PURPOSE of the role

Thanks to new funding obtained from Global Affairs Canada (GAC), Plan International Cameroon through its Maroua PIIA will implement from September 2022 until December 2026, the Project: Refugee Education and Development “READ” under the sponsorship of Plan International Canada.

Under the supervision of the Director of Emergency Response “ERM”, the Project Manager is responsible for the planning, coordination and overall operationalization of the implementation of project activities. The incumbent will play the role of project manager and administrator in accordance with the strategic, programmatic and administrative compliances and standards of the donor and Plan International Cameroon. He is also responsible for the supervision of the personnel under his authority and for the quality of the intervention both at the level of the beneficiaries and at the level of the partners.



ROLE SIZES

The project manager reports to the Maroua PIIA Emergency Response Director. He/she supervises all project personnel under his/her responsibility and works closely with such personnel to prepare comprehensive project plans, including project resources and schedules. He/she performs various management and coordination tasks (schedule, activity, budget and risk management), as well as administrative tasks, such as maintaining project documentation and preparing project reports. With the support of the M&E Coordinator, he/she will ensure the establishment of a strong monitoring and evaluation system for the project which follows a feminist approach. The incumbent will interface with members of the project team and will support them, as well as the coordination and implementation of the project. He/she will ensure that the project is implemented according to the action plan and the budget in accordance with the established timetable and the requirements of the funder.

To be successful in this role, the incumbent will need to have strong project management skills, including facilitation and organizational management, as well as excellent analytical, writing (reports; work plans, etc.) and communication. He/She will collaborate with stakeholders and internal teams to deliver timely results and share required information.

RESPONSIBILITIES

Manage, Coordinate, Support, Plan and Implement the Project:

Provide guidance and support to the implementing project team in all phases of the project cycle;
Develop a detailed activity implementation plan with the project team;
Lead/organize regular monitoring visits and, if necessary, reviews and modifications of project action plans;
Ensure development of all narrative and financial reports (with support from Grants and Finance Department and technical review by EIA Specialist, Gender and Inclusion, SRHR, etc.) as per Donor “AMC” and Plan requirements international.
Ensure compliance with GAC requirements (rules, policies, procedures): Track and manage the project budget, including for the purchase and distribution of resources, time management, action plans and records ;
Ensure the quality of the intervention in accordance with INEE standards, standards and requirements of the donor and within the established deadlines.
Control the budget and ensure an adequate absorption rate with the support of the Emergency Response Director and the EIA, CPIE and GBV, Livelihood, SRHR, Gender and Inclusion Specialist.
Ensure that Plan International, donor guidelines, as well as INEE Minimum Standards and Minimum Participation and Gender Transformative Standards are adhered to in project implementation.
Contribute to the development of situation reports for internal and external use. Work with Education, Gender and Protection, Advocacy and Partnership Coordinators as well as stakeholders to identify and define project requirements, scope and objectives;
Coordinate activities, manage project resources and information according to defined timelines.
Identify project risks and opportunities and implement risk mitigation and prevention measures.
Act as a focal point and communicate the status of the project to all stakeholders and work with them to ensure their alignment and ownership of project achievements.
Work with the Director of Emergency Response, specialists and leads from the sectors of education, gender and protection, communication and advocacy and PIM at the national level in order to communicate and solve the problems identified during the implementation implemented.  
Undertake other project support administrative tasks as required by the team and the project, which may include support for training development/delivery, support for forums and key stakeholder meetings/calls.
Ensure that Plan International’s global child and youth safeguarding, gender equality and inclusion policies and Global Affairs Canada’s feminist international assistance policy are fully integrated into the activities of the project in accordance with the principles and requirements of the policy, including implementation standards and guidelines applicable to its area of ​​responsibility. This is not limited to ensuring that staff and associates know and understand their responsibilities under these policies and the Plan International Code of Conduct, but also their relevance to their area of ​​work, and that concerns are reported and managed in accordance with appropriate procedures;
Ensure that all activities implemented in the areas of education, advocacy, participation are gender sensitive and clearly focus on meeting the basic needs of adolescent girls, refugee girls and boys, IDPs and other people vulnerable members of the community;
Support education experts in the development of orientation and training materials for monitors, animators, relays and community structures;
Support refugee organizations to empower themselves to take charge of issues related to the gender-sensitive education of their children, especially girls;
Accompany local organizations and associations of refugees and internally displaced persons in order to strengthen their organizational culture to contribute to school governance, to the provision of gender-sensitive education, to engage in collective advocacy actions on the right to education of refugees and IDPs but above all for the inclusion of refugee education in the municipal budget.
Contribute to the identification of best practices and lessons learned to strengthen implementation and ensure adherence to quality standards in the Gender-Responsive Education and Child Protection integrated program response.
Monitoring, evaluation, accountability and learning

