PROJECT SUMMARY
The National Episcopal Conference of Cameroon (CENC), in partnership with Catholic Relief Services (CRS), is in the process of restructuring its operational systems in place to produce an improved and solid structure that will be able to meet the requirements of donors. in development projects. The ALLRight (Advancing Local Leadership in the Right Way) approach is an important way to achieve CRS’ Vision 2030 strategy. CRS places particular emphasis on supporting local institutions in achieving their ambitions to be effective, dynamic and sustainable catalysts of development for the people and communities they serve.
CENC currently has more than 6 projects sponsored by several international donors. For the past three years, NCPC has worked as a transition partner for a project funded by the US government. The CENC is therefore seeking to recruit a qualified person for its project unit whose mission is to coordinate and harmonize its various projects.

TERMS OF REFERENCE JOB
SUMMARY
The Head of the Projects Unit will be responsible for coordinating and overseeing the management of NCPC projects on behalf of and in collaboration with the Secretary General. He/she will ensure that donor expectations are met in terms of services provided at the community, facility and household level. S/he will facilitate donor engagements on behalf of NCPC while Project Managers will be responsible for collaboration between church partners, community organizations (CBOs), administrative, traditional and community partners and stakeholders to create an atmosphere conducive to the provision of quality and sustainable services to project beneficiaries and their families.
Duties and Responsibilities
Project Management
Oversee the effective management of NCPC projects at the community, facility and household level.
Ensure the design of the NCPC subrecipient manual and participate in the selection of subrecipients for NCPC projects. Develop resource mobilization tools and policies within the CENC.
Strengthen the capacities of CENC project managers in resource mobilization and funding management.
Develop the communication and visibility tools of the NECC.
Coordinate, plan and implement all NCPC project activities in partnership with church partners and community organization levels.
Organize annual coordination meetings or
periodic meetings as needed.

Initiate and manage relations with operational partners and stakeholders in the field.
Ensure agile, timely and effective engagements with project donors under the supervision of the Secretary General.
Take the lead on all NCPC funding proposal writing.
Participate in NCPC strategic analysis and planning.
Assist the CENC General Secretariat in strategic decision-making for all issues related to project management.
Ensure capacity building of church partners and community organizations.
Administration and financial matters
Ensure compliance with donor regulations in the management of CENC project funds.
Ensure sound financial, budgetary, administrative and operational management of CENC project resources.
Ensure the review of the implementation plan of the various CENC projects.
Ensure that all administrative documents for NCPC projects are updated.
Review and harmonize the manual of accounting, budgetary, financial and administrative procedures of the CENC.
Participate in the preparation of cash forecasts, the management of cash advances and liquidations as required.
Ensure the follow-up of the recommendations of internal and external audits of the CENC.
Ensure compliance with internal NCPC and donor requirements.
Project Monitoring & Evaluation
Support the development of detailed implementation plans for NCPC projects.
Design reporting tools for the operational activities of projects and partners.
Put in place indicators for steering the decisions of the CENC strategic plan.
Ensure the implementation and management of tools for monitoring and evaluation of CENC projects

MINIMUM QUALIFICATIONS
Education and experience
Master’s degree in project management, administration, accounting, finance, business management or related field.
At least seven years of experience in the management of large national programs, in collaboration with international organizations, civil society organizations and the Cameroonian government. Experience in designing and managing development projects.
Experience in the design and management of community activities and in the management/coordination of partners.
Proficiency in English and French orally, in writing and in reading.
Strong computer skills, including MS Office (especially Word, Excel and Outlook).
Have worked in a structure of the Catholic Church (Episcopal Conference, Diocese) and primarily in a Caritas, CODAS-Caritas, Justice and Peace, etc. would be an asset

Job summary

Duties and responsibilities
Projects Management

Take lead in designing the sub-grantee manual and take part in selecting subgrantees for NECC projects.
