1- PURPOSE OF THE CALL FOR TENDERS
As part of the implementation of its human resources management policy, on the one hand, and in order to comply with the provisions of the regulations in force in Cameroon, on the other hand, whose sources of law are cited below, Plan International Cameroon is looking for a work doctor.
Participation
This national call for tenders is open on equal terms to all Cameroonian occupational physicians, holding a ministerial agreement allowing them to practice as an occupational physician. The latter having practiced at least 3 years as an occupational physician.

1 – CONTEXT

11- OBJECTIVES
LEGAL FRAMEWORK IN OCCUPATIONAL MEDICINE
The occupational physician is a key player in the prevention and management of occupational risks. Occupational medicine is a medical specialty which aims to prevent any alteration or degradation of the health of workers, as a result of their work.
Subject to medical secrecy, he watches over:
The health of employees and advises the employer on all issues related to working conditions.
The promotion and maintenance of the highest degree of physical, mental and social well-being of workers, in all occupations;
The prevention of any damage caused to the health of workers by working conditions; Protection of workers in their employment against the risks resulting from the presence of agents harmful to their health;
Maintaining the worker in a job that suits his physiological and psychological aptitudes, in short, “adapting the work to the man and each man to his task”.

It is mandatory for any company or establishment of any nature whatsoever, public or private, secular or religious, civil or military, including those related to the exercise of the liberal professions, and those depending on health associations for the benefit of its workers (Labour Code, art.98, paragraph 1). This service is called Medical Service.
Depending on the nature, size and geographical location of the company, the occupational medical service is organised:
Either in the form of an independent service, specific to the company or the establishment
Or in the form of a company service common to several companies or establishments;
Either in the form of a visit and care agreement with a private doctor or a public or private hospital. (This option is the one chosen by Plan International)
All occupational medical services must first be approved by the Minister responsible for labour.
The occupational medical service must be placed under the technical responsibility of a doctor specializing in occupational medicine or, failing that, of a doctor approved in the forms set by the regulations in force.
The doctor who takes the name of occupational doctor is bound by a contract or a written agreement with the employer.
111- BENEFICIARIES OF THE BENEFIT

IV- THE OBLIGATIONS OF THE OCCUPATIONAL DOCTOR
IV-a- Main obligations
The obligations of the occupational doctor are for the most part preventive: Indeed, the doctor must:
Provide medical examinations;
Monitor the health status of workers;
Provide care;
Ensure the safety and hygiene of the workplaces and homes of the workers housed by the employer;
Provide health education;
Declare to the employer the cases of occupational diseases of which he has knowledge; all cases not yet recognized as occupational diseases, but whose manifestations seem to him to be of a nature to relate to a profession, with copy of the minister responsible for labour;
Participate in the work of the health and safety committee;
Advise company managers with regard in particular to:
Supervision of the company’s general hygiene, in particular from the point of view of air conditioning, lighting, means of cleanliness, sanitary facilities (washbasins, cabinets, showers), drinking water , canteens.
Workplace hygiene and protection of workers against all nuisances such as: dust, fumes, noise.
The installation and use of safety devices and the implementation of all preventive measures in terms of work accidents and occupational diseases.
Improving working conditions, in particular through additional facilities or arrangements, adapting techniques to people, studying the conditions of effort and work rhythms.
Monitoring the adaptation of workers to workstations.
Food for workers in the event that the employer has a legal obligation to provide food.
Informing and educating workers, particularly those exposed to the risk of illness or work-related accidents.
The organization and operation of social institutions and services to be made available to workers.
Animation of awareness campaigns on public health issues related to professional activity;
Keep the following documents:
An individual file for each worker where the observations made during the recruitment examination, periodic examinations and all other examinations will be recorded. This file is strictly confidential and can only be communicated to the work doctor-inspector.
Register of preventive examinations provided for by the regulations in force for certain occupational diseases, the duplicate of this register is kept in parallel by the employer;
Register of studies of workstations;
Work accident file;
Counterfoil books for declaration of occupational diseases and contagious diseases.
IV-b- Other obligations
He must also provide the following documents:
• Annual activity report of the medical service according to the prescribed model addressed to the Minister of Labor and Social Security;
• Half-yearly report on the health status of workers (morbidity statistics) for the attention of the Minister of Public Health according to the prescribed model. A copy of this report will be sent to the Labor doctor-inspector in charge.

