Presentation of the association
The French Red Cross (CRf) and the Cameroonian Red Cross (CRC) are humanitarian associations
, auxiliary to public authorities, which provide aid and assistance to
vulnerable people.
Since 2010, the French Red Cross (CRf) has been present in Cameroon and intervenes in the
areas of health, nutrition and food security and livelihoods (SAME)
in the Eastern and Southern regions. ‘Far North.

Presentation of the position
I. Objective / Summary of the position.
Under the responsibility of the base manager in Batouri, in functional link with the
program coordinator, the SMPS representative at headquarters and in close collaboration with
the other members of the team and other stakeholders / social / partners, the project manager
is responsible for the overall management of the IYO project in Eastern Cameroon.Page 2 / 6
II. Location of the position
This position is open to people with the required profile and the successful candidate must reside in
Batouri on their own; it is therefore not subject to relocation. The candidate selected at
the end of the recruitment process will therefore not be able to claim the status of
delocalized employee.

 

 

III. Responsibilities
A. Implementation of project activities
– Ensures monitoring of the humanitarian situation in the EST region and more
particularly in the health districts of Batouri, Ketté and Ndélélé;
– Shares his analysis of the needs of the geographical area with the base manager and the
program coordinator;
– Provides a relevant contribution with a view to formulating proposals for
intervention projects respecting integrated approaches and the strategy of the CRF/CRC;
– Ensures planning and implementation;
– Supervises the activities implemented and analyzes the results indicators in
coordination with the project team, ensuring that gender is taken into account at
all stages of planning and monitoring;
– Participate in the preparation and implementation of surveys.

– Organizes capacity building activities for volunteers as well as CRF staff , the various social actors involved in the implementation of the activities;
– Regularly updates the timetable of activities and the schedule of tasks, consistent
with the other components of the program,
– Ensures that recommendations resulting from joint supervision with sector managers are taken into account
as well as the implementation of corrective measures
from KAP baseline assessments;
– Adapts, if necessary and in close collaboration with the head of the consortium and
with the partners, the project proposal as well as its operational amendments
to local realities and developments in the context.
B. Collection, analysis of data and reporting
– Coordinates, in conjunction with the monitoring-evaluation manager of the consortium and with the
managers of the different components, the collection and analysis of data relating to the implementation
to ensure regular monitoring project indicators (this task includes
updating and making available as well as ensuring the teams have a good understanding of the
appropriate data collection and compilation tools);
– Ensures that monthly data analysis meetings are held in order to guarantee the
consistency of the data collected;
– Ensures that the activities implemented correspond to the commitments made to the
lessor and are harmonized with the approaches of the other partners in the consortium;
– Coordinates the collection of relevant information to guarantee the adequacy of the project
to the needs of the populations of the intervention area, particularly with regard to
factors relating to gender;
– Ensures the promptness and completeness of internal reports (RM, OSO, Internal Monitoring,
etc.) and external reports (monthly notes, Quarterly Report (PMT), intermediate reports,
final report (RETF), project proposals (PTBA), etc. );
– Transmits to the program coordination for validation within the deadline the various
reports produced on the project
C. Financial and logistical monitoring
In collaboration with the administrator. manager and base logistician and support coordination in
Yaoundé:
– Ensures monitoring of CRF and lessor procedures in the administrative,
logistical and financial areas;
– Participates in budget monitoring and the development of requests for
monthly operational advances based on forecasts;
– Is responsible for validating financial expenditures linked to the program on the project;
– Participates in the development and adjustment of the purchasing schedule and ensures
anticipation of purchases;
– Ensures the monitoring of stocks dedicated to the project;
– Supervises the delivery of inputs and materials to
targeted operational centers/partners and ensures monitoring of proper use for the benefit of beneficiaries;
– Ensures that all archive files are complete, referenced and available
(program archives, logistics and finances) and accessible for an audit.
D. Team management:
– Organizes and manages team meetings and individual points (regular and
exceptional);
– Develops and follows an individual action plan for team members;
– Manages schedules, distribution and coordination of work with the support of his assistant;
– Manages team difficulties with the support of supervisors and possibly in
liaison with the HR manager on base;
– Carry out regular assessments and individual action plans for staff under his/her
hierarchical responsibility;
– Plans training for the project team based on identified needs and
supervises their regular retraining on technical and operational aspects, in
collaboration with the coordinators. technical services;
– Supervises team members on areas for improvement with a view to their
professional development;
– Participates in the recruitment process for team members in collaboration
with the HR manager and the base manager;
– Ensures the holding of weekly coordination meetings and the writing and
distribution of the minutes of these meetings;
– Participate in scheduled meetings with the Project Managers of other sub-delegations and the Program Coordination in Yaoundé. Page 4 / 6
E. Capitalization/Evaluation of interventions and intervention proposals
– Proposes an intervention strategy adapted to the local situation and promote it;
– Contribute to the drafting of new projects (Narratives and Budgets) in conjunction with the
base manager;
– Regularly share information with Psychosocial, SAME, WASH project managers
in order to promote the development of the integrated response approach;
– Ensure rigorous monitoring of the project timeline;
– Ensures that the monitoring and evaluation system is functional, in conjunction with the
consortium monitoring and evaluation and coordination manager;
– Completes the correct filling of the monitoring tools;
– Ensures capitalization on the psychosocial aspect according to a program of
capitalization established at the start of the mission, taking into account gender, in conjunction with the
other partners of the consortium, the monitoring-evaluation manager of the project consortium
and the SMSPS referent at headquarters, describing all the points which must be the subject
of capitalization productions, their deadlines as well as their form
– Facilitates the carrying out of internal and external evaluations of the psychosocial activities of the
project and ensures the development and use of the results of these evaluations
(monitoring of recommendations).
F. Representation and communication
– Builds and maintains good relationships with the authorities, beneficiaries and
partners concerned by the project for which he/she is responsible;
– Participates in consortium meetings and coordination meetings with
partner NGO(s) in the intervention area;
– Participates in thematic clusters linked to the SMPS components;
– Follows the memorandum of understanding signed with the partners operating in the same area: refer to it
regularly to ensure that the collaboration follows the planned framework and
possibly propose adjustments if necessary;
– Ensures that the relationship established with partners respects the principles and values
​​of the CRF/CRC partnership policy; ;
– Develop capitalization in order to sustain activities, conservation and
dissemination of good practices;
– Ensures good visibility of the project, in compliance with the donor’s requirements
.
Qualification and experience
Diploma/Level of study:
– Hold a 1/2 master’s degree in project management or equivalent diploma.
– Professional humanitarian experience of at least 3 years in project/program management

Required knowledge: – Ability to work in collaboration with decentralized and decentralized State
services ; – Mastery of project cycle management with strong community involvement; – Project management and budget monitoring skills; – Knowledge in the field of gender and protection; – Knowledge in the economic recovery of vulnerable communities; – Knowledge in mental health management and psychoeducation; – Mastery of the context and the refugee problem; – Excellent ability to work in synergy; – Strong organizational and planning skills; – Flexibility and strong ability to work under pressure;

– Very good team and stress management skills.
Experiences appreciated:
– Good knowledge or experience of the Red Cross movement (operation, mandates,
etc.).
– Prior humanitarian experience preferred;
– Team spirit – Synthesis, analysis and writing skills – Adaptation skills –
Availability (mobility and flexibility)

work;
– Physically fit for field trips in the intervention area (50% of the
time)
