Recruitment Notice: RECRUITMENT NOTICE N°012.122022/RH/CCMR – A Monitoring-Evaluation Assistant
CONTEXT
CARE is one of the largest humanitarian aid networks in the world, apolitical and non-denominational that supports and manages emergency and development projects by involving communities, collaborating with local partners. Our objective is to fight against all forms of poverty, to defend access to fundamental rights, to combat social injustice. Supporting women’s empowerment and acting for their rights are essential actions in the fight against poverty, which is why women are at the heart of our programs. CARE is present in 100 countries and through the implementation of nearly 1000 emergency and development projects.
In Cameroon since 1978, CARE develops and implements 3 action programs (broken down into several projects) in response to humanitarian crises and support for sustainable development. They are part of the phases of emergency, resilience of women and young people, access to sexual health and reproduction of the populations most at risk, including PLHIV.
As part of the launch of the Project for access to protection services for populations displaced by the conflict in North-West and South-West Cameroon and host populations in West Cameroon (Bafoussam), CARE International at Cameroon is looking for:
Position: A Monitoring-Evaluation Assistant
Division: Programs
Contract form: CDD of one (01) year (2 months trial period renewable once)
Working time: 40 hours per week (Full time)
Reporting line : Project Manager – PASEPRO
Position location: Bafoussam (position not relocated)
GENERAL RESPONSIBILITIES
The Meal Assistant is responsible for the design, processing and analysis of project data. Under the supervision of the project manager, he/she receives technical assistance from the monitoring and evaluation manager.
– He/she is responsible for contributing to the establishment, effective use and periodic updating of monitoring and evaluation tools;
– He/she is responsible for assisting the project manager in the preparation of monthly, quarterly and annual reports;
– He/she is responsible for contributing to the coordination and planning of studies/evaluations;
– He/she is responsible for ensuring knowledge management, learning and accountability;
– He/she should work closely with team members and implementing partner to collect information that can improve the quality of project implementation and impact
FUNCTIONS
Function 1: Activity tracking
– In collaboration with the monitoring and evaluation manager, design the project database as well as the monitoring and evaluation tools to be used during the activities and including monetary transfers and/or donations;
– Conduct quantitative and qualitative data collection activities in the field;
– Organize in collaboration with the assistant in charge of cash transfers the post distribution surveys
– Ensure capacity building for team members and the implementing partner in the use of monitoring and evaluation tools;
Function 2: Information Management
– In close collaboration with the national monitoring and evaluation manager, contribute to the design, preparation, supervision of data collection, data analysis and the production of studies and evaluations (baseline study, needs analysis protection, mapping of vulnerabilities, mid-term study, final study reports of baseline and final studies).
– Produce periodic monitoring reports to ensure that the project has accurate and useful data to inform the strategy;
– Ensure the updating of information on distribution and financial support activities;
– Contribute to the documentation of lessons learned and project successes
Function 3: Implementation of the accountability process
– Ensure that beneficiaries are treated with respect, confidentiality and informed consent during project activities,
– Facilitate the implementation of a feedback mechanism with the communities and actors involved in the project;
– Report cases of complaints and the solutions provided
– Perform regular audits of Protection Information Management (PIM) databases to ensure data accuracy
Function 4: Other Related Responsibilities
– Represent CARE in local meetings / forums related to the monitoring and evaluation theme
SKILLS AND QUALIFICATIONS
Qualifications:
– BAC + 3 in statistics, computer science, epidemiology, social sciences or related field;
– At least 3 years of experience in monitoring & evaluation of projects / activities preferably in the field of protection, resilience, or economic recovery;
– Have participated in gender analyses, economic or vulnerability studies;
– Have a good knowledge of national tools and guides for both quantitative and qualitative monitoring & evaluation in the protection sector
Skills :
– Strong capacity for rigor, professionalism and organization and time management;
– Strong skills in coaching and team spirit;
– Adaptability to a context with security constraints;
– Good stress management skills;
– Excellent writing skills;
– Advanced use of basic computer tools (excel, word, powerpoint) and statistical analysis (SPSS, Sphinx, CSPRO, etc.)
– Experience working in emergency situations with displaced populations preferred;
– Adaptability to a context with security constraints / good stress management
– Be able to demonstrate a commitment to respect, equity, diversity and inclusion, including gender equality.
– Excellent oral and written skills and oral skills in English.
– Good oral and written skills in French.
