RECRUITMENT NOTICE OF A SAFTY AND ACCESS OFFICER M/F
DEMTOU as part of its partnership with the Humanitarian NGO ALIMA, is looking for a position as a Safety and Access Officer (SAO) for their joint project in the SOUTH WEST region
DEMTOU PRESENTATION
HUMANITARIAN is a non-discriminatory, non-profit humanitarian organization whose objective is to provide assistance to people affected by crises and to facilitate sustainable community development.
Its mission is to fight for a better humanity through seven sectors of activity: Health, Nutrition, Early recovery, Social cohesion, Food security, WASH (Water, Sanitation and Hygiene), and Protection. The NGO is currently present in five regions of Cameroon and has its headquarters in Yaounde, two operational offices (Kousseri and Buea), two liaison offices (Maroua and Douala) and two joint offices in the North West and West Cameroon

MISSION AND MAIN ACTIVITIES
1) Understanding the Context
- Performs a contextual watch and a security analysis in relation with each Project Coordinator in their area of responsibility NWSW of Cameroon, as well as with its own network of partners and persons of interest
- Set up a system of continuous analysis of the security context in the NWSW regions conjunction with each Field Coordinator in their area of responsibility as well as the mobile teams; updating and monitoring of the risk analysis table, and assessment of the security level of the bases with the CPs
- Alerts the Head of Mission to points of vigilance (change of context, security events).
- Performs security diagnoses on the security of buildings, specific operations or movements, and establishes recommendations/action plan with the Project Coordinators as well as with the Logistics Coordinator, under the responsibility of the Head of
- with support fro:µi the Security Assistants based the NWSW, compile and submit regular reports that track incidents and trends in the humanitarian access and local security contexts in the area of intervention
- Submit necessary weekly contextual updates line
- Work closely with field management teams to ensure that all incidents and accidents are followed up with a formal written report, which is then shared with the Head of Mission.
- Support Security Assistants in Monitoring the environment of the intervention area, identify new threats, assess ALIMA-DEMTOU vulnerabilities and recommend possible responses
- Regularly coordinate with the Head of Mission on aspects related to safety and security, and fulfill reporting requirements to be submitted to the same Head of Mission
- Provide credible information and contextual understanding of localized and country-wide security situations and incidents as well as appropriate guidance to ALIMA-DEMTOU field and program management
Z)Humanitarian Access Management
- Develop and implement humanitarian access strategies and approaches adapted to the contexts in the NWSW regions
- Ensure that humanitarian access approaches consider the local context and include comprehensive community engagement components
- Ensure that humanitarian access in the field is based on principles and sustained negotiations with relevant actors in accordance with
humanitarian principles, humanitarian needs, due diligence principles and the organization’s Strategic Action Plan.
- Ensure ALIMA/Demtou Humanitarian, their missions, mandates and its work in the areas of operations are known and accepted
- Work to encourage stakeholders to work with ALIMA/Demtou Humanitarian to ensure that staff and programs are safe and authorized to continue humanitarian activities in their areas of intervention
- Provide technical input and guidance in assessments to consider new ALIMA/Demtou Humanitarian programs in new geographies, and regular assessments of existing sites
- Assist in the continued development of humanitarian access teams and activities across ALIMA/Damtou Humanitarian areas of operation
- Contribute to the development and implementation of guidelines for humanitarian access and engagement with non-state actors articulating ALIMA/Demtou Humanitarian policy and standard guidelines
- Oversee and advise on the implementation and review of suitable acceptance strategies
- Maintain a high level of preparedness in the face of anticipated operational and programmatic contextual fluctuations
- Improve ALIMA/Demtou Humanitarian image and acceptance within the community and among stakeholders by providing advice on inclusive visibility strategies
- Work with ALIMA/Demtou Humanitarian teams, including HR, to ensure timely and appropriate follow-up on violations of the ALIMA Code of Conduct, in addition to operational violations of humanitarian principles
3) Safety and Security Risk Management
- Provide technical support on all policies, procedures, guidelines and planning for personnel security, operational security and program continuity
- Regularly assess, review and update security management plans in accordance with global safety and security standards and requirements
- Work with project managers in the field to develop, consolidate and implement operational procedures and contingency plans
- Maintain a network of security focal points in each field office and in each program site
- Assess, review and update hibernation and evacuation plans for all ALIMA offices and residences and ensure practical preparations are in place and known to all staff involved
- Perform risk assessments of offices and residences under contract and future Follow up on actions to be taken to ensure compliance with safety and security standards
- Undertake continuous evaluations of equipment and protocols for the use of this equipment to ensure that minimum safety conditions are met
- Provide and implement the best possible solutions for the use of equipment to facilitate communication between personnel.
