Recruitment notice: PLANNING-MONITORING-EVALUATION ADVISOR IN THE SCP PROJECT
DESCRIPTION OF THE OFFER
CALL FOR INTERNAL/EXTERNAL APPLICATIONS FOR THE RECRUITMENT OF A PLANNING- MONITORING-EVALUATION TECHNICAL ADVISOR IN THE “CIVIL SERVICE FOR PEACE” (SCP) PROJECT OF THE DEUTSCHE GESELLSCHAFT FÜR INTERNATIONALE ZUSAMMENARBEIT GmbH BASED IN YAOUNDE.
The Civil Peace Service (SCP) is a program for the prevention of violence and the consolidation of peace in regions of crisis and conflict.
In Cameroon, the SCP contributes to the promotion of non-violent management of existing conflicts, the prevention of the escalation of violence and the strengthening of social cohesion. The program works in particular to support civil society partners in their collective commitment to the non-violent transformation of conflicts and the improvement of social relations. It also aims to strengthen the dialogue skills of key actors and the practice of democratic participation of young people. In addition, psychosocial support measures are developed with partners and their target groups to address the psychosocial consequences of violence and polarization.
The SCP is currently looking for a planning, monitoring, evaluation (PSE) advisor whose position will be based in Yaoundé.
- Area of responsibility and responsibilities
The incumbent develops, updates and implements conflict-sensitive PES tools, based on SCP standards. He/she performs the following tasks:
Planning :
- Regularly reviews, with other actors, in particular partner organizations, the context and conflict analysis, as a basis for planning activities and measures linked to the implementation of the program:
- In conjunction with the team and the program coordinator, prepares and consolidates the annual operational planning;
- Supports partner organizations in developing their annual projects, based on the SCP framework, in line with the program objectives;
- Contributes to strategic reflections, with partners, for the current phase and the next phase of the program.
Monitoring and evaluation :
- Establishes close collaboration with partners, based on the monitoring-evaluation tools developed, to jointly produce the necessary qualitative and quantitative data, with a view to measuring the changes and progress made, both at the level of the SCP Cameroon program and at the overall program level;
- Coordinates the collection of quantitative and qualitative data within the team;
- Leads strategic discussions with the team and partners relating to the achievement of objectives and theories of change in order to improve processes;
- Supports partners in the development of reports and contributes to the development of program reports;
- Ensures the reporting of information at the overall program level, according to the requested frameworks.
Cooperation with partners and networking:
- Supports partners to strengthen cooperation and mutual synergies;
- Research and establish cooperation with allies, particularly at the national level: public institutions, universities, think tanks, NGOs or any other relevant actor;
- Contributes to creating a framework bringing together these different actors for the development of shared analyzes and joint reflections on themes linked to the promotion of peace and the peaceful transformation of conflicts.
Knowledge management:
- Ensures the documentation of program activities and the archiving of documents according to an established plan;
- Establishes exchange frameworks allowing the sharing of information, the exchange of knowledge, experiences and lessons learned, as well as joint reflection on themes of interest for the program, within the network of organizations partners, and contributes to enriching such exchanges at the level of the overall program.
He/she ensures the integration of cross-cutting themes, gender, human rights and conflict sensitivity in all program activities and partner projects.
He/she carries out administrative tasks related to the implementation of activities and/or according to requests.
The position of PSE advisor is a key position within the program; it constitutes a sort of technical interface both with all colleagues and partner civil society organizations. Significant work in terms of coordination, cooperation and communication is therefore necessary.
REQUIRED PROFILE
- Qualifications, skills and experience required
Qualification
- University degree (Bac+5) in the fields of peace promotion and non-violent conflict transformation, political science, international relations, social sciences, law, or related field;
- Qualification training in the field of project management or planning, monitoring and evaluation issues would be an asset.
Professional experience
- At least three (03) years of professional experience in a similar position (PSE);
- At least five (05) years of experience in the field of peace promotion and non-violent conflict transformation;
- At least three (03) years of professional experience with civil society actors;
- Experience working or collaborating with an international organization such as GIZ, and in particular knowledge of rules and procedures would be an asset.
Other knowledge/skills
- Excellent analytical skills and intellectual rigor;
- Perfect command of French and English, written and oral;
- Good writing skills;
- Good interpersonal and teamwork skills;
- Spirit of cooperation, dialogue and interculturality;
- High sensitivity to conflicts, capacity for self-reflection;
- Partner-oriented work capacity and negotiation skills;
- Patience, flexibility and high tolerance for frustrations are required;
- Ability to work effectively even under pressure and in difficult conditions. ;
- Excellent command of the office pack (Word, Excel, Powerpoint, Outlook) and the use of information and communication technologies in the context of remote working such as videoconferencing tools and intranet systems;
Contract start date : January 1, 2024
Contract period : January 2024 – December 2025
Duty station : Yaoundé
Internal classification of the position: Band 4, under the hierarchical supervision of the Project Coordinator
