In order to constitute a pool of talents, the JRS Cameroon / CAR operation is opening this call for
applications.
The Jesuit Refugee Service (JRS) is a Catholic non-governmental organization that provides
services to refugees and forcibly displaced people in more than 50 countries around the world.
JRS is a work of the Society of Jesus (the Jesuits). As stated in its Charter, JRS
‘s mission is to accompany, serve and defend the rights of refugees and displaced persons. This
mission is rooted in faith in God who is present at the heart of human history, even in its
most tragic moments.

 



 

JRS collaborates with other humanitarian organizations and agencies with the aim
of accompanying forcibly displaced people, providing them with quality services, and
publicizing their situation in such a way that their rights and dignity are

JRS fulfills its mission as a personal presence to refugees; the service offered by
JRS is always direct, pastoral in nature, and exposed to the sufferings of refugee life. This
sometimes involves working in demanding physical conditions, with stress and
limited resources. By our presence, we try to support the hope of people who live in
dangerous and difficult situations and who have every reason to despair. The vision, values ​​and
objectives of the organization are described in the Strategic Framework 2022-2024.

NATIONAL FINANCE OFFICER JOB DESCRIPTION

CAR/CAMEROON Duty

station: Bangui or Yaoundé
Operational context / Role
The main responsibility of the National Finance Officer is to oversee the
financial aspects of the national office (Bangui and Yaoundé) and field offices under
the direction and supervision of the National Director.
Main responsibilities
1. Strategic planning
• Oversee and evaluate financial performance in the country. This involves reviewing
field offices and financial reports by project.
• Participate in strategic planning with, in particular, the responsibility of providing
sound financial analysis and advice. Advise the National Director on
financial matters and produce financial analyzes (eg
financial trends) as required.

 

 

 

2. Budget Management
• Lead the country’s financial planning and budgeting process.
• Prepare the organization’s annual budget, optimizing resource allocation
for particular expenses, based on grant restrictions and needs
from the program.
• Monitoring and cash flow expenditures against budget.
• Prepare and review quarterly budget against actual expenditures with
program staff and with the Human Resources department.
• Prepare quarterly operating statements of the organization; forecast revenues and
expenditures, on a quarterly basis.
• Work with program staff and the Human Resources department
to prepare proposal budgets for submission to donors.
3. Accounting management
• Ensure appropriate internal financial controls, appropriate accounting methodology
and adherence to internal and external reporting deadlines as related to
general accounting functions.
• In collaboration with the National Finance Assistant and
Field Financial Officers, Ensure adequate financial accountability required of all offices (country
and field)
• Assist in the preparation of the annual audit.
• Prepare financial reports for internal management purposes and for
external donors.
4. Grant Management and Oversight
• In collaboration with the National Compliance and Internal Control Officer, ensure
ongoing compliance with
donor/funder regulatory, contractual, legal and financial requirements.
• Ensure that financial information on grants and country office contracts
is in compliance with donor/funder requirements.

• Monitor and track sub-awards, including review of proposals and
financial reports.
• Monitor project financial balances to avoid overspending on
grants.
• Ensure proper management of cash expenditure.
5. Capacity building
• Provide continuous training and technical support to the financial assistant, financial
administrators, program staff for the improvement of
skills in the areas of accounting, reporting and internal control.
• Design and provide appropriate orientation and induction to new
directors or accountants
• Organize field missions to:
o Assess and help implement improved internal controls,
o Monitor the implementation of internal audit reports,
o Help with problem solving,
o Support the financial administrators and accountants of the project
6. Coordination
• Work in collaboration with the National Program Officer in the proposal
and preparation of the budget and in the drafting of reports to donors.
• Work in collaboration with the international office department in the
following way:
o When auditing regional/national finances.
o Integrate donor requirements, especially international donors
working with other regions.
o Training of finance staff within the region/country (Navision for example)
o Updating of the financial system.
o Analyzing the financial situation of the region/country.

Qualifications and experience:
Education
• University degree, preferably in accounting, finance, business administration,
or equivalent.
Experience
• Experience (at least 3 years) working with NGO Budgeting, Accounting, Auditing
and ideally accounting systems.
• Knowledge and experience of funder grant regulations and
financial reporting requirements.

• Good knowledge of internal accounting controls and
budget/cash flow monitoring.
Language
• Fluency in French and English (written, read and spoken).
Technical Skills
• Requires a high degree of finance and accounting skills and intimate
familiarity with accounting issues.
• Track record of successful training, development/mentoring and supervision
of finance staff.
• Strong computer skills and proficient in handling
finance and communication software
Basic values ​​and ethics
• Good understanding and compatibility with JRS values;
• Very good pastoral sense and listening and communication/interpersonal skills
;
• the ability and experience of working in a multi-cultural environment with
good multicultural sensitivities and in a flexible environment;
• Willingness and ability to travel to field offices as required for
project monitoring visits and to live a simple lifestyle.

NB: This description of tasks can be revised according to the needs of the moment after
discussion with the volunteer.
NB: JRS applies the principle of zero tolerance towards any
undesirable behavior, in particular harassment, sexual exploitation and abuse, fraud and
corruption.
