Elizabeth Glaser Pediatric AIDS Foundation (EGPAF), a recognized leader in the global effort to eliminate pediatric AIDS, is also one of the most successful international organizations in implementing programs for the prevention, care and treatment of HIV for children, adolescents, young people and adults. With support from the US government as well as private and multilateral donors, EGPAF currently provides technical assistance (TA) at the health facility, community, district, and country levels in 19 countries to effectively support implementation, scaling up and evaluating HIV, TB and coronavirus disease (COVID-19) programs.
EGPAF is able to provide high-impact technical assistance, high-quality, innovative and contextually relevant in a wide range of areas, including health systems strengthening, strategic information and evaluation, operational research, community engagement, organizational development, innovation/ emerging technical priorities, project management and service delivery related to HIV/TB/COVID-19. Recognizing the immediate threat the COVID-19 pandemic poses to the communities it serves, EGPAF has leveraged its core expertise in service delivery and capacity building to begin direct COVID-19 interventions. 19 in June 2020. EGPAF’s decades of experience in epidemic prevention and control, as a technical leader in the global fight against HIV/AIDS, have made the organization uniquely prepared to respond to pandemics. Mission overview
The mission presented here will be implemented under the Global Cooperative Agreement for the Provision of Technical Assistance (DELTA2), a five-year cooperative agreement funded by the United States Centers for Disease Control and Prevention (CDC) and implemented implemented by EGPAF. The objective is to provide comprehensive, effective and efficient technical assistance, capacity building and program implementation expertise for global health activities supported by PEPFAR and the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM). Through this mission, EGPAF through DELTA2 will provide technical assistance to the direct response to the COVID-19 pandemic, and to the mitigation of the effects of COVID-19 on ongoing programs and service delivery in Cameroon,
Purpose of the National Technical Assistant position
The general objective of this mission is to provide technical support to ministries of health and beneficiaries of grants from the Global Fund to fight AIDS, Tuberculosis and Malaria in the supported country in order to achieve their activities and objectives in framework of the C19RM in the following three main areas: the response to COVID-19, the adaptation of HIV and TB programs, and the strengthening of health and community systems. The proposed timeline for the mission is from September 1, 2022 to December 31, 2023. The National Technical Advisor will be placed specifically to respond to identified gaps, needs and challenges in the response to the pandemic in Cameroon,
Job Summary
Under the supervision of EGPAF’s National COVID-19 Project Manager and in close collaboration and coordination with the Public Health Emergency Operations Coordination Center CCOUSP, other relevant partners and CDC Cameroon, the Technical Assistant will provide technical support in health informatics and data management. The National Technical Assistant will contribute to the strengthening of the existing COVID-19 information system in order to improve the monitoring of progress through the basic national indicators.
Main Roles and Responsibilities of the National Technical Assistant – based at CCOUSP
Work with the CCOUSP, the Cellule des Informations Sanitaires and the Cellule Informatique to support the interoperability of the various COVID-19 Electronic Records platforms with the national DHIS2 platform;
Collaborate with CCOUSP and Cellule des Informations Sanitaires to analyze and optimize existing COVID-19 modules in DHIS and various platforms;
Provide expert-level technical support to build dynamic and intuitive dashboards to support monitoring of COVID-19 programs;
Work with the CCOUSP to develop/strengthen the use of data, accountability and learning system within the framework of the National Health Information System;
Supervise a team of one or two collaborators. Coordinate and collaborate with the infrastructure engineer and the technical support team;
Ensure deliverables are well planned and executed on time and on budget;
Support and facilitate the organization of the meeting of stakeholders/implementing partners involved in the national COVID-19 response;
Support the development of regular reports to be forwarded to the Ministry of Health and CDC on COVID-19 response needs and progress against planned activities;
Provide support for any other key activities assigned by the National COVID-19 Incident Manager.
Qualifications
Masters degree with a specialization in health informatics, statistics, public health or other related field,
At least 5-7 years of experience in a health informatics or analyst role; Experience in project management and/or training of several people desired.
