Missions and Responsibilities
General objective
The manager of Food Security Project provides overall management of the Food Security Project by ensuring the delivery of the Food Security Project. This position will be fully responsible for the project under the direct supervision of the Program and Technical Coordinators.
Responsibilities
1. External representation and coordination
– Ensures good acceptance of INTERSOS activities and establishes positive relationships with all project stakeholders in the areas of intervention
– Ensure a regular and active presence at all technical and general assemblies in all localities and poles of coordination where the project is implemented.
– Ensures the collection and quality of shared information
– Builds and maintains good relationships with all project stakeholders
– Ensures effective, smooth and timely communication with WFP staff on field operations
2. Supervision and Monitoring
– Develop activity work plans and program updates and reports.
– Ensure the proper implementation of project activities, approaches and strategies.
– Ensure activities are consistent with relevant organizational and donor policies, approaches and practices.
– Ensures full administrative compliance of project activities with authorities and organizes appropriate follow-up on any pending or ongoing issues
– Ensure proper use and reporting of all project monitoring and management tools organization, including procurement plan, financial plans and PAT.
– Propose, distribute and ensure the proper use of validated technical tools and, if the context requires it, suggests their modification or the implementation of new tools. – Timely monitoring and reporting on any operational constraints
3. Human Resource Management
– Monitors, empowers and evaluates the performance of all project team under his direct supervision.
– Ensures that the performance of the entire team is properly monitored and developed, in accordance with the organization’s policy
– Clarifies roles, assigns clear tasks/responsibilities and develops roadmaps for each team member under his supervision
– Ensures clear delegation of responsibilities and empowers team members under his/her supervision
– Identifies technical gaps in reporting, implementation and accountability and, in collaboration with relevant coordinators, develops a curriculum training to address relevant issues.
– Relays the operational questions raised by the teams to the Mission
Management 4. Data management
– In collaboration with the MEAL officer, supports the collection of data on the indicators of his project
– Ensure the quality of the data reported
– Ensure that the program archiving system is functional and accessible, that it complies with internal and donor regulations and that the archive is regularly maintained
5. Reporting
– Contribute to the effectiveness of reporting systems, program monitoring and evaluation for internal and external use, in coordination with other program staff.
– Provide weekly updates on the project, capturing activity progress, lessons learned, program success stories
– Ensure quality of donor reports within internal deadlines
– Ensure timely feedback of information validated by each relevant humanitarian coordination body
6. Analysis and Strategy
– Analyze project strengths and weaknesses through team impact surveys and follow-up surveys.
– Analyze the operational context, identify funding opportunities and the various risks for the project and the organization.
– Support any internal evaluation initiative in the areas covered by the project.
– Participates in the preparation of new proposals, as well as in the modification of the project under his responsibility
7. Accountability
– Ensure that all accountability tools are implemented at all stages of the project and ensure their optimal functioning.
– Ensure the proper training of the teams and actively report cases of fraud or abuse, including SEA cases observed by the teams or partners, in collaboration with the PSEA focal point.
– Ensures proper implementation of CFM and internal feedback mechanism for project activities.

Job requirements
Education – Bachelor’s degree in social sciences, management, agronomy and rural development and any related scientific field /
Experience –
– Minimum of 3 years of experience in a humanitarian context, in an association, NGO or INGO, with at least 2
years of field work experience in crisis context Consistent work experience of WFP food assistance modalities in similar context
– Team management experience of at least 2 years; any consistent experience at a similar level of responsibility would be an asset
Language and
Communication –
–
– Fluency in written and spoken formal French and English
Strong writing skills
Fluency in local languages of the Far North would be a considerable asset
Knowledge
Skills /
Attitudes –
– Microsoft Office Suite (Word, Excel, Outlook)
Basic humanitarian GIS tools (OpenStreetMaps, Google Earth and Google Custom maps)
Consumer web browsers (Google Chrome, Microsoft Edge, Mozilla Firefox)
Consumer web-based chat and conferencing tools/platforms
(Skype, Teams, Zoom and WebEx ) Web 2.0 tools (cloud storage, webmail and others)
Reporting experience with different funders Leadership, people management and development, teamwork and cooperation
