The Cameroonian Association for Social Marketing (ACMS) is a non-governmental organization under Cameroonian law whose main mission is to improve the social situation of the Cameroonian population in a sustainable and measurable manner and to promote health. Thus, ACMS works in cooperation with the government and its public and private sector partners to deliver high-quality health programs, reaching all populations in need. For over twenty-five years, ACMS has provided the Cameroonian population with comprehensive, evidence-based public health interventions, including programs in reproductive health, malaria and HIV prevention among others.

ACMS is seeking candidates to fill the position of Financial Manager (M/F) of the Community Health Equity Through Systems Strengthening (CHESS) Project which aims to promote community participation in national efforts to ensure equitable and universal access to health services essential for all segments of the Cameroonian population.
Who are we recruiting?
The Finance Manager will be responsible for providing strategic leadership and management of project development and oversight in areas such as grants and contracts, finance, administration, human resources and procurement. He/She ensures close coordination with internal audit and the CHESS project manager.
Essential functions:
- Ensure compliance with donor and ACMS policies and procedures relating to the project;
- Represent the project for all financial aspects before external parties, including donors, auditors, local government;
- Support budget development and monitoring by working with the COP, Programs team, Technical Services team and ACMS team to create annual operating budgets;
- Monitor absorption rates and redirect budgets if necessary;
- Review existing systems and improve the overall efficiency and timeliness of finance teams;
- Prepare and submit project financial reports within the deadlines required by donors in accordance with donor requirements.
Qualifications and skills required:
- Hold a Master’s degree or higher in finance, accounting or a related field;
- Have at least 10 years of experience in finance, preferably in a non-profit organization including at least 3 years of supervisory experience.
- Familiarity with a wide variety of donor rules and regulations (e.g. USAID, PMI, Global Fund, DFID);
- Significant experience in financial management of programs funded by major donors, including particular attention to operations management;
- Experience in leading teams at a high level and building staff capacity;
- Experience with ERP systems;
- Proven ability to manage teams in a dynamic and fast-paced environment;
- Excellent communication and writing skills;
- Strong sense of integrity.