Experience and Skills
Good understanding of data management practices, including information lifecycle management and data modelling;
Good understanding and experience in the development of Electronic Health Record systems and digital health;
Free and open-source technology stack experience is strongly preferred, especially extensive hands-on experience with Open MRS, DHIS2, etc;
Good command of Power BI, Tableau, Stata, SPSS and other data analysis and statistics software;
A good knowledge, understanding and mastery of the Cameroonian health system is a major asset;
Significant experience in a management position in large health programs and/or technical assistance delivery is strongly recommended;
Experience in setting up/managing a data system will be an added value;
Strong analytical and problem-solving skills,
Very good command of Microsoft software (Word, Excel and PowerPoint) is mandatory;
Excellent communication and interpersonal skills – able to liaise with staff at all levels;
Language: Bilingual (French and English); however, fluency in French is an essential requirement. In addition, the ability to write and frame in the other language is absolutely required;
Ability to work independently and in a team and strong interpersonal communication skills;
Strong work ethic and ability and willingness to work under pressure;
Ability to work in a multidisciplinary environment.

Assignment Overview
The assignment presented will be implemented as part of the global cooperative agreement for the delivery of technical assistance (DELTA2), a five-year, US Centers for Disease Control and Prevention (CDC)-funded cooperative agreement implemented by EGPAF. The purpose is to provide comprehensive, effective and efficient TA, capacity building, and program implementation expertise for PEPFAR and Global Fund to Fight AIDS, TB and Malaria (GFATM)-supported global health activities. Through this assignment, EGPAF DELTA2 will provide TA to the direct COVID-19 pandemic response, and towards mitigating the effects of COVID-19 on ongoing programs and service delivery in Cameroon, Cote d’Ivoire, Malawi, Uganda and Zimbabwe primarily through the identification and second of Technical Advisors to national and regional response efforts.
Objective of the National Technical Advisor Position
The overall goal of this assignment is to provide technical support to Ministries of Health (MOH) and GFATM grantees in the supported country to achieve their C19RM activities and targets along the three broad areas including COVID-19 response, adaptation of HIV and TB programs, and strengthening health and community systems. The proposed timeline for the assignment is September 1, 2022 through December 31, 2023. The National Technical Advisor will be placed specifically to address identified gaps, needs and challenges in the pandemic response in Cameroon, and will work in close collaboration and coordination with MOHs and its stakeholders (IPs, PEPFAR, USAID and CDC missions, etc.).
Summary of the Position
Under the supervision of EGPAF COVID-19 Project Country Lead and in close collaboration and coordination with the Public Health Emergency Operations Coordination Center (PHEOCC/MOH), other relevant partners and CDC Cameroon, the National Technical Advisor will provide technical support in Health Informatics and data management. The National Technical Advisor will contribute in strengthening the existing COVID-19 information system to help improve monitoring of progress through core national indicators.
Key Roles and Responsibilities of the National Technical Advisor – based at the CCOUSP
Work with CCOUSP, the Health Information System Unit and the IT Unit to support interoperability of various COVID-19 electronic record platforms with the National DHIS2 platform;
Collaborate with the CCOUSP and the Health Information System unit to analyze and optimize existing COVID-19 EHR modules;
Provide expert technical support to build COVID-19 dynamic and intuitive dashboards to support COVID-19 programs monitoring;
Work with CCOUSP to develop/strengthen data use, accountability and learning system along the National Health Information System;
Oversee/ supervise a team of one / two developers. Coordinate and collaborate with the Infrastructure Engineer and Help Desk Support Team;
Ensure deliverables are well planned and executed on time and on budget;
Support and facilitate organization of the meeting of the stakeholders/Ips intervention in COVID-19 national response;
Support regular reporting to MOH and CDC on COVID-19 response needs and progress against planned activities;

Qualifications
Master degree with focus on Health informatics, Statistics, Master of Public Health or another related field;
At least 5-7 years’ experience in a health informatic or an analytical role;
Experience leading projects and/or training multiple people preferred.
Experience and skills
Good understanding of data management practices including information lifecycle management and data modeling;
Good understanding of and development experience of EHR systems and eHealth;
Experience with Free and Open-Source technology stack is strongly preferred especially extensive hands-on experience in OpenMRS, DHIS2, etc.;
