Job Title Quality of Service Advisor
Reports to National Manager Location YAOUNDE
Objective:
The Quality of Service Advisor is responsible for overseeing the quality of implementation and delivery of services of the USAID-funded ExpandPF activity in their respective country. He/she will be supervised by the Country Manager. He will lead service delivery and innovations in establishments and in the field. He/she will work closely with the various clinics and service delivery points to ensure smooth, efficient and quality delivery of family planning and sexual and reproductive health (FP/SRR) services. He/she will work with the national team and service providers to execute action plans and planned interventions according to II IPPF guidelines. The Service Quality Advisor will also ensure quality assurance by conducting site visits (including local facilities, and with community health workers, to field clinics, etc.) to monitor compliance and product inventory. He/she will work closely with the technical and M&E teams to provide data, monitor compliance and quality, and conduct follow-up visits and mentoring as necessary. He/she will ensure that the technical team is efficient and productive, and works collaboratively with the entire ExpandPF team to ensure multi-country learning and quality programming.

 

 

Context of the ExpandPF activity and role:
ExpandPF (Expand Family Planning and Reproductive Health, funded by USAID) is a five-year activity that will be implemented in several countries in French-speaking West and Central Africa with the aim of to achieve FP2030 targets, focusing on youth and women in underserved urban and peri-urban areas. The activity is led by IPPF and is structured to enable local partners to identify solutions to obstacles and maximize levers for change by focusing on collaboration with national and regional stakeholders and by maximizing regional impact. The strategy supports the implementation of high-impact practices (HIPs) of family planning and self-care in selected countries with a view to influencing subnational, national and regional practices and policies for sustainable results. IPPF member associations will leverage the platforms for operations, service delivery and stakeholder engagement.

• Development and execution of the relevant country’s technical and service delivery work plan, as well as ExpandPF activity milestones.
• Ensure services are managed in accordance with PHI and other good local guidelines. SOC

Carry out regular checks and training in FP and respect for the environment.
(For example, may delegate this task to the Compliance Officer, if applicable).
Provide management assistance and coaching to members of the national team, depending on the tasks assigned or delegated.

 

 

 

Develop assessment and monitoring tools for the quality of service delivery activities in collaboration with the Monitoring, Evaluation, and Learning (SEA) advisor and the technical team. Collaborate with the SEA Advisor to provide strategic insights, respond to data requests and ensure effective data visualization.
Assist the Knowledge Management Advisor, among other things, by providing relevant data for the documentation of best practices, lessons learned and successes of community approaches, in accordance with the learning program.
Work with multi-sectoral teams to ensure services are aligned with best practices and meet sexual and reproductive health (FP/SRR) standards and procedures.
Participate in the development of an orientation pathway between key services for FP/RRS (sexual and reproductive health) clients, particularly adolescents and young people.
Provide technical support to field staff responsible for implementing sexual and reproductive health (FP/SRR) services.
Collaborate closely with teams on FP service offerings and actively participate in FP consultations and provider meetings.
Monitor the evolution of PF users.
Provide, upon request, capacity building training on FP topics and skills.
Collaborate with health center committees responsible for community engagement and quality of services.
Represent the organization to community leaders and other stakeholders, develop working relationships and engage in activities.

Expertise:
Significant experience in a similar position,
Experience managing complex and rapid tasks in a multicultural structure.
Preference for experience in managing family planning/sexual and reproductive health (SRR) programs, including supporting community activities, outreach services and sub-national technical practices.
Experience in engaging and facilitating multi-stakeholder dialogues, including with government counterparts, for strategic planning and agenda setting.
In-depth knowledge of programs funded by bilateral donors and relevant program expectations and indicators.
Skills:

• Excellent verbal and written communication in English and French.
• Excellent technical and project management skills, including experience in donor reporting.
• Excellent time and people management skills; ability to meet tight deadlines.
• Ability to think analytically and strategically.
