A Team Leader Monitoring Evaluation Accountability and
Learning
Place of employment: Arrondissement of Makary, Department of Logone and Chari, Far North Region of Cameroon with field trips
Type of contract: CDD (12 months renewable depending on funding)
Presentation of the organization
Solidarités Intemational is a French humanitarian organization present in Cameroon since July 2014. Since 2014, the mission has been carrying out several emergency and post-emergency programs in the East and Far North regions. After a first base opened in Garoua Boulaï in 2014 to respond to the Central African crisis and the massive arrival of CAR refugees in the region, then in Makary in early 2017 to respond to the crisis in the Lake Chad basin, SI opened in October 2017 a base in Mokolo, then Maroua in order to meet the basic needs of vulnerable populations in the border areas of the Mayo Tsanaga department. Thus in Cameroon, Solidarités International intervenes in the areas of Water, Hygiene and Sanitation (WASH) and Food Security and Livelihoods (SAME).
He. Responsibilities and job description
The A SERA Team Leader is the referent for the collection and documentation of monitoring and evaluation information. He/she supports the program teams through the monitoring, collection, processing, mapping and analysis of this information. He/she provides technical support and delivers training to field agents in charge of data management and monitoring, participates in the deployment of the accountability framework and contributes to the learning process and ensures compliance with Solidarity recommendations and procedures. International. He/she coordinates a team of monitors for collection, context monitoring, do no harm analysis. The post holder will have the following responsibilities:
Monitoring and evaluation
Contribute to the revision of monitoring and evaluation tools and to the training of teams on the design and use;
Centralize / monitor the creation and updating of monitoring plans;
Participate in the update of the APU;
Participate in the analysis of data and the drafting of monitoring and evaluation reports;

Participate in the follow-up of recommendations;
Ensure the weekly planning and follow-up of the activities of the team under his responsibility;
Respect the schedule and deadlines validated jointly with his line manager;
Bring up the problems and constraints encountered during the conduct of activities and propose operational solutions.
Accountability
• Contribute to the design of complaint response mechanisms (CRM);
• Monitors the proper deployment of complaint response mechanisms by respecting the technical recommendations and Solidarités International procedures and refers all cases to the dedicated focal point;
• Participate in the training of field teams on the complaints response mechanism (CRM).
Data management and mapping
In conjunction with the teams in charge of database management, centralize and organize program data;
Support the program teams for the preparation of databases, questionnaires and collection tools;
Provide methodological support to program teams to ensure quality data entry and processing;
Provide project monitoring figures at the coordination’s request;
Maintain an up-to-date library of maps of SI and other actors.
Capitalization
• Participate in the monitoring of the capitalization plan and provide the data necessary for the drafting of capitalization documents (activity sheet, etc.).
Human Resources Management
• Participate in the validation of the recruitment of his team;
• Welcome and brief new employees working under his responsibility;
• Supervise, support the team under his responsibility;
• Train the members of his team in the proper use and maintenance of the tools made available;
• Evaluate and assess the performance of the members of his/her team(s);
• In the case of recruitment of daily staff, respect the procedures and directives expressed by his line manager and by the administrative department; Apply security procedures;
• Have the members of his team apply security procedures.
Reporting / communication / representation
• Write and send his weekly activity report (which must report on the progress of activities by his team) to his manager;
• Participate in writing the monthly program pack;
• Establish and maintain good relations with local actors and communities
(populations) in the areas of intervention;
• Represent SI when necessary;
• Remain attentive to the populations and actors in the field and report to their line manager any non-technical or security problem that may have consequences on the activities or on the security of the Solidarités International teams;
• Support the coordination and the program teams in the preparation of visual aids;
• Participate in strengthening the understanding of IS teams and populations, of its fields of action and of its principles and modes of intervention;

• Keep its tracking tools and files archived & secure at the Solidarités International office; Participate in internal technical exchange workshops;
• Report any information or difficulty related to its activity, Solidarités International programs or security aspects. profile sought
KEY SKILLS
• Level: Bac + 3 minimum, graduate in statistics, mathematics or related field;
• Desired professional experience: 2 years minimum in a similar position;
• Mandatory experience in a SAME, EHA/Shelter or HEALTH and Nutrition humanitarian program within an international organization;
Knowledge of the department of Logone and Chari, the Far North of Cameroon;
Knowledge of monitoring and evaluation issues and tools;
Ability and managing a team;
Good writing skills and capacity for synthesis;
Experience in negotiation, coordination and communication;
Excellent level of French, knowledge of the local language desired;
Good knowledge of basic software (Word, Excel, Outlook, Power point etc.);
Mandatory knowledge in the use of data entry software such as COBO Collect…
REQUIRED QUALITIES o Diplomat and good communicator, autonomy, independence, initiative; o Organizational capacities (important) at field level; o Open-mindedness, rigor, dynamism, responsiveness.
