract form:  Two (02) year fixed-term contract

Working time: 40 hours per week (Full time)

Hierarchical reporting:  UGP Coordinator 

Position location:  Yaoundé (non-relocated position)

 

 

Assignment :

Under the supervision of the Global Fund PMU Coordinator, the Deputy PMU Coordinator is in charge of operations and technical activities. He/She is responsible for the implementation of the project performance framework and project interventions. He/She organizes with the CUGP the development and monitoring of quarterly and annual action plans in collaboration with partners, ensuring compliance with deadlines, implementation and programmatic quality in terms of deliverables and results.   He/she supervises and coordinates the GAS Manager, the MEAL Manager and the Senior Technical Advisor in carrying out their respective missions. He/She serves as liaison between the project and public institutions and civil society and actively participates in all meetings and calls in relation to the project’s intervention strategies. He/She is based in Yaoundé but makes regular trips to the project intervention regions where the activities will be implemented.

 

MAIN RESPONSIBILITIES

  • RESPONSIBILITY 1: Guide the development of the technical priorities of the annual work plan and the strategic plan of the GC7 grant
  • RESPONSIBILITY 2: Human Resources Management of the project
  • RESPONSIBILITY 3: Manage project monitoring, evaluation and surveillance activities, including surveys and studies planned as part of the performance framework
  • RESPONSIBILITY 4: Ensure quality in supply and inventory management (GAS) of health products
  • RESPONSIBILITY 5: Strengthen the quality of the intervention in support of the Technical Team
  • RESPONSIBILITY 6: Maintain a network and close communications, formal and informal, with stakeholders
  • RESPONSIBILITY 7: Other tasks

SKILLS AND QUALIFICATIONS REQUIRED FOR THE POSITION

 

KNOW

 

  • Diploma: BAC + 5 in project management/public health/MEAL
  • Experience: 8 to 10 years of experience managing complex international programs (implementation, logistics, budgeting, staff and partner management)
  • Experience:   5 years of experience in managing HIV/AIDS health programs, and preferably working with key populations.
  • Proven knowledge of the public health system in Cameroon, health TFPs and civil society actors

 

KNOW-HOW (Is capable of: …)
