CONTEXT
CARE is present in 100 countries and implements more than 1,000 emergency and development projects in collaboration with government and local development actors. Our objective is to fight against all forms of poverty, to defend access to fundamental rights, to combat social injustices.
In Cameroon since 1978, CARE has been implementing actions around 3 strategic axes: gender justice, health and climate and economic justice. Our actions are part of the emergency and resilience phases aimed at empowering women and young people, strengthening community systems, supporting decentralization processes and improving services and access to sexual and reproductive health. .
As part of the continuity of its objective which aims to reduce morbidity and mortality associated with HIV and Sexually Transmitted Infections (STIs), CARE was renewed by the ICN as First Recipient (PR) to organize and coordinate interventions of the GC7 community grant (2024-2026). A specific and autonomous management unit is set up, made up of around fifty employees, which relies on an operational system built around 3 regional offices with 4 Sub-Recipients (SR) and several dozen Community-Based Organizations (SSR) in the 10 regions of Cameroon.
In this dynamic, CA RE seeks:
Position : One (01) MEAL/SERA Manager (Project)
Pole: Program – FM Management Unit
Contract form: Two (02) year fixed-term contract
Working time: 40 hours per week (Full time)
Hierarchical reporting: Deputy UGP Coordinator
Position location: Yaoundé (non-relocated position)
Assignment :
Under the supervision of the Deputy PMU Coordinator, the MEAL Manager must effectively ensure the implementation of the project’s monitoring-evaluation, accountability and learning system. It sets up a simple, comprehensive but effective circuit for the transmission and validation of data from the OBCs level to the PR via the SRs through a contextualized and easily usable mechanism.
He is also responsible for the implementation and quality control of the data triangulation and validation system at all levels by involving the GTRs. Finally, he is responsible for the production and availability of periodic project reports and participates in the development, execution and evaluation of the capacity building plan for SR staff in matters of SERA.
MAIN RESPONSIBILITIES
Responsibility 1: Lead the update and maintenance of the MEAL system
- Establish a simple but effective monitoring and evaluation structure and process at the project level.
- Ensure the collection and quality control of data essential for the establishment of quarterly, half-yearly and annual project reports according to the requirements of the lessor and the stakeholders concerned;
- Coordinate the supervision activities of SERA managers in order to identify the strengths and weaknesses of the data management system and monitor the implementation of the recommendations made.
- Lead the processes of development/revision and appropriation of tools by the SERA team
Responsibility 2: Analysis and sharing of performance data
- Ensure the production and monthly, quarterly, half-yearly and annual distribution of dashboards allowing the assessment and analysis of the level of achievement of the project indicators;
- Supervise the process of half-yearly triangulation of programmatic data with that of the finance and GAS units with a view to their validation.
- Ensure annual completion of PIIRS Reach and impact forms including compliance with CARE quality drivers
- Support the development of strategic planning documents for the program
Responsibility 3: Knowledge management
- Conduct capitalization activities by ensuring that good practices, lessons learned and recommendations are identified, documented, disseminated and used to improve the quality of interventions;
- Proceed every six months with the digital and physical archiving of any document relating to the project’s MEAL.
- Ensure the establishment and proper functioning of the project accountability mechanism;
- Actively participate in the development of contractual activity reports for the Global Fund project .
Responsibility 4: Other activities
- Provide support to the MEAL team for the complete handling of the project’s SERA indicators and tools and responsible data management.
- Coordinate regular meetings with the SERA project team;
- Participate in the recruitment process for SERA agents and orientation of new staff;
- Ensure the evaluation of the SERA Officers of the different bases.
SKILLS AND QUALIFICATIONS REQUIRED FOR THE POSITION
KNOW
- Diploma: Min Bac+ 5 required Public health, mathematics, IT, biomedical, social sciences, economics and related training
- Experience: Computer skills: Microsoft Office: Word – Excel – Powerpoint – Outlook, Statistical management software
