SUMMARY OF POSITIONS

The ongoing armed conflict in the North-West and South-West regions of Cameroon is dependent on significant migratory flows observed in the neighboring Littoral and West regions, with the main corollary being a demographic inflation of civic space. , resulting in a rather worrying vulnerability threshold for the displaced, especially for young girls and sometimes unaccompanied children. The empirical analysis of socio-economic, cultural, informational and institutional parameters reveals latent tensions due to a difficult cohabitation between host communities and IDPs. This situation maintains and increases the risk of ethnic and/or economic conflicts.

 

The initiative of the Special Fund of the Secretary General of the United Nations for the consolidation of peace throughout the world – the Peacebuilding Fund (PBF), to support Cameroon through the project “Strengthening of sustainable peaceful coexistence and empowerment displaced young people from municipalities in the West and Littoral regions of Cameroon” of the Secretary General’s Peacebuilding Fund (PBF) aims to: contribute to better integration of young displaced people from the North-West and South -Ouest in the host municipalities of the Littoral and Western regions in order to establish a culture of lasting peace. This project implemented in Cameroon jointly by UNESCO and the IOM lead agency intends, through the empowerment of young people contribute to the prevention of cases of violence between young people from host communities and displaced young people, and to the mitigation of the harmful effects of migratory flows. It is implemented in the two regions of the West and the Littoral, both of which are close to the crisis regions of the North-West and South-West, and have a high concentration of displaced Young Men and Women (JHF). On the Littoral, the municipalities of: Douala 4th, Nkongsamba 1st, Melong and Manjo, bordering the conflict zones of the South-West. To the West, the municipalities of Babadjou, Mbouda, Bafoussam 1er and Santchou, requested by the displaced populations of the North-West, will be the areas where the project will be implemented. It is implemented in the two regions of the West and the Littoral, both of which are close to the crisis regions of the North-West and South-West, and have a high concentration of displaced Young Men and Women (JHF). On the Littoral, the municipalities of: Douala 4th, Nkongsamba 1st, Melong and Manjo, bordering the conflict zones of the South-West. To the West, the municipalities of Babadjou, Mbouda, Bafoussam 1er and Santchou, requested by the displaced populations of the North-West, will be the areas where the project will be implemented. It is implemented in the two regions of the West and the Littoral, both of which are close to the crisis regions of the North-West and South-West, and have a high concentration of displaced Young Men and Women (JHF). On the Littoral, the municipalities of: Douala 4th, Nkongsamba 1st, Melong and Manjo, bordering the conflict zones of the South-West. To the West, the municipalities of Babadjou, Mbouda, Bafoussam 1er and Santchou, requested by the displaced populations of the North-West, will be the areas where the project will be implemented.

OBJECTIVES OF THE MISSION

Placed under the direct responsibility of the Project Coordinator, the Project Assistant will contribute to the following tasks:

Planning, implementation and monitoring of project activities
Support for technical preparation , implementation and monitoring of activities (terms of reference, budgeting, identification, contact with partners);
Contribution to the implementation of project activities in the areas of intervention in line with the strategic approaches developed and the work plan;
Drafting of activity reports.

Preparation, communication management and visibility of the project
Contribution to the development and implementation of a communication and visibility strategy for the project’s actions;
Contribution to the design and monitoring of the production and distribution of communication media and visibility of the project.
Contribution to the creation and animation of intercultural exchange platforms dedicated to displaced young people;
Writing articles, summaries, Human interest stories (HIS), success stories and reports on the project in close collaboration with the Public Information Unit (PI) of UNESCO;
Press relations and media monitoring.
vs. Awareness raising and community engagement

Assistance to the project coordinator in the creation and development of operational partnerships;
Design, planning and animation of awareness-raising and community engagement activities in collaboration with Community Mobilizers
Sensitization of key actors in the communication chain of the project areas (community radios, print media professionals, bloggers, CSOs, etc.) on access to quality information, access to basic community services, the fight against misinformation and hate speech;
Support for the identification of key actors and the definition of culturally adapted community and institutional awareness actions in the project areas;
Contribution to the organization of awareness campaigns on living together and the communal services available.

d. Other Responsibilities

Support of the UNESCO Regional Office in a set of activities related to its Regular Programme;
Liaison with key program partners and stakeholders;
Carrying out other tasks assigned to him by the Head of Communication and Information Sector.

REQUIRED QUALIFICATIONS

Professional experience and Skills

Master’s degree in communication sciences / social sciences or other related discipline;
Minimum 5 years of professional experience with NGOs or international organizations;
Experience in managing projects aimed at vulnerable populations and a minimum of experience with one of the United Nations agencies, preferably UNESCO, would be an asset;
At least one (1) year of experience in a project dealing with conflict resolution or peacebuilding;
Skills in developing and implementing communication strategies;
Mastery of topics related to access to information, the fight against disinformation and hate speech;
Mastery of the issues and challenges of peacebuilding in communication terms;
Mastery of the media environment (press relations), social communication
Excellent writing skills;
Skills in planning, management and monitoring of projects aimed at vulnerable groups;
Good knowledge of scriptovisual and graphic tools
Experience in community engagement and mediation;
Mastery of the Office Pack (Word, Excel, Powerpoint, Outlook, etc.) of video conferencing applications;
Good knowledge of UNESCO’s missions, areas of intervention and values.
