1. Context

The IRC began operations in Cameroon in 2016 to respond to the growing concerns of people affected by violence linked to Boko Haram, in the Far North of the country. Assistance to displaced populations extends across the Far North, particularly in the departments of Mayo-Sava, Mayo-Tsanaga and Logone et Chari, providing assistance programs to improve access to water and improve hygiene practices in vulnerable displaced and host communities, cash transfer programs to enable vulnerable families to meet basic needs and improve their food security, and protection programs, including addressing specific needs women and girls. Field offices are located in Maroua and Kousseri with a representative office in Yaoundé.

Following the growing crisis in the North West and South West regions of Cameroon, the IRC expanded its operations to the South West region in August 2018 and to the North West region in December 2019. IRC provides lifesaving humanitarian assistance to internally displaced populations, with two field bases in Buea and Bamenda.

 

 

2. Job Overview

Under the responsibility of the Senior M&E Officer and Management in partnership with the Program Managers of the Kousseri and Maroua bases and with their support, the M&E Officer works in close collaboration with the program teams to optimize capacities and follow-up opportunities, evaluation, empowerment and learning, of the mission carried out by the IRC Women’s Protection and Empowerment program in Cameroon. This is to ensure high quality programming for clients served by IRC and to support the overall ambitions of IRC’s Strategy 100 and the country’s Strategic Action Plan. The M&E Officer oversees, directs and implements the MEAL activities of the PAF project within the country MEAL team for the Far North region.

Duration: 2 Months / Maternity Leave Coverage

 

3. Location

The MEAL Officer will be based in Kousseri with frequent travel to all IRC office intervention sites in the Far North region. It will cover interventions in the departments of Mayo Sava, Mayo Tsanaga and Logone-e-Chari.

4. Responsibility

The MEAL Officer will have the following responsibilities:

A. Leadership and Partnership:

· Provide support for all technical aspects and activities concerning the PAF program and meet the needs of the program.

· Foster and promote standards and best practices for quality data collection, analysis and reporting.

· Ensure accountability to clients, partners and funders.

· Implement and support the MEAL system and approaches in areas of expertise and foster learnings

· Promote access to and use of data for informed decision making and adaptation of programs based on it ci

B. Technical Oversight:

Manage the MEAL system and processes for the PAF program in alignment with the MEAL strategies of the country and the global strategy throughout the project cycle, this includes: o Updating

of collection tools of data and training of field agents to promote quality data collection

o Coaching PAF officers in filling out tools

o Updating the 5W table highlighting IRC’s PAF program interventions

o Collaborating with MEAL staff and program staff to ensure data is collected, compiled as their quality and completeness, in accordance with IRC and donor standards;

o Document and share learnings, evidence and data from previous projects to provide sufficient information for the design of project proposals;

o Implement MEAL plans, revise data collection tools, foster online tools (CommCare and Kobo), track data management processes, quality checks and audits, and update data visualization ;

o Undertake regular analysis of monitoring data and work closely with officers/agents and program managers/managers to facilitate decision-making when adapting the program in real time;

o Produce quality reports and update dashboards with key results that promote learning and decision-making and are shared in project cycle management meetings and team meetings;

o Identify, document and share client feedback to improve services and client outcomes

Support the deployment of surveys and polls such as baseline and endline surveys, as well as commissioning external evaluations in coordination with program colleagues and relevant partners;

· Provide support for the use of technologies (CommCare, Kobo, PowerBI) using standard tools and processes for mobile data collection and visualization of online dashboards. This is to improve the speed and quality of data collection and analysis, as well as data presentation;

· Adhere to and participate in the efforts that IRC puts in place to meet its commitments in terms of internal and external responsibility by implementing reliable mechanisms for accountability, feedback and response to clients.

C. Human Resources:

Promote staff growth and development within IRC teams and partners; provide high-quality technical training and learning resources for partners and colleagues;

Support the members of the PAF team on knowledge and skills in monitoring and evaluation with a view to increasing skills and better understanding of the tools;

D. Principal working relationships:

· The position reports directly to the Senior MEAL Officer and the PAF Program Managers (Kousseri and Maroua)

· The position directly supervises the enumerators and enumerators recruited on an ad hoc basis for field missions

· Internally, it is in contact with: the coordinator of the PAF program and the M&E manager, Program manager/manager, officers/agents in charge of the database, partner manager, Human Resources, field coordinator.

· Externally, it is in contact with: clients, partner organizations of the program, local and national government

Profile

· Be of Cameroonian nationality

· Hold a university degree in Social Sciences or in a related field

· Minimum 2-3 years of professional experience in MEAL activities or in another related field within an international NGO preferably

· Basic knowledge and experience with mobile data collection software such as Kobo collect, CommCare, ODK collect is required. Knowledge of software and tools: spreadsheet, PowerBI or GIS is an additional asset

Have excellent computer skills: Word, Excel, Power Point and MS Outlook

Possess basic technical knowledge of MEAL approaches and techniques in some or all of the following areas: results monitoring; theory of change; logical context ; data gathering ; data analysis; feedback mechanism and customer feedback.

· Good understanding of gender and issues related to violence against women and girls

· . Experience in facilitating training and workshops

· . Have a sense of organization and a strong aptitude for time management

· Honesty, responsibility and good physical condition to meet the requirements of the position.

· . Knowledge of English (oral and written) is an asset