Support the design and development of appropriate surveillance, monitoring, evaluation and learning systems for project implementation;
Carry out regular monitoring of project activities in the field in accordance with established deadlines;
Contribute to the monitoring of compliance with the child and youth safeguarding policy and provide feedback on the concerns of stakeholders;
Contribute to ensuring timely and rigorous implementation of quality assurance and accountability mechanisms, particularly in project implementation;
Provide the necessary support to ensure safe and inclusive gender-sensitive and quality education for refugee children and for the initiatives of refugee organizations to strengthen their platform through advocacy actions for the education and protection of refugee children and young people , especially the girls.
Ensure the organization of capitalization activities that include all stakeholders;
In collaboration with the M&E coordinator, ensure the implementation of a feminist approach and the adequate capture of data of project beneficiaries and the quality of the implementation.
Information and Coordination

Liaise and provide updates on project information and reports on the basis agreed in the ADF;
Set up a clear system of communication within the project team and ensure that it is functional;
Organize, facilitate and attend regular meetings with project stakeholders (implementing partners, key project actors, Plan International Cameroon teams, Plan International Niger, Plan International Canada, GAC representatives in Cameroon, etc. ) deemed necessary for the organization;
In coordination with the Director of Emergency Response, represent Plan International Cameroon in coordination meetings, with local external stakeholders (local government, traditional authorities, counterpart agencies and target communities) and non-governmental as required (group of educational work; MINEDUB, etc.);
Contribute to monitoring the security situation in the project areas and share with management as appropriate;
Human Resource Development

Work with the EIA Specialist and other experts in required areas to support the orientation, development/ongoing training and capacity building of project staff, partners and communities (community relays and workers focal points, etc.)
Mentor and supervise the project team, including performance appraisal of all project staff under their supervision, regular team meetings, coordination and support to team members. ‘crew ;
Support the mainstreaming of sexual exploitation and abuse prevention activities;
Hold team building sessions and offer capacity building activities.
Ensure that each member of the project team has the materials, equipment, and tools they need to complete the project.
Accompany the project staff to develop the necessary flexibility to adapt when the contexts change.
Resource Mobilization

Support resource mobilization efforts through proposal writing and related engagement;
In collaboration with the monitoring and evaluation coordinator, Grant Coodinator, the specialists and leads of the sector concerned (including that of education and gender and protection) develop project summaries, lessons learned and documents on the best practices that could be used for new projects.
In collaboration with the monitoring and evaluation coordinator, specialists from different streams, in this case education in emergencies and the emergency response manager, lead evaluations and other project documentation, that could eventually feed into the development of project proposals.
With the technical support of Sector Specialists and leads from different programmatic streams, participate in the development of concept notes for project implementation areas.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

Essential

Master’s degree or equivalent in social sciences, education, management or similar disciplines and at least 05 years of professional experience in the design and implementation of integrated education projects and programs;
 Experience in child-centred/gender-sensitive programming and education in emergencies (Internally Displaced Populations) would be an asset.
Approved experience/qualification in project management and administration.
Experience/qualification in budget analysis and monitoring would be preferred.
Experience and skill in managing partnerships, coaching and empowering local grassroots organizations.
Experience in management, strategic planning, monitoring/evaluation. Professional experience in the Nexus HDP approach would be an asset.
A perfect mastery of policies, procedures and key rules, management of field teams, central and decentralized administration, community development.
Excellent computer skills in MS Office (Word, Excel, Powerpoint, internet, Outlook) as well as the ability to plan, prioritize and respond flexibly to changing demands are essential.
Ability to multi-task and meet various deadlines in a fast-paced environment.
Experience in coordination and administration.
