Human Rights and Governance: The Human Rights and Governance Department’s key focus is on rights advocacy for women and children, peacebuilding and mediation, activism against gender-based violence using conflict-sensitive and survivor-centered approaches, protection, and the rule of law. It The department also emphasizes organizational capacity strengthening and support for local governance and regional and local authorities. Youth empowerment and engagement in civic responsibility while promoting positive masculinities and human rights monitoring
Wealth Creation: The Wealth Creation Department of Reach Out Cameroon has the main goal of improving household incomes of vulnerable women through the establishment of micro-projects, sustainable agriculture, and micro-credit operations so that beneficiaries are self-reliant in their communities. Generally, beneficiaries include school dropouts, single mothers, internally displaced women, persons living with HIV, and persons living with disabilities.

Job Purpose
Reach Out seeks a Senior Malaria Technical Advisor for an upcoming USAID-funded malaria
project in Cameroon. This project will support the National Malaria Control Program (NMCP) and
the Ministry of Health (MOH) to implement activities to reduce malaria morbidity and maternal
and child mortality. The project will operate over a 5-year period.
This position is contingent upon award from USAID. Cameroon nationals are strongly encouraged
to apply.
Roles and Responsibilities
– Provide technical leadership and direction in alignment with the Activity’s key objectives
and expected outcomes, for Activity elements – improve malaria prevention, diagnosis
and treatment services at both heath facilities and community level.
– Provide high-level coordination and promote in-country partnership and multi-sectoral
collaboration.
– Coordinate effective implementation of activities, including the development of annual
work plans and facilitation of timely implementation and responsiveness to stated
objectives and performance monitoring plan.
– Support achievement of results, ensuring that the quality of activities is maintained at the
highest standards, and technical objectives and deliverables are met in a timely manner.
– Develop innovative technical strategies to ensure impact of contract activities.
– Ensure timely submission of high-quality and comprehensive technical reports and other
deliverables according to agreed-upon deadlines and respond promptly to other
informational requests by USAID as needed
– Formulate and conduct high quality technical outputs and promote the routine use of
data and analysis to evaluate effectiveness of current interventions and inform strategic
planning
– Rapidly digest and synthesize complex technical, political and operational information
and expertly tailor results, outputs and action items to a wide range of internal and
external stakeholders

– Identify new opportunities within and outside the initial project scope, anticipate risks
and be proactive in responding to them
– Lead technical assistance (TA) to the private and public sectors, including the Ministry of
Health, National Malaria Control Program (NMCP), and other government bodies, across
the Activity elements.
– Engage partners, consultants, and technical experts strategically to support the
achievement of the objectives in a timely manner.
– Liaise and coordinate activities with other donors and global stakeholders to develop
greater synergy and maximize the impact.
Required Experience and Qualifications
– Medical Degree (Doctor of Medicine) or at least a Masters’ degree in medical sciences, public
health, or related field.
– At least six years in senior management roles related to malaria program management or as
part of malaria control activity.
– Demonstrate a strong knowledge of malaria case management (diagnosis and treatment)
both at the health facility and community levels.
– Experience managing teams of multi-disciplinary technical specialists.
– Demonstrated experience developing, managing, tracking, and reporting on activities, and
their associated budgets.
– Demonstrated ability to work with others to translate technical materials into practical tools
and approaches.
– Demonstrated ability to work in complex environments and manage diverse staff to deliver
impact.
– Demonstrated ability to undertake problem analyzes to develop creative and innovative
approaches to improve program design, implementation, and results reporting.
– Excellent communication and presentation skills in English and French, demonstrating an
ability to communicate with various audiences including stakeholders, partners, and donors.
– Ability to communicate effectively, instilling trust and confidence.
– Ability to analyze and interpret large amounts of data and clearly present it to decision-makers
.
– Experience using a Collaborative Learning Plan to inform activity implementation.
– Prior experience working with USAID, PMI, and other international donors and knowledge of
USAID and US Government policies, regulations, and procedures.
– Fluency in English and French (oral and written) is required
