1. Organizational context

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people survive and rebuild their lives. Founded in 1933 at the request of Albert Einstein, the IRC provides vital care and life-changing assistance to refugees forced to flee war or disaster. At work today in more than 40 countries and 22 cities across the United States, we restore safety, dignity and hope to millions of uprooted people struggling to survive.

The IRC began operations in Cameroon in 2016 to respond to the growing concerns of those affected by Boko Haram-related violence in the Far North of the country. Assistance to displaced populations extends across the Far North, including Mayo Sava, Mayo Tsanaga, and Logone & Chari, providing assistance programs to improve access to water and improve practices hygiene programs in displaced communities and vulnerable host communities, cash transfer programs to enable vulnerable families to meet basic needs and improve food security, and protection programs, including by responding specific needs of women and girls. Field offices are located in Maroua and Kousseri with a representative office in Yaoundé. Following the growing crisis in the North West and South West regions of Cameroon, the IRC expanded its operations to the South West region in August 2018 and to the North West in December 2019. IRC provides a life-saving humanitarian assistance to internally displaced populations, with a field base in Buea and Bamenda.

 

 




IRC Cameroon is committed in its 2021-2025 strategic action plan to continue providing essential humanitarian services, with a focus on community safety and ensuring that affected populations can meet their needs. while strengthening the resilience of beneficiaries, especially women and girls. In terms of sexual and reproductive health, the IRC will use its expertise in preventing and responding to gender-based violence, as well as its experience in protecting and empowering women, to build the capacity of communities and institutions. to meet existing needs (and their aggravation).

Sexual and reproductive health is a core component of IRC’s work in other countries, with a comprehensive package of measures to ensure care before, during and after pregnancy – including maternity and childbirth services safe and respectful for women and newborns (including post-abortion care); access to client-selected contraceptives; treatment of sexually transmitted infections; and clinical care for survivors of sexual assault. The IRC conceives sexual and reproductive health and rights as a set of measures aimed at guaranteeing a healthy and violence-free life for women and girls, but above all to guarantee gender transformation initiatives that promote gender equality,

Based on this understanding of SRHR, the IRC Cameroon program has committed in its 2021 – 2025 strategic plan to exploring entry points for the health sector through its protection, education and environmental health and sanitation. After conducting an exploratory mission on the health sector, the IRC wishes to implement SRHR approaches integrated into its programming: WASH, Education, Protection, Livelihoods.

The IRC is now recruiting a Senior Health Manager to oversee all of IRC’s growing initiative in the health sector.

 

 

 

2. Job Overview:

Under the direct supervision of the Deputy Director of Programs (DDP), the Senior Health Manager will be responsible for coordinating various primary health care interventions integrated into IRC programming, including sexual and reproductive health, nutrition and water, hygiene and sanitation in Cameroon. The Senior Health Manager will provide technical support to technical coordinators, project managers and medical officers based in the four different IRC intervention sites in Cameroon: Maroua, Kousseri (Far North region), Buea (South-West region) and Bamenda (North-West region).

3. Main responsibilities:

Programs

– Plan and coordinate IRC health interventions in Cameroon.

– Provide supervision and technical support to IRC’s health activities in its areas of intervention in Cameroon

– Ensure that health programs use standard protocols, policies and guidelines, prescribed by the Ministry of Public Health of Cameroon and WHO.

– Ensure that all health activities comply with best care practices.

– Ensure that the medical stock is sufficient and that the drugs are stored, used rationally and that the health centers supported are regularly supplied. On this point, the Senior Health Manager will be in particular in charge of working with medical officers and partner health facilities to improve the monitoring of inventory management and to advocate with partner bodies (MoH, UNFPA, WHO) for the provision of essential inputs.

– Ensure appropriate monitoring and decision-making, based on data relevant to IRC’s health program.

– Explain the content of integrated health activities to the teams and ensure that everyone has the same understanding of the activities and indicators.

– Oversee the implementation and expansion of projects in its area of ​​intervention.

– Ensure that the objectives of the activities are achieved.

