SUMMARY OF JOB DUTIES
The UNESCO Regional Office for Central Africa with headquarters in Yaoundé through its Human and Social Sciences (SHS) sector wishes to recruit a Program Officer to assist in the operations of SHS Yaoundé. The Human and Social Sciences and (SHS) sector has the mission to promote policies and strategies that will induce social transformations through more inclusive policies in the countries of the Central African region.
Under the authority of the Regional Director and the supervision of the Specialist in charge of the Human and Social Sciences Programme, the contractor will be responsible for supporting the Human and Social Sciences Sector in carrying out its thematic missions and contributing to the monitoring of the implementation of SHS activities in Cameroon and in the sub-region covered by the Yaoundé Regional Office. The priority areas of the Sector to which it will contribute are as follows:
Generation and dissemination of knowledge for social transformations in Africa:
Promote the link between research and public policies by studying the current (empirical research in the humanities and social sciences) or research-action. In other words: call for and strengthen prospective research in the humanities and social sciences with the aim of supporting social transformations, social inclusion and intercultural dialogue.
Inclusivity and human rights:
Fight against discrimination and promotion of values and rights and human dignity: the objective is to promote initiatives that respect human rights, in particular in the five areas of competence of the UNESCO: Education, Science, Culture and communication / information, which will facilitate social transformations and help the emergence of
Youth capacity building and empowerment:
Develop participatory and inclusive policies with stakeholders, including young people in the field of youth and sport. Promote the role of youth and empower them to become true ambassadors of peace and key actors in socio-political, economic and cultural changes and transformations and to strengthen their civic engagement in a human rights-based approach that promotes youth social entrepreneurship.
Intercultural dialogue and culture of peace:
Promoting the culture of peace; ensure social cohesion, peaceful coexistence, tolerance, intercultural, interreligious and intergenerational dialogue as well as Living Together.
Bioethics and ethics of science and technology:
Contribute to giving Member States the means to manage the ethical, legal, environmental and societal implications of scientific and technological advances including Artificial Intelligence for inclusive and sustainable social development.
History and memory for dialogue:
Contribute to historical knowledge and memories in order to contribute to peace, to intercultural, inter-religious and intergenerational dialogue as well as to Pan-Africanism.
Promoting Gender Equity and Equality:
Promote the Priority of Gender Equality and advocate for the implementation of activities that are truly “Gender Transformative” across all 5 Major Programs and fields of competence of UNESCO.
With specific regard to the project “Young people, weavers of peace in the cross-border regions of Gabon, Cameroon and Chad” (cross-border PBF), under the authority of the Head of the SHS Sector and the direct supervision of the Project Coordinator, the consultant will assume the responsibility of focal point of the project in Cameroon. As such, he will perform the following tasks:
Planning, implementation and monitoring:
On the basis of the general annual work plan of the project, in collaboration with the country focal team, proceed to the contextualization and the half-yearly and quarterly variation of the plan and submit them to the Project Coordinator within the planned deadlines;
Coordinate the development and submit in a timely manner the individual monthly work plan of the team members;
Monitor the implementation of activities;
Finalize and submit to the Coordinator the ToR and budget of the planned activities for validation;
Monitor, in collaboration with the Administrative Assistant of the Sector, the administrative and logistical aspects related to the activities, in compliance with the procedures;
In collaboration with the team, provide technical support to implementing partners and ensure their support for the execution and quality reporting of the activities planned in their work plans on the one hand and progress towards the achievement of results on the other hand;
Ensure the systematic production of specific reports of activities (narrative and financial) carried out in the two project areas in Cameroon;
Coordinate the development and submit to the Project Coordinator the annual, half-yearly and quarterly narrative reports of the project in Cameroon;
Propose solutions to possible bottlenecks with a view to achieving objectives. All these tasks will be carried out with the support of 5 UNVs based in Cameroon, including 2 in Yaoundé and 3 in Maroua.
Other responsibilities
Ensure the participation of the country focal team in the weekly cross-border coordination meeting of the project and in any other possible ad hoc meeting;
Depending on the level of representation, and in agreement with the Project Coordinator and the SHS Sector Manager, participate online or face-to-face in meetings and other working sessions organized by the Cameroon RCO PBF Secretariat as well as the sectoral Ministries involved in implementation and monitoring of all PBF projects and the UNPRPD Disability Project;
Serve as an interface for sectoral focal points and partners implementing extra-budgetary projects in Cameroon;
Perform any other tasks entrusted to him by the Regional Director and/or the Specialist in charge of the SHS Sector.

REQUIRED QUALIFICATIONS
Education
Advanced university degree (Masters or equivalent) in the social sciences, humanities or related discipline.
Professional experience
At least five (5) years of relevant professional experience in the field of humanities and social sciences;
Proven experience in project management.
Experience in the implementation of PBF Peace Building Fund & Nexus HDP Humanitarian-Development & Peace projects.
Skills and Competencies
Ability to establish, maintain and strengthen effective working relationships with national/local authorities, cultural institutions and relevant intergovernmental and non-governmental organizations;
Excellent analytical, written and oral communication skills, in particular the ability to collect, synthesize and analyze information from various sources and, on this basis, to draft working and information documents in a clear and concise manner;
Excellent interpersonal skills and ability to work effectively in a team and in a multicultural environment;
Good knowledge of computer tools (MS Word, Excel, Outlook etc.).
Languages
Excellent knowledge of French or English (written and spoken), and good knowledge of the other language.
DESIRED QUALIFICATIONS
Skills and Competencies
Knowledge of UNESCO normative instruments and programs in the field of human and social sciences;
Familiarity with the work and general functioning of international organizations and/or the United Nations system.
