RECRUITMENT NOTICE
The Lutheran World Federation (LWF) or The Lutheran World Federation (LWF)
is a global communion of churches of the Lutheran faith comprising 148
member churches in 99 countries around the world, with 77 million Christians. World Service
represents the humanitarian and development service of
the Federation whose actions are defined around three key areas: Livelihoods
, Quality Services and Protection &
Social Cohesion, which include transversal axes such as Climate Justice,
Gender Justice and Advocacy for respect for Fundamental Rights.
The Lutheran World Federation has its headquarters in Geneva, Switzerland. She is
present in Cameroon since 2014 and operates mainly in the areas of
livelihoods (Livelihoods), Education, Peace and social cohesion,
Environment / Energy and, Water, Hygiene and Sanitation (WASH); in four
regions namely: the East, Adamaoua, the North and the Far North with a representative office
in Yaoundé in the Center region.
As part of the new “Nature-Based Solutions – NBS” project with
technical support from “Canadian Lutheran World Relief” (CLWR) and financial support from
“Global Affairs Canada” (GAC), the FLM is recruiting:
Title of the position: One (01) Officer in Planning, Monitoring, Evaluation,
Reporting, Accountability and Learning (PMERAL)
Reporting to: Program Coordinator
Place of assignment: Kousseri
Duration of contract: One year renewable depending on performance with 3 months of
trial period.
Main objective of the position:
The PMERAL Officer of the NBS project will assist the coordination of the project in his
region of assignment in the entire process of collection, processing and analysis of
all data allowing the planning and development to be monitored. and progress of the
indicators and then periodically evaluate the project activities and results. He/she is
responsible for the development and application of the project’s overall PMER plan.
He/she will be based in Kousseri, Logone and Chari Department, Extreme Region
Northern Cameroon with frequent missions to villages and project sites.
He/she must report technically to the Cross-Border Project Coordinator and
will have a line of supervision from the Program Coordinator.
He/she works in close collaboration with the technical team from the different sectors
and the project beneficiary groups in order to harmonize data and strategies
. He/she guarantees the quality and integrity of data on beneficiaries
as well as on achievements and ensures the management and protection of all
databases and protection. He/she ensures compliance with ethical standards and
the information sharing protocol for the project. He/she does not supervise anyone
Specific responsibilities of the position:
➢ Provide close support to the technical project team in
determining the control mechanisms of the participatory process and the
involvement of beneficiaries and communities during the implementation of
actions of the project ;
➢ Coordinate the planning and carrying out of all evaluations (internal and
external) and the organization of PDMs;
➢ Regularly monitor the performance of the implementation of
current interventions in order to make relevant proposals in terms
of improvement then ensure the implementation of the recommendations resulting from the
periodic evaluations in collaboration with the Project Manager;
➢ Develop the indicator monitoring table and be responsible for
regularly monitoring the progress of key project indicators and periodically enter
information on project achievements into the
FLM ACTIVITY INFO system;
➢ Regularly update the project risk matrix or register and
propose preventive or adaptation measures as well as
decision paths;
➢ Participate in needs assessment and capacity building of
implementation staff in the area of data collection,
processing, interpretation and Monitoring-Evaluation;
➢ Assist the Project Manager in controlling and monitoring the application of
CHS standards and complaints collection and management mechanisms during the
implementation of project activities;
➢ Supervise and train community accountability committees (CCR) and facilitate
the development of tools for collecting complaints and concerns based on
project interventions;
➢ Ensure that the beneficiary database holds
quality and up-to-date information at all times;
➢ Compile and electronically manage all good practices, lessons
learned and exchange of information on the results of PDMs,
one-off assessments and formal visits;
➢ Facilitate the collection of information for and the writing of case studies on a
quarterly basis;
➢ Organize periodic monitoring, supervision and verification visits
to beneficiaries and activity sites including the
actual use of goods made available to beneficiary groups within the
framework of the project;
➢ Actively participate in the production of
quality and timely weekly, monthly, quarterly, annual and final reports
in accordance with LWF and donor requirements/formats;
➢ Periodically provide feedback sessions to the team
program following monitoring visits, data collection and analysis;
➢ Execute, within the limits of his responsibilities to the FLM and overall support
to the FLM Cameroon program, all other tasks entrusted by his
supervisor and the coordination of the FLM program.
➢ Ensure that accountability aspects are integrated into the program,
good governance, and that beneficiaries take ownership of the project
Qualifications required
1. A higher education diploma recognized as Bac level + 4 years
in project management, Social Sciences, Statistics or other
fields of study directly relevant to the position.
2. Good working knowledge of the use of technology
information and communication as well as
computer applications such as MS Office and Activity Info.
3. Very good knowledge of French and average knowledge of
English, mastery of the Arabic Choa language will be an asset.
4. Experience required: At least 3 years of
proven professional experience in a similar position.
5. Team spirit and listening,
interpersonal relationship building skills, cooperative leadership, flexibility and excellent
communication skills.
6. Demonstrated skills in organization and work management, spirit
of initiative and ability to work with a minimum of autonomy.
Recruitment procedure
• Recruitment will be carried out according to the following procedure:
– Examination of files
– Pre-selection of candidates
– Written test/and or oral interview (Only pre-selected candidates).
• The application files are composed of:
– A Curriculum vitae containing three (03) reference people
mentioning their emails and telephone contacts,
– A letter of application addressed to the FLM Country Representative in
Cameroon,
– A cover letter addressed to the FLM Country Representative in
Cameroon,
– An extract from the criminal record, bulletin number 3, less than three
months old,
– Copies of diplomas/work certificates.

• The files created will be scanned in PDF version and transferred into a single
file. The files of candidates whose files do not comply with this
instruction and whose position is not mentioned in the subject line of the email

• Pre-selected candidates will present the originals constituting their
application file to the recruitment panel before taking the tests.
• The definitively selected candidate will present the originals of their diplomas
before signing the employment contract.
