Mission and objectives
Established in 1951, the International Organization for Migration (IOM) is the leading intergovernmental organization in the field of migration and is committed to the principle that humane and orderly migration benefits migrants and society. IOM is part of the United Nations system, as a related organization.
IOM supports migrants around the world, developing effective responses to changing migration dynamics and as such is a key source of advice on migration policy and practice. The organization works in emergency situations, developing the resilience of all people on the move, and in particular those who find themselves in situations of vulnerability, as well as strengthening the capacities of governments to manage all forms and all the impact of mobility.
The Organization is guided by the principles enshrined in the Charter of the United Nations, including the defense of human rights for all. Respect for the rights, dignity and well-being of migrants remains paramount.
context
UNV will be called upon to work in close collaboration with Cameroonian government authorities such as the Ministry of Territorial Administration (MINAT), as well as with key stakeholders (OCHA, Cluster leads, humanitarian actors) in order to ensure that the data collected will be used by partners for a coordinated response. For civil registration and the provision of a legal identity, the key government authorities involved are the Ministry of Decentralization and Local Development (MINDEVEL), the National Bureau of Civil Status (BUNEC), the National Security Delegation (DGSN), the Ministry of Health (MINSANTE) and the various local municipalities that administer each area of intervention. Activities will be carried out in close consultation and collaboration with these government entities as well as other regional technical partners to ensure complementarity and coordination; UN agencies such as UNICEF (which supports birth certification) and NGOs will not be left out.
Task Description
Under the direct supervision of the Project Manager and the overall supervision of the Head of Mission, the UN Volunteer will perform the following tasks:
• Support the overall implementation of all project activities in accordance with policies and IOM internal procedures as well as donor requirements;
• Conduct interviews with IDPs and people on the move to determine their eligibility for the program;
• Support the planning, coordination and implementation of the data collection exercise, in close collaboration with relevant stakeholders for the Center and East Regions;
• Assist the team during all the different data management activities, including encoding, storage and transfer of data as well as processing, and support for analysis of locally collected data, including data entries;
• Identify any gaps, obstacles or problems during and after data collection. Inform the team and provide adequate alternatives / solutions.
• Participate in conferences/meetings with aspects of protection/legal identity and report to the project team;
• Contribute to the development and maintenance of ongoing stakeholder engagement;
• Support and collect data on people on the move;
• Support monitoring and evaluation activities as well as analysis, by advising and guiding the personnel assigned to the development of knowledge management;
• Assist in the monitoring of initiatives and produce complete and regular reports to be submitted to the attention of the Program Manager;
• Liaise between IOM and the various project stakeholders;
• Guarantee the security and confidentiality of data and information in accordance with IOM rules and procedures;
• Strictly adhere to the “Do No Harm” principles throughout the process of project implementation;
• Produce administrative documents for project activities;
• Perform other duties as may be assigned by supervisors.
In addition to the above, UN Volunteers are expected to:
• Strengthen their knowledge and understanding of the concept of volunteerism by reading materials made available by UNV, external publications and actively participating in program activities UNV, for example, getting involved in activities commemorating International Volunteer Day (IVD), 5 December.
• Become familiar with and develop any form of traditional and/or local volunteering at the level of the host country.
• Reflect the type and nature of the voluntary actions they undertake, including their participation in substantive reflections.
• Contribute to the drafting of articles on field experiences to be submitted for the UNV programme’s publication/website, newsletter and press releases, etc.;
• Contribute to the Welcome Program for UN Volunteers newly arrived in the country of assignment;
• Promote or advise local groups in the use of online volunteers or encourage individuals and organizations to use online volunteer services when technically possible.
Expected results:
• Interviews and analyzes are carried out in accordance with IOM standards and guidelines;
• Liaison with the various stakeholders and partners is maintained at a high level;
• Analyzes on the determination of legal identity are based on objective and up-to-date information
• Internally displaced persons and vulnerable mobile populations are suitably supported to obtain their legal identity or their registration with the support of BUNEC and the local municipalities.
• A report on results related to volunteerism for peace and development during the assignment, such as the number of volunteers mobilized, participation in activities and contribution to capacity development.
