CONTEXT

CARE is one of the largest humanitarian aid networks in the world, apolitical and non-denominational that supports and manages emergency and development projects by involving communities, collaborating with local partners. Our objective is to fight against all forms of poverty, to defend access to fundamental rights, to combat social injustice. Supporting women’s empowerment and acting for their rights are essential actions in the fight against poverty, which is why women are at the heart of our programs. CARE is present in 100 countries and through the implementation of nearly 1000 emergency and development projects.

 

 

 




 

In Cameroon since 1978, CARE develops and implements 3 action programs (broken down into several projects) in response to humanitarian crises and support for sustainable development. They are part of the phases of emergency, resilience of women and young people, access to sexual health and reproduction of the populations most at risk, including PLHIV.

CARE Cameroon, within the framework of its Headquarters Agreement signed with the government of the Republic of Cameroon, has been selected by the CCM as Principal Recipient (PR) of the GF grant for community HIV in charge of prevention interventions. As part of the implementation of the activities of this grant, CA RE seeks:

Position  : One (01) Internal Auditor Manager – Project

Division:  Finance

Contract form:  CDD of three (03) months until 31/12/2023 with a high probability of extension over 1 year (new financing)

Working time: 40 hours per week (Full time)

Reporting line:  Internal Auditor   

Location of the position:  Yaoundé (position not relocated)

 

 

 

Assignment :

The mission of the project internal auditor manager is not simply limited to the control and regulation of the accounting and financial system but also offers advice, anticipates risks and contributes to strategic issues in the management of the Global Fund grant. .

 

Function 1  : Risk Management and Compliance

 

Responsibility 1.1: Ensure proper risk management and compliance:

 

–          Identify all sources of internal and external risks related to the Global Fund project at the level of CARE Cameroon and the sub-recipients,

–          Evaluate the preventive measures, control and management of the risks identified on the Global Fund grant,

–          Regularly check operations and their compliance with Global Fund procedures, make recommendations and monitor their implementation.

–          Provide advice to SMT members, field teams and partners for the proper operationalization and implementation of programs in compliance with Global Fund and CARE policies and regulations

 

Function 2  : Support for the coordination of external audits

 

 

 

Responsibility 2.1: Assist the audit mission manager and the external auditors in the coordination and conduct of my external audit mission

 

–          Participate in planning, preparing all necessary documentation, updating the schedule and conducting contractual audits in coordination with the departments concerned and partners (if necessary).

–          Guarantee the availability and consistency of the documents and information necessary for the audit: verification of the presentation of the supporting documents and management of the flow of paper or electronic archives, in conjunction with the associated interlocutors;

–          Participate in the analysis of summaries of external audits for feedback to the operational teams concerned and to the hierarchy.

–          Ensure the dissemination, the proactive follow-up of the implementation of the recommendations of the external audits via the consolidated database;

 

Function 3  : Internal Audit 

 

Responsibility 3.1: Ensure proper management of internal audits for the project

 

–          Based on the risk analysis, develop and implement the internal audit plan of the project

–          Alert the POU manager (on elements likely to constitute a risk (financial, compliance or other)

–          Regularly analyze any risks related to the Global Fund grant and the annual audit plan, ensure the implementation of internal control measures at the level of the central office, regional offices and Sub-recipients of the Global Fund grant.

–          Write a report, propose measures to mitigate the identified risks and support the implementation of the remediation plan including the corresponding actions.

–          Monitor recommendations and actively participate in their implementation.

–          Review the level of compliance of the accounting and financial information systems of the Global Fund grant

–          Coordinate and conduct the internal audits planned within the framework of the Global Fund project and carry out random audits according to the level of risks identified and according to the directives required by the hierarchy of CARE -Cameroon and the Global Fund.

–          In collaboration with the program teams, participate in the due diligence of the implementing partners

–          Make specific observations on the areas reviewed and issue relevant recommendations including corrective, detective and preventive actions to mitigate the risk

–          Evaluate the effectiveness of the internal control necessary for the establishment of the Project accounts in accordance with the legal obligations and the requirements of the Development Partners

 

Function 4  : Training

 

Responsibility 4.1: Provide training related to CARE AND FM procedures and policies

 

–    Ensure the dissemination, proper understanding and compliance with the rules and procedures of the Global Fund by implementing a training and capacity building plan for staff and various partners working in the Global Fund grant;

–      Train and inform project staff and partners on approved internal control procedures;

–   Facilitate understanding of Global Fund policies and regulations for CARE staff and Sub-Recipients and Sub-Sub-Recipients;

–   Systematically learn about new Global Fund requirements and procedures and share them with CARE staff and partners;

 

Function 5  : Fraud and Corruption

 

Responsibility 5.1: Monitor and ensure that the 0 tolerance policy is known to all

 

–          Assist the fraud focal point for all fraud/corruption cases

–          Ensure a good understanding of CARE’s zero “0” tolerance principle,

–          Ensure compliance with CARE’s anti-fraud policy, through training and awareness-raising for project teams and project partners

–     Participate in the conduct of investigations in complete confidentiality and facilitate investigations carried out by external experts or the audit/risk/control department of CARE-France.

–          Follow up on the mitigation measures proposed in the investigation report

 

Function 6  : Archiving

 

Responsibility 6.1: Support partners in the management of their archives

–          In collaboration with the archives officer, participate in the orientation and training of project staff and partners on CARE and Global Fund archiving procedures

 

QUALIFICATIONS AND SKILLS

Qualifications:

–          Have at least a higher degree in auditing, finance, business management, business administration or any equivalent diplomas

–   Have at least 3 to 5 years of professional experience in a similar position in an audit firm or in financial/administrative coordination of NGOs

–          Having experience in an international NGO would be an asset

–          Previous experience auditing a Global Fund grant is a strong asset

–          Good knowledge of Global Fund rules and procedures

–          Have a good command of the Microsoft office package

–          Be able to maintain social, ethical and organizational standards

– Good communication skills in English would be an asset

–          Have a strong ability to listen and know how to be proactive

–          Adhere to the codes of conduct and ethical principles inherent in CARE

–          Ability and availability to travel in the field

–          Rigor, spirit of synthesis. Spirit of initiative to improve existing processes; Good stress management
