TOR FOR THE RECRUITMENT OF A SENIOR NATIONAL CONSULTANT IN CHARGE OF THE FINALIZATION OF THE STRATEGIC PLAN FOR THE ELIMINATION OF YELLOW FEVER EPIDEMICS
Context and justification
Faced with the increasing risk of large-scale urban epidemics that could lead to the international spread of the disease and threaten global health security, a comprehensive and multi-component long-term strategy has been developed to target countries and vulnerable regions, improving risk resilience in urban centers and preparedness in areas where outbreaks could occur, and ensuring a reliable supply of vaccines based on projected needs, demand and production. This is the EYE strategy, whose vision is to eliminate YF epidemics worldwide and the three main objectives are: to protect populations at risk, to prevent the international spread of the disease and to rapidly contain epidemic outbreaks.
The EYE strategy targets countries and regions considered to be most vulnerable to yellow fever outbreaks. Cameroon has been classified as a high-risk country, hence the need for the country to develop a national yellow fever elimination plan. A plan was developed and finalization workshops were held. However, the current version of the plan could not be validated for reasons of quality to be improved.
Objectives
The consultant must provide his expertise to the Ministry of Health in the development of the national plan for the elimination of yellow fever epidemics for Cameroon in accordance with the global strategy for the elimination of yellow fever epidemics (Eliminate Yellow fever Epidemics: EYE).
The national consultant will:
Placed under the general supervision of the WHO Representative in Cameroon and the technical supervision of the IVD Focal Point, the expert recruited to this position will be responsible for finalizing the version of the strategic plan currently available.
To this end, he will have to:
ensure the alignment of the plan with the EYE strategy
Write the missing parts and arguments in the document.
In relation to strategic objective I of the EYE (Protect populations at risk), he must ensure that the document describes:
actions and arrangements to be made to vaccinate the entire population in high-risk areas,
strategies to reach all target children
In relation to EYE strategic objective II (Prevent the international spread of the disease). The consultant will have to provide and ensure the quality of the elements of the plan relating to:
Describe how to protect workers exposed to the risks of Yellow Fever
Apply the RSI
Reinforce the resilience of urban centers.
In relation to strategic objective III of the EYE (Rapidly contain epidemic outbreaks), the expert will check with the other partners and the team from the Ministry of Health, the quality of the strategies to be put in place for:
Early detection of cases suspects, the actions to be put in place for the rapid availability of laboratory tests and the final classification of cases
Mechanisms to be taken for a permanent availability of vaccines against YF for a rapid response
The process for the organization of an immediate and effective response.
Methodology
Appropriate the documents developed by the technical group
Research and collect all the information or document useful for the development of the strategic plan through interviews with various actors and the documentary review;
Prepare, assist and facilitate work
Identify stakeholders, including multilateral agencies, development partners, intervening in Yellow Fever activity
Coordinate the finalization of the strategic plan for the period 2022-2026 and beyond, together with an operational plan and a monitoring and evaluation framework for the implementation of the strategic plan;
Coordinate and advocate for the convening of the CCIA meeting and the approval of the strategic plan;
Develop a clear resource mobilization and communication plan for the country strategic plan;
Share a final report at the end of the contract;
Perform any other task assigned to him by the hierarchy.
Profile of the expert
Have a postgraduate degree in health sciences, public health, or epidemiology;
Have a good knowledge of the yellow fever elimination program
Have at least ten years’ experience in strategic and operational planning;
Have experience in health program management;
Have a good knowledge of the Cameroonian health system;
Have the ability to prepare, lead and summarize meetings;
Have a command of French or English and a working knowledge of the other language;
Master the computer tool and the use of operating software: Word, Excel, Power point;
Previous national and international experience in the development of strategic and advocacy documents is an asset.
