CONTEXT
CARE is one of the largest humanitarian aid networks in the world, apolitical and non-denominational that supports and manages emergency and development projects by involving communities, collaborating with local partners. Our objective is to fight against all forms of poverty, to defend access to fundamental rights, to combat social injustice. Supporting women’s empowerment and acting for their rights are essential actions in the fight against poverty, which is why women are at the heart of our programs. CARE is present in 100 countries and through the implementation of nearly 1000 emergency and development projects.
In Cameroon since 1978, CARE develops and implements 3 action programs (broken down into several projects) in response to humanitarian crises and support for sustainable development. They are part of the phases of emergency, resilience of women and young people, access to sexual health and reproduction of the populations most at risk, including PLHIV.
CARE International in Cameroon has been selected as Principal Recipient (PR) under the HIV/TB community grant of NFM3 funding from the Global Fund since October 2022. In connection with this grant, activities will be implemented throughout the territory. Cameroonians until December 31, 2023. To this end, a post of national security manager has been retained in order to support the logistics and security coordinator, and the field teams in the management and monitoring of security.

Pole: Support
Contract form: CDD of one (01) year with possibility of renewal (Trial period included)
Working time: 40 hours per week (Full time)
Reporting line: Logistics and Security Coordinator
Location of the position: Yaoundé (position not relocated)
Mission and general objective of the position:
The national security manager is responsible for monitoring security on the CARE Cameroon Mission, he makes recommendations to the attention of the Logistics and Security Coordinator to guarantee the security of CARE teams and goods on the Mission and the smooth running of the mission. our programs. He shares his expertise with base managers, the Logistics Coordinator and the Country Director to help improve national security management. In the event of a security incident on operational bases or an intervention zone, he may be required to go there to provide support for crisis management. The National Security Manager works with the mission teams on the culture of security management at CARE International as well as understanding and managing risks.
Specific objectives :
Objective 1: Collect, analyze and transmit all information relating to the security context.
Activities
Attend security meetings (inter NGO and UN)
Establishes and maintains a contact network for each area of intervention to follow the evolution of the context formalized in the form of an Excel table.
Organizes the coordination of information gathering with other base employees, in particular with the Base Manager, the Logistics Coordinator and the National Director
Systematically collects information regarding all aspects of security from CARE international employees in Cameroon and from all other relevant sources
Makes regular visits to program management sites
Assess the security situation of potential new areas of intervention
Follows national media on a daily basis
Reports and comments, through a weekly report, the highlights in terms of security for the coordination and the areas of intervention of the Mission.
Reports in detail any specific incident that may affect the security of CARE International teams and premises in Cameroon to the Logistics Coordinator and the National Director.
Consolidates the database of incidents, carries out a mapping of incidents in the country.
Produces a monthly report on the evolution of the context and security issues
Objective 2: Participation in the resolution of tensions or incidents
Activities
Supports the Logistics and Security Coordinator and the base managers, by providing advice on what to do in the event of an incident.
Uses its network to gather accurate information
Goes on site to analyze/confirm the facts, meet the stakeholders, in coordination with the logistics coordinator and National Director
Ensures the implementation of recommendations issued in incident reports
Objective 3: Awareness and training of teams in safety
Activities
Provides safety briefings to new employees (integration sessions)
Identifies the needs of CARE International staff in Cameroon in terms of training and security awareness
Organizes awareness or training sessions with CARE International teams in Cameroon.
Monitors the level of knowledge and ownership of safety rules of CARE International teams in Cameroon and implementing partners using CARE vehicles and offices.
Objective 4: Participation in the definition, implementation and monitoring of compliance with safety rules by the teams
Activities
Participates in risk assessment and development of action plans to reduce those risks
Monitors the security level of the country and the areas of intervention with the Logistics Coordinator and the National Director.
Participate in the definition and implementation of security procedures
Monitors the implementation and compliance with the security plan by CARE International teams in Cameroon.
Makes proposals for corrective actions concerning the implementation of security rules
Makes proposals for corrective actions concerning the security of buildings (houses, offices, stocks) and submits to the validation of the Logistics and Security Coordinator and DNA support before the approval of the National Director.
SKILLS AND QUALIFICATIONS
Qualifications:
- Have a Bac+3 university degree.
- Have specialized technical training (RedR Security Management HEAT, Risk Management or similar training) in the field of safety and security, such as NGO training.
- Have skills in NGO security management such as risk assessment, staff awareness of security risks and security incident management in the NGO environment.
- Have at least 5 years of experience assisting humanitarian or development organizations with safety and security programs or equivalent experience in the public or private sector.
- Have experience outside the country of residence in a safety and security context.
- Have a command of written and oral English
- Knowledge and operational skills in word processing and internet connectivity.
- Have strong interpersonal skills and the ability to establish and maintain effective working relationships with people in a multicultural, multiethnic environment while respecting diversity.
