A Project Manager (WF)
I. Objective
Placed under the supervision of the Administrator of the FRPSL, the Project Manager will accompany the Administrator to supervise the implementation of the ISAHC project and to ensure that the FRPSL respects the milestones which condition the financing of the project, The incumbent will be the focal point for all project matters, including direct liaison with USAID (with a copy to the Administrator in all correspondence). He will be responsible for communication with the DPML, the CNLS, the various donors. He/she will be responsible for monitoring all aspects of the ISAHC project; identifying operational and financial problems and assisting in their resolution; liaison with stakeholders; as well as the submission of invoices on behalf of the FRPSL.
II. Responsibilities

 

 

– Coordinate all activities related to the project as well as all the staff recruited on behalf of the project. He will be in charge of the annual and mid-term evaluation of the performance of the project staff. The Project Manager must maintain a segregation of functions matrix to ensure the responsibility and accountability of each staff.
Monitor the level of achievement of project performance on a daily basis and propose corrective actions
– Ensure that all activities that have been planned under this grant are implemented in accordance with USAID requirements.
– Coordinate verification and submission of milestones to USAID for approval. – Promote the visibility of the project through articles and monthly newsletter
Organize and coordinate the holding of the monthly stakeholder information meeting as well as coordination meetings on the supply chain

Facilitate communication and ensure that the reports to donors are accurate and timely.
– Review interim technical and financial data/reports and submit to donor.
– Coordinate response to donor queries, as required.
– Support the monitoring and identification of funding opportunities.
– Work in collaboration with the technical and operational team and serve as the main point of contact for the project.
– Lead strategic project planning and decision making.
– Lead the quarterly project review and provide strategic advice.
– Ensure that all project standard operating procedures are available and accessible to the project team.
– Document best practices, lessons learned and successes.

 

 

– Control all project timelines and budget expenditures in accordance with the approved project work plan and budget.
Support the administrator to ensure that suppliers and project collaborators meet deadlines.
– Provide support for organizational strengthening activities as required, including capacity building of project staff.
– Ensure that the project closure plan is developed and fully implemented.
Develop and update the stakeholder analysis matrix and the management plan and monitor the implementation of this plan as well as the communication plan. – Work in collaboration with the Administrator to involve project stakeholders.
Inform the project management team of any deviation from the plan.
– Identify and monitor project risks and controls
Develop and update a risk register on a quarterly basis and take action to address the various identified risks.
His required profile has:
The project manager must meet the following minimum requirements:
– Holder of a Master’s degree in business administration, project management, logistics, purchasing and supply chain management, or in a related field;
Have at least five years of professional experience in the management of health products.
Have proven skills in managing supply chain projects and teams
– Have strong computer skills.
– Have knowledge and/or experience of working on donor-funded projects. Previous experience in USAID projects is an asset.
– Have proven experience in the fight against HIV / AIDS.
– Have excellent oral and written communication, presentation and report writing skills in English and French.
– Possess interpersonal skills. Demonstrates innovation, creativity.
– Possess excellent managerial and leadership skills Excellent communicator,
– Be able to maintain excellent relationships with stakeholders.
Have the ability to work in a team and lead a team to achieve results
– Be able to work under pressure