V- EMPLOYER OBLIGATIONS
The costs required by the organization and operation of the medical services are borne by the employer and cover in particular:
The provision of premises (office) necessary for the doctor’s disposal.
The material and technical equipment or, failing that, the rental of this equipment when the doctor uses his personal equipment;
Remuneration of medical and paramedical staff according to the terms of the contract;
Additional examinations requested during regulatory visits, additional examinations, urgent and first-need care, preventive care related to the profession and care of any kind required by the state of health of the workers housed and their families; Evacuation of patients to other medical centers;
The movements of the doctor and the staff placed under his orders; The production of regulatory forms.
The employer must also provide sick workers with the means to travel from the workplace to the doctor’s office or to medical training.
VI-DELIVERABLES EXPECTED
In practice, the occupational physician is expected to perform the medical examinations below:
1. Daily visits: The occupational physician must ensure daily visits to workers declaring themselves ill and registered in a register of daily consultations;
2. Hiring exams
a) All employees (especially drivers) must undergo an exam before hiring. The examination includes pulmonary and ophthalmological radioscopy and, if necessary, an X-ray which are performed either in the occupational medical service or in a specialized centre.
b) The purpose of this examination is:
– To detect any defect or disease, whether contagious or not, occupational or not;
– To determine the aptitude of the subject for the work envisaged.
c) It gives rise to the establishment:
– An aptitude sheet intended for the employer and which must be kept by the latter so that it can be presented at any request to the labor inspector and the labor doctor-inspector;
For internal Plan International drivers, they must systematically carry out ophthalmological visits on a regular basis.
– An individual and confidential medical file kept by the doctor.
3. Periodic medical examinations
a) All employees must undergo a systematic medical examination with pulmonary radioscopy at least once a year.
b) In addition, the doctor must comply with the various prescriptions relating to dangerous, unhealthy or toxic work for the periodic examination of workers.
c) In the absence of special prescriptions, pregnant women, mothers of a child under 2 years of age, the mutilated and invalids are subject to special supervision, the remaining doctor judging, in these cases, the frequency of examinations.
4. Resumption examinations
After an absence due to occupational illness, after an absence of more than three weeks due to occupational illness, workers must undergo a compulsory medical examination when returning to work, the purpose of which is to determine the reports that may exist between working conditions and illness, to assess their ability to return to their former job or the need for rehabilitation or redeployment.
5. Examination on request
Any worker declaring himself ill must undergo a medical examination which alone determines the merits of his allegations. The employer cannot oppose the worker’s request.
6. Additional examinations
a) If necessary, the doctor may request additional examinations during recruitment, during periodic examinations, and during other visits when he considers that a relationship could exist between the state of the worker and his profession.
(b) The same applies to examinations for illnesses of housed workers and their families.
When the above examinations are carried out during working hours, they do not give rise to any deduction from wages. When they are carried out outside working hours on the initiative of the employer or the attending physician, the time devoted to them is remunerated as working time, at the normal rate and within the maximum limit of two hours per day.

The occupational doctor sought holds a ministerial agreement allowing him to practice as an occupational doctor. The latter having practiced at least 3 years as an occupational physician.

The occupational physician selected will have a service contract with Plan International Cameroon for a period of 3 years.
IX – MODALITY OF SERVICES AND TERRITORIALITY
Occupational medicine will be practiced part-time at Plan international Cameroon and must be done in all Plan international Cameroon offices within the national triangle (Kousserie-Maroua-Garoua- Ngaoundere-Bertoua-Yaounde-Douala-Bamenda)
X – MODALITY OF SUBMISSION AND PRESENTATION OF TENDERS
The documents constituting the offer are divided into three volumes below contained in a closed and sealed envelope including:
Envelope A containing the administrative documents (Volume l); Envelope B containing the technical offer (Volume 2); Envelope C containing the financial offer (Volume 3).
Tenders thus presented will be placed in a simple envelope, closed and sealed bearing only the mention of the Call for Tenders in question. The different parts of each offer will be numbered in the order of the DAO (Tender dossier) and separated by spacers of the same color, not white.
Each offer written in French or English in three (03) copies including one original and two (02) copies marked as such must reach the reception in one of the offices of Plan International Cameroon at the addresses indicated below at the latest late June 05, 2023 at 4:00 p.m.

XI – COMPOSITION OF THE SUBMISSION FILE
The application file will consist of an administrative file, a technical offer and a financial offer.

12.3 Evaluation of the financial offer
The financial offer submitted will be expressed per patient (See Order No 025/MTPS/ET No 042/MSP of 24 May 2012 setting the fixed remuneration of the occupational physician employed part-time. Art 2 12.4
