RECRUITMENT OF ONE (01) PROCUREMENT MANAGER M/F
Home base: Maroua
Number of positions: 01
Contract duration: 12 Months
Start date: NOVEMBER 2023
Supervised by: Logistics Manager
Location: Maroua
Gross salary for the category: According to the current Action Against Hunger salary scale
Place of residence: The employee’s place of residence will be Maroua
Position objective : Guarantee the supply of base and program needs.

Diploma / Level of study:
Level Bachelor’s degree in logistics or international trade or equivalent training.
– Professional experience of at least 1 year required in the same position.

Main tasks :
Objective 1: Manage the supply chain
Activities :
- Receive purchase requests (DA), and organize their processing in conjunction with the requesters
- Ensure compliance with deadlines for sending DAs according to the established schedule;
- Process orders following ACF procedures once the lines have been validated;
- Make quotation/ quote requests and have them validated by the Logistics manager;
- Check the purchase lines in Link: accuracy of requests, desired delivery dates in compliance with ACF purchasing procedures;
- Check invoices;
- Inform requesters of the progress of processing their order;
- Hold a weekly meeting with the different departments: on current purchases and with the finance department for justifications and purchasing files;
- Validate the various documents in Link for the payment of suppliers by liaising with the Logistics Manager for the edition of the BPA (Good to Pay) ;
- Check invoices;
- Transfer validated invoices to accounting for payment to suppliers;
- Carry out quality control of products: quantity, quality, documentation in conjunction with the Stock Manager and the Supply Technician;
- Guarantee the quality/price ratio of purchases;
- Ensure that the archived and scanned purchasing file is complete in Link ;
- Plan future purchases based on the PAP and/or PA (Project Procurement Plan);
- Participate in the creation of PAPs and/or PAs;
- Ensure that the price and supplier catalog is updated by the Procurement Technician and guarantee its accuracy;
- Submit validation of potential new suppliers to the Logistics Manager after their identification by the Procurement Technician;
- Monitor contracts inherent to procurement (contract monitoring);
- Organize purchasing line meetings (LA) with requesters.
Objective 2: Manage Logistics and Program stocks.
Activities :
- Ensure storage conditions according to ACF procedures;
- Organize the store according to ACF and/or lessor procedures;
- Guarantee the presence of the equipment necessary for storage activities (office equipment, pallets, gloves; safety equipment, etc.);
- Check the various shipping documents and make the link with the different delivery locations;
- Supervise the preparation and loading of products and materials;
- Participate in the choice of storage stores for projects and/or sub-basins;
- Ensure that administrative documents relating to inventory monitoring (Stock sheets; Stock reports; DSS; BL; BR; IKD, etc.) are kept up to date and well archived by the Supply Technician;
- Ensure and carry out a monthly inventory and write an inventory report.
Objective 3: Ensure follow-up of donations ( once partnerships are formalized )
Activities :
- Order ;
- Supervise the receipt/delivery of donations;
- Guarantee the adequacy of donation documentation;
- Ensure the computer traceability of these donations in Link .
Objective 4: Write logistics reports
Activities :
- Extract purchasing tracking from the Link and share it with the Logistics Manager at the end of each month;
- Ensure the updating and dissemination of Purchasing Monitoring on a weekly basis with the program departments;
- Perform and update Logistics and Program stock reports;
- Send the monthly reports to the logistics manager on the defined date.
Objective 5: Supervise the logistics team
Activities :
– Establish the work schedule for your team;
– Establish a monthly purchasing schedule according to PAP or PA with the LOG manager;
– Train and ensure capacity building of the team;
– Ensure the monitoring of your team’s equipment (telephone, stationery, etc.);
– Ensure follow-up (attendance sheet, Absence, overtime, recovery, etc.) of your team;
– Conduct team evaluation interviews;
– Prepare the vacation schedule for your team;
– Participate in the recruitment of its teams.
SPECIFICATIONS
This job profile may be subject to permanent modifications depending on the evolution of activities. These modifications will be defined and discussed between the employee and Action Against Hunger.
This position requires a lot of direct contact with children, and you are required to respect ACF International’s Child Protection policy in all circumstances (depending on the position!)

RECRUITMENT PROCEDURE
The Action Against Hunger recruitment procedure includes 3 key steps:
- A pre-selection based on the application submitted (only candidates whose skills and experience correspond to the profile described in the offer are selected for the written test)
- A written technical test in person;
- An oral interview;