– Develop, offer recommendations and implement strategies that increase the use of health services and their integration into the national health system.

– Write and provide reports (internal and external).

– Identify opportunities for program expansion.

– Coordinate and communicate across different sectors/teams/partners to ensure onboarding efforts are successful and customer-centric.

Monitoring, evaluation, research and learning

– Support the development of relevant monitoring and evaluation tools to capitalize on the pilot approaches put in place, in close collaboration with the technical coordinators of the other departments.

– Conduct monitoring and evaluation of IRC’s health programs and activities through regular data analysis and oversight and review of program activities, including field visits;

– Document lessons learned, innovative approaches and the generation of information and evidence in order to participate in the overall learning of IRC;

– Monitor the collection and timely transmission of data and statistics for all programs, in accordance with IRC guidelines and according to internal and donor conditions.

– In collaboration with the MEAL coordinator Ensure the implementation of systems allowing the monitoring and evaluation of the quality of execution of project activities.

– Work closely with the MEAL department to support the patient/client satisfaction survey process, in addition to supporting ad hoc monitoring visits.

Budget management
– Follow-up and control of expenses, monthly planning of financial needs in collaboration with the financial department of the IRC.

– Development and monitoring of expenditure plans.

– Monitoring of purchase requests, internal budget system.

– Ensure that purchase authorizations (PA) are in accordance with the expenditure plan and budgets.

Human Resources Management:

– Support the recruitment of national staff in collaboration with the human resources department and the technical program coordinators.
– Maintain up-to-date job descriptions, conduct interviews/interviews and orient newly recruited staff.
– Directly supervise staff, talent management and opportunities.
– Set performance objectives for the personnel under his direct supervision and monitor their performance through regular evaluations.

– Provide regular staff training.

Process:
– Ensure compliance with programmatic quality standards.

Partnership, Coordination and Representation:

– In collaboration with the technical coordinators, ensure IRC’s technical representation with other stakeholders, donors, UN agencies, national and international NGOs in important forums and meetings and have productive relationships with representatives of the national and local governments and other main actors in Cameroon, particularly within health working groups, health clusters, etc.

– Make the mapping of potential partners in collaboration with the programs.

– Ensure coordination and close collaboration with these actors, in particular by establishing partnership agreements.

Support IRC in the formalization of its partnership framework with health authorities from central (Ministry of Public Health), to regional (Regional Delegations), to departmental (health district) level.

4. WORKING ENVIRONMENT:

Security: He (she) may be based in any IRC Cameroon office (Yaoundé, Maroua, Kousseri, Buea, Bamenda), with frequent travel to other areas and localities interventions.

Qualifications

QUALIFICATIONS:

– Degree in Medicine or Nutrition with a Masters in Public Health with proven technical expertise and working knowledge of public health.

– 3 years of professional experience in the management of health programs preferably in rural areas in the context of IDPs, refugees.

– 2 years of experience in the management of health programs in an international organization (international NGOs).

– Excellent skills in the management of primary health care including reproductive health and nutrition.

– Work experience (at least 1 year) in a public health structure in Cameroon. Experiences within all levels of the health pyramid and in rural and urban areas will be major assets.

– Solid knowledge and experience (at least 2 years at management level) in the coordination of programs on sexual and reproductive health and rights in emergencies, and in-depth knowledge of the application of the MISP.

– Good knowledge of protection, including gender-based violence, child protection, and gender transformative approaches.

– Experience in representing institutions (public authorities, international and national organizations) and in conducting advocacy.

– Experience in building staff capacity and facilitating training.

– Experience conducting evaluations, preferably using participatory approaches.

– Experience of working in a multicultural environment.

– Ability to work flexibility.

– Ability to write clear and concise reports and proposals and to meet deadlines.

– Ability to work independently while being an excellent team leader.

– Ability to work in unstable security environments.

– Previous experience of working with international partners, in particular with AFD, Sida, BHA, BPRM, SDC and ECHO.

– Being perfectly bilingual in French and English is mandatory.

– Technical expertise in program development and drafting project proposals.

Good knowledge of health data processing software and IT tools.