- Safety Management/ TOOLS
- Coordinates the writing/updating of Local Security Plans with the CPs and sends it to the HoM
- Participates in the drafting of the National Security Plan in coordination, in conjunction with the HoM.
- Develops a security management strategy and organization for the
mission (responsibilities, communication, travel, setting up an information network), he validates the operational aspects with the Head of Logistics Department and has it validated by the HoM
- Support each base in the definition and implementation of the security plan with appropriate contingency and evacuation plans
- Ensures that the mission is equipped with standard ALIMA security management tools and respects ALIMA’s positions
- Ensures that the measures in place are correctly communicated, understood and applied by all team members
- Ensured the briefing and training of the teams on security and tools
- Support the teams in the implementation of passive security measures for coordination and ensure that this is the case on the bases in connection with the CP (identification of needs, purchase requests, ).
- Networking and Liaison:
On delegation of the HoM and under his control:
- Participates in inter-NGO security coordination meetings
- Participates in national forums on humanitarian security
- Identifies sources of information (human, media, academics) and develops a network of relevant contacts, as well as identifies influencers
- Meets regularly with his contacts
- Maintains an effective network with local actors on context and security issues, collects and analyzes information to establish context analysis and risk analysis
- Provides support and follow-up on incident management and ensures that reporting is done and capitalized
- Maintain a network of security focal points in the country program as
well as external professional contacts and counterparts
- Identify, create and maintain a network with NGOs/UN and other humanitarian access and security specialists relevant to the two regions
- Identify a reliable community network (village chiefs, community leaders )
- Develop / work on the consolidation of the informal network
6) Training, Capacity Building and Briefings
- Conducts regular risk analysis sessions with the teams
- Support the team in mission security briefings for new expatriates
- Support the CDM and the CPs in the animation of safety briefing sessions with the liaison officers, intended for national employees
- Support the COM in the animation of the bi-monthly security meeting for experts
- Identify security training and capacity development needs for country
program staff.
- Provide regular training to ALIMA-DEMTOU staff on humanitarian principles and security and safety Training may include standard operating procedures; Humanitarian negotiations Contextual understanding; Safety and security risk management; Incident management and reports; etc
- Liaise with partners to assess capacity building needs and provide advice and support where possible and necessary
- Work with appropriate internal focal points to develop and revise ALIMA-DEMTOU information and onboarding package for new employees and visitors
?)Program Development:
- Participate in the design of the program in close collaboration with the coordination team
- Ensure that safety and security needs are included in Country Program
budgets
- Support the head of mission and project managers in the field in the development of conflict-sensitive approaches adapted to the country context
- Participate in program review meetings and contribute to implementation plans to ensure timely, safe and secure delivery of ALIMA/Demtou Humanitarian service to beneficiaries
- Advise program and field management teams on context-specific risks regarding humanitarian access, security and safety, and contribute to the development and implementation of mitigation measures and plans
8) Emergency Preparedness and Response:
- As needed, support and advise the humanitarian emergency or security/safety response team
- Assist humanitarian and security access (situation analysis and
background information, security assessments) to Emergency Response Team deployments
- Contribute to the development of operational and programmatic contingency plans responding to different emergency scenarios and taking into account safety and security aspects
9) Reporting
- Regularly produces (monthly depending on the context) a context analysis note accompanied by the possible impact on ALIMA’s operations and exceptionally a weekly sitrep in a tense context
- Provides support and follow-up on incident management and ensures that reporting is done and capitalized
