POSITION SUMMARY
Population Services International Cameroon is the national branch of PSI, with programs on
malaria, reproductive health, child survival, clean water, diarrhea,
HIV prevention and treatment.
PSI promotes and distributes health products, services and healthy behaviors, enabling
low-income and vulnerable people to lead healthier lives through programs on the
HIV/TB, Malaria, Child Survival, Reproductive Health, Diarrhea and Waterborne Diseases,
Hepatitis C and COVID-19.
Under the supervision of the General Director, the Program Director participates in defining the
strategic orientations of PSI Cameroon. Directs, supervises and monitors all programs within
the platform to ensure their effectiveness in implementation, ensures the achievement of
programmatic results and commitments and their compliance with donor requirements. Mobilizes the
resources necessary for the development of the platform portfolio and its sustainability, also providing
leadership in administrative, financial and human resources supervision.
WORKING CONDITIONS
Travel requirements 25-50%
The post holder is based in Yaoundé. He/she is required to travel at least once a quarter
for the supervision and support of activities in all regions where PSI
Cameroon’s activities are deployed. The incumbent is placed on a salary grid that complies with PSI standards and benefits from
local or international training to strengthen their capacities to the extent of the
financial availability of the platform.
Working remotely: To be confirmed with the supervisor.
ESSENTIAL FUNCTIONS
This is not an exhaustive list of all duties the incumbent is expected to perform. This is a
summary of the main responsibilities and requirements of the position, and the incumbent may be required to perform
tasks that are not included in this job profile.
COORDINATION (25%)
– Ensure the effective and efficient coordination of programs
– Ensure the coordination of operations, management of human, technical,
financial and administrative resources within the platform
– Coordinate the effective recruitment, orientation and management of all staff
– Coordinate liaison with external agencies and government with respect to
programs and donors
TECHNICAL (20%)
– Contribute to the strategic vision of PSI Cameroon and collaborate with the Managing Director to
ensure that strong internal controls and financial management processes are implemented
in accordance with PSI and donor requirements
– Implement the strategic plan through
corresponding operating plan and budget
– Collaborate with the Managing Director and other staff to ensure
the development, implementation and evaluation of all program plans
– Ensure the development of purchasing plans and their availability to the
purchasing department.
– Ensure the development of communication plans and their availability to the
communication department
– Ensure the development of quarterly operational plans for each project and their
monitoring. Prepare, with the support of other directors and project managers, the annual budgets for the
platform’s projects
– Contribute to the preparation of the programmatic cost budget
– Supervise the preparation of the platform’s annual budget, and project budgets
– With the assistance of the finance department, prepare and participate in
monthly programmatic financial review meetings (MPFRs)
– Validate project expenditures against budgets and coordinate the financial director
the execution of budgets
– Ensure preparation and submission within the deadlines for complete activity reports and
reliable to the Director General, to the donors, to the headquarters.
– Contribute to the development and implementation of marketing plans, the development of one pagers,
implementation of a complete marketing and promotion program
– Participate in the stock monitoring meeting and ensure with the pharmacist the availability
of different stocks, monitoring of expiring stocks and efficient management of
expiring stocks
– Support the validation and production of educational promotional materials, newsletters, validate the
content of websites
– Contribute to organizing meetings , departments or conferences of PSI Cameroon.
– Handle correspondence and day-to-day business communications for PSI Cameroon
– Attend committee meetings and all necessary events, upon request of the
Managing Director
– Help answer general questions from the public regarding PSI Cameroon
– Ensure compliance and compliance with
PSI Cameroon’s human resources, purchasing and financial management procedures with PSI practices and policies
– Ensure the development and implementation of the annual handover plan
– Ensure compliance with the application of the internal regulations of PSI Cameroon
– Maintain a calm social climate and ensure the safety of the staff of the LEADERSHIP platform (
20%)
– Demonstrate and live the values and practices of our donors by applying
effective management and leadership principles
– Delegate necessary tasks to employees, but also by taking into account their opinions,
expertise and aspirations in meetings. Give them the necessary and measured autonomy in the
management of certain files and projects, thus promoting their development
– Inspire employees and obtain their commitment to the expected results
– Reward good initiatives within your team
MOBILIZATION OF RESOURCES (15%)
Participate in mobilizing the necessary resources for the platform, based on analyzes
prospective by defining short, medium and long term needs with regard to the duration of the projects,
with a view to ensuring the sustainability of PSI Cameroon.
REPRESENTATION (10%)
– Represent PSI Cameroon in all acts of the social life of the organization, and comes second
after the general director
– Take part in strategic meetings of the platform
– Represent the Programs Directorate in all activities within the platform and
outside
TEAM MANAGEMENT AND COACHING (10%)
– Coach and support all staff within the limits of the skills acquired
– Organize the work of the teams and define their objectives
– Supervise and coordinate the implementation activities of supervisees
– Manage the performance of team members, and create opportunities for career success
for all
– Motivate and retain teams
QUALIFICATIONS

EDUCATION REQUIREMENTS
Level of education: master’s degree (or international equivalent)
Education details: hold at least a baccalaureate +4/ 5 in management or any other discipline relating
to development
REQUIRED EXPERIENCE : At least 10 years of experience
– At least five years in a similar or equivalent position
– Have cumulative experience of more than ten years in project management, team management
and resources
Knowledge, skills and abilities
Program support management
– Have experience in program support and operational planning
– Have good administrative and financial management skills in a
complex international environment
– Have experience in subsidy management -contracting and capacity building
– Good command of IT tools and activities related to Safety and Security
– Ability to manage a complex budget
– Excellent writing skills; ability to write and review reports and
donor proposals
– Demonstrated leadership and interpersonal skills
– Have good skills and demonstrate interest in training and developing the team
– Have experience in performance management
– Have experience in managing a diverse workforce
– Have skills in representation and negotiation – Have experience in effectively managing institutional partnerships with international and national
NGOs – Have experience in creating and maintaining collaborative relationships with donors and government partners – Ability to develop positive adaptation strategies in stressful environments – Intercultural communication skills – Knowledge/information management
– Be able to establish a learning culture linked to Program Support in
a large platform
