CONTEXT
CARE is one of the largest humanitarian aid networks in the world, apolitical and non-denominational that supports and manages emergency and development projects by involving communities, collaborating with local partners. Our objective is to fight against all forms of poverty, to defend access to fundamental rights, to combat social injustice. Supporting women’s empowerment and acting for their rights are essential actions in the fight against poverty, which is why women are at the heart of our programs. CARE is present in 100 countries and through the implementation of nearly 1000 emergency and development projects.
In Cameroon since 1978, CARE develops and implements 3 action programs (broken down into several projects) in response to humanitarian crises and support for sustainable development. They are part of the phases of emergency, resilience of women and young people, access to sexual health and reproduction of the populations most at risk, including PLHIV.
As part of its missions, CARE Cameroon is currently implementing several projects in the Far North Region aligned with its 2023-2027 multi-year strategy, namely economic and climate justice as well as Sexual and Reproductive Health, including the Green City project . funded by the European Union. To provide technical support on the circular economy component, CARE Cameroon is looking for a circular economy officer
Position : One (01) in charge of circular economy
Division: Program
Contract form: CDD of one (01) year (Trial period included)
Working time: 40 hours per week (Full time)
Reporting line: Project Consortium Coordinator
Position location: Maroua (position not relocated)
Assignment :
The circular economy officer is responsible for ensuring 3 key functions:
- coordination of reforestation actions;
- support for setting up and monitoring waste pre-collection, collection, sorting and processing units;
- support for very small businesses in the circular economy.
FUNCTIONS
Function 1: Coordinate reforestation actions
- Actively participate in the development of the economic model of nurseries and reforestation mechanism;
- Provide technical support for setting up nurseries;
- Support reforestation campaigns organized by the urban community and the district municipalities of Maroua 1, Maroua 2 and Maroua 3.
Function 2: Provide support for setting up and monitoring waste pre-collection, collection, sorting and processing units
- Actively participate in the feasibility study for the implementation of the system of pre-collection, collection, sorting and processing of waste;
- Support the strengthening of technical and managerial capacities of the production unit of soap from SODECOTON waste;
- Support the urban community and the district communities of Maroua 1, Maroua 2 and Maroua 3 in the establishment and monitoring of LPS (local public companies) for waste management, including the development of the business plan ;
- Coordinate technical and managerial capacity building actions for waste processing units (ecological coal, plastic products, etc.).
Function 3: Provide support for socio-professional integration and entrepreneurship
- Actively participate in the mapping of profitable green and circular economy opportunities, the analysis of circular economy value chains and market research;
- Ensure the coaching of ALDEPA and town hall executives (CUM, CAM1, CAM2, CAM3) on the tools of professional orientation, setting up of micro-projects, entrepreneurship and other tools of the green and circular economy;
- Accompany ALDEPA in the dissemination of the results of the study of value chains and the market study and the professional orientation of young people from labour-based work sites;
- Supervise the assembly, maturation, implementation and monitoring of micro-projects of targets in connection with the green economy;
- Coordinate the training of targets on themes specific to their micro-projects as well as basic skills in entrepreneurship;
- Coach the ACDES of the municipalities and gradually transfer to them the monitoring of the targets inserted.
Function 4: Other transversal and/or related tasks
- Prepare monthly action plan and produce monthly activity reports;
- Represent the Consortium Coordinator in case of absence in the project area if duly mandated;
- Facilitate communication between the communities, CARE and the authorities on the areas concerned, any major problem must be reported to the Consortium Coordinator (who will discuss it with the CT);
- Participate in the drafting of monthly, half-yearly and annual reports of the project as well as capitalization documents;
- Work in good collaboration with the team of the project, the program and the partner organizations;
- Attend team meetings.
QUALIFICATIONS AND SKILLS
Qualifications:
- Be an academic with a level at least equal to a master’s degree (BAC + 4) in entrepreneurship, waste management or related fields;
- Have a minimum of 5 years of experience in financial inclusion and in supporting very small businesses in the green and circular economy sector;
- Have a minimum of 5 years of experience in setting up and supporting pre-collection, collection, sorting and waste processing units;
- Have a minimum of 3 years of experience in setting up and supporting nurseries and organizing reforestation campaigns;
- Have at least 3 years’ experience of working with CTDs (decentralized local authorities) and Civil Society Organizations (CSOs);
SKILLS :
- Have strong technical skills in gender, financial inclusion with an understanding of social change;
- Have an excellent ability to draw up reports, analytical skills and synthesis;
- Have a perfect command of French;
- Having work experience in the city of Maroua would be an asset;
- Have the ability to work under pressure and in a multi-actor and multicultural context;
- Have a good capacity for stress management;
- Have a good capacity for planning and especially for monitoring local partners (CSOs and municipalities);
- Have a good knowledge of computer tools (Word, Excel, PowerPoint, etc.)
