Supporting women’s empowerment and acting for their rights are essential actions in the fight against poverty, which is why women are at the heart of our programs. CARE is present in 100 countries and through the implementation of nearly 1000 emergency and development projects.
In Cameroon since 1978, CARE develops and implements 3 action programs (broken down into several projects) in response to humanitarian crises and support for sustainable development. They are part of the phases of emergency, resilience of women and young people, access to sexual health and reproduction of the populations most at risk, including PLHIV.
As part of its activities, CARE seeks:
Position: One (01) National Manager (e) Monitoring, Evaluation, Accountability and Learning

Contract form: CDD of one (01) year with possibility of renewal (Trial period included)
Working time : 40 hours per week (Full time)
Reporting line : National Director in charge of Programs
Job location: Yaoundé
GENERAL RESPONSIBILITIES
The Monitoring, Evaluation, Accountability and Learning Manager within the CARE International Organization in Cameroon, has the following main functions:
- Set up an M/E system for the collection, analysis, validation and reporting of data and ensure the good quality of data in the technical reports of the program department;
- Ensure the quality control of the performance plans of the various initiatives (the preparation of tools, the supervision of data collection, the processing and analysis of data and the production of reports and their submissions for validation) and consolidate the data annually to the CARE International Reporting System (PIIRS);
- Ensure the coordination of research activities (organization of studies/surveys) planned as part of the monitoring and evaluation of the initiatives of the various projects of the gender justice, health, and economic and climate justice programs;
- Coordinate CARE Cameroon’s knowledge management and accountability system
- Support the development of new projects
Function 1: Set up an M/E system for the collection, analysis, validation and reporting of data and to ensure the good quality of data in the technical reports of the program department
Responsibility 1: Conduct of monitoring and evaluation activities at the national coordination level
Tasks
- Establish an M&E system for the organization’s strategic plan by ensuring that monitoring and evaluation methodologies and data collection systems are appropriate and practical ( collection, analysis, validation and reporting of data disaggregated by sex and age);
- Oversee the effective implementation of accountability mechanisms, ensuring that feedback from beneficiaries and stakeholders is documented, taken into account, analyzed and used to inform decisions;
- Ensure the good quality of the data of the technical reports of the program department;
- Based on the indicators retained in the program performance framework, develop and improve with the Project Manager(s) the existing Monitoring and Evaluation tools to better assess the qualitative and quantitative operational achievement of the program and in connection with the M&E system , Measuring the Impact of CARE Cameroon;
- Assist in ensuring liaison between all decentralized technical units (CARE bases) in terms of data collection, feedback, validation and analysis in order to respond to the various project indicators and reports;
- Participate in carrying out regular field visits to supervise the effective and efficient use of tools by the technical team and, if relevant, partners and provide technical support for capacity building as needed;
- Set up and monitor the project database and information, including data quality control and updating of VSLA data on SAVIX.
Function 2: Ensure the quality control of the performance plans of the various initiatives (the preparation of tools, the supervision of data collection, the processing and analysis of data and the production of reports and their submissions for validation) and consolidate the data annually for the CARE International Reporting System (PIIRS);
Responsibility 2: Analysis and sharing of performance data
Tasks :
- Design a dashboard tool for monitoring the progress of projects;
- Support the teams (project managers, M&E staff, technical staff) in the development of performance frameworks and dashboards for each project;
- Ensure quality control, the use of initiative dashboard data as a decision-making tool at the team level and its sharing with the SMT on a quarterly basis;
- Ensure the compilation and annual quality control of project data in CARE International’s PIIRS system, train teams in PIIRS tools and ensure the dissemination of results on reach, impact and quality;
- Liaison with Monitoring, Evaluation and Learning initiatives within the regional office (WARMU), participation in sharing groups and learning on monitoring and evaluation;
Function 3: Ensure the coordination of research activities (organization of studies/surveys) planned as part of the monitoring and evaluation of the initiatives of the various projects of the gender justice, economic justice and climate programs
Responsibility 3: Coordination of studies and surveys
Tasks :
- Assist in the development and validation with the competent authorities of the research protocols of the programs;
- Assist in the supervision and implementation of research activities (studies and surveys) in collaboration with project teams (participate in the development of ToRs, identification and selection of consultants, revision and/or design of data collection tools , quality control of analyses, review of final reports, etc.);
- Support the dissemination of the results of research projects to stakeholders including technical partners and participants of Projects / Programs, governmental, bi- and multilateral agencies concerned with the objectives of the program, etc. and incorporating good practices and lessons learned into future projects.
Function 4: Coordinate CARE Cameroon’s knowledge management and accountability system

Tasks
- Identify opportunities for learning, research and publications, ensuring that promising practices, lessons learned and recommendations are identified, documented, disseminated and used to improve program quality;
- Develop the electronic archiving architecture of CARE Cameroon program documents (hard drive, TEAMS) and update data on a quarterly basis;
- Ensure the dissemination and sharing of good practices and lessons learned from evaluations, studies through quarterly and/or ad hoc meetings with the teams of CARE Cameroon, CARE France and at the regional level of West Africa;
- Ensure the implementation, monitoring and evaluation and centralization of data from the accountability mechanism within the various initiatives;
- Ensure the updating of content on CARE Shares, particularly evaluations;
- Contribute to the development of capitalization documents;
- Participate in program team coordination meetings and workshops.
Function 5: Support the development of new projects
Responsibility 5: contribute to the development of new initiatives
Tasks :
– Ensure the annual update of the country office’s key indicators for each program;
– Contribute to the development of new initiatives, particularly in the development of theories of change and the logical framework which makes it possible to measure the effects and disaggregate the results by gender and age;
– Ensure that each initiative has integrated at least 1 impact indicator from the PIIRS system
– Train field teams in the collection and processing of data relating to PIIRS impact indicators
SKILLS AND QUALIFICATIONS
Qualifications:
- Bac+5 in Monitoring and evaluation, statistics, project management, statistics, IT, epidemiology, or related field;
- Minimum 5 years of experience in monitoring and evaluation of projects / programs;
- Experience in capacity building of community actors or CSOs / NGOs;
- Experience in development and emergency humanitarian response projects;
In- depth knowledge in at least 2 of the following areas: gender, environment, economic development, protection of natural resources, reproductive health
Skills :
Excellent knowledge of data collection, processing and analysis processes
- Excellent database management skills
- Proven skills in the development and implementation of monitoring and evaluation frameworks and good knowledge of monitoring and evaluation tools
- Skills in leadership, management and technical coaching
Good knowledge of the project life cycle and its implications
- Excellent writing and communication skills
- Perfect command of the Office suite (Word, Excel, PowerPoint, Outlook, Teams, Sharepoint) and video conferencing tools (Zoom, Skype)
Mastery of data collection and processing tools – KOBO, Excel, Savix, SPSS, etc.
- Ability to work independently and have good organizational and planning skills
- Ability to communicate orally and in writing in French and English
Knowledge of PIIRS tools and gender, resilience and governance quality markers would be an asset
Skills and abilities
- Have a good capacity for analysis and anticipation
- Be able to mitigate problems and propose reasoned and quick technical solutions when needed;
- Be able to train and support your team;
- Maintain, within the framework of its activities, good relations with the beneficiaries, the colleagues and the administration;
- Be flexible and available according to the tasks assigned to him and the priority needs.
