contract start date – INTRODUCTION
Founded in 1993, Médecins du Monde‐Suisse (MdM Suisse) is a humanitarian organization which acts in Switzerland and internationally to establish sustainable access to healthcare for excluded people.
Present in Cameroon since 2013, MdM Switzerland deploys a strategy whose main goal is to improve the living conditions of vulnerable populations. At the crossroads between humanitarian action and public health, MdM Switzerland implements programs to reduce neonatal and infant maternal mortality. Based on the recommendations issued following the exploratory mission conducted in 4 health districts of the West Health Region and in response to requests from its technical partners (DRSPO & CTD), a fourth phase of the sexual reproductive health program and of the Child (SSRE) has been implemented since 2022 in the department of Noun. To ensure and continue the implementation of this intervention, the Cameroon mission of MdM-Switzerland is looking for a Project Manager.
JOB DESCRIPTION :
Under the supervision of the program coordinator and with the technical support of the thematic referents, the project manager manages the project “Increasing the quality and guaranteeing access to care in maternal, neonatal, child and child health as well as reproductive health and family planning services for host communities, internally displaced persons and ethnic minorities in 02 health districts of the Noun department” which aims to improve the health and well-being of host populations, ethnic and linguistic minorities of Noun through the reduction of neonatal and infant maternal morbidity and mortality. At the same time, the project manager directly supervises the Training and Capitalization Manager and two Community Activities Managers.
More specifically, the main tasks of the project manager are:
Objective 1: Planning and coordination of project activities
Participate in updating internal tools for planning and monitoring activities;
· Coordinates and supervises the implementation of planned activities according to the updated schedule;
· Ensures with the rest of the team the implementation of activities while ensuring their quality;
· Develops and submits its work plan, cash flow planning and project procurement plan on time;
· Program, organize and moderate the weekly meetings of the project team and ensure the transmission of the report;
· Participates and ensures the application of MdM Switzerland procedures during the implementation of activities (ToR, budgets, purchasing process, supporting documents) in collaboration with the Foumban support team and the coordination in Yaoundé;
· Validates the expenditure commitments as well as the actual expenditure to be executed as Budget Manager;
· Take into account the technical recommendations of the coordination in the implementation of the activities;
· Supports and participates in the planning, the realization of the anthropological studies to be carried out on the project;
· Guaranteed compliance with local legislation regarding the authorizations necessary to carry out the activities;
· Ensures a continuous analysis of the environment to be proactive in the positioning of MdM Switzerland.
Objective 2: Management of the project team, collaboration with partners and representativeness
Represents MdM-CH with the various partners (Regional Delegation of Public Health in the West, Health Districts of Malentouen, Health District of Foumban and Local Authorities Decentralized Territorial Authorities, etc.) and all other stakeholders related to the project;
· Ensures cohesion between the intervention of MdM Switzerland and the other projects developed by other technical partners in the areas of intervention (including the DRSPO and the health districts of Foumban and Malentouen);
Participates with other humanitarian actors and development organizations in security monitoring and in compiling information on the movements of internally displaced persons;
· Ensures the follow-up and ensures compliance with the contractual commitments of the various experts
· Ensures the exchanges and the sharing of information with the international non-governmental organizations intervening on the same themes in the area where the project is located;
· Provided, with the assistance of its project team, technical support to the national partners involved in the implementation of the intervention according to the needs identified;
· Participates in the design and ensures the evaluation of the performance indicators of the collaborators who are directly subordinate to him;
· Supervises the work of employees who are directly subordinate to him;
· Ensures a good atmosphere and promotes good team spirit.
Objective 3: Monitoring and follow-up of the project
· Provides monitoring of the project through the follow-up of the chronogram, the follow-up of the indicators, the follow-up of the budget;
· Develops the annual, semi-annual and quarterly work plans of the project by integrating the scope of activities, costs and other inputs for the implementation of activities;
· Participates in improving the quality of activities implemented by community agents through field visits for the supervision and support of community activity managers in the Health Districts;
· Ensures as Budget Manager, the monitoring of the budget in close collaboration with his direct superior and with the support of the support team;
Guaranteed and ensured efficient management of allocated funds in compliance with MdM Switzerland and donor procedures;
· Sends monthly and quarterly to his immediate superior reports of the evolution of activities and informs him of the decisions to be taken or taken on the project;
· Ensures the monitoring of indicators, identifies constraints, proposes solutions or means of mitigation, if necessary;
· Coordinates the collective search for solutions when problems arise in the implementation;
· Guaranteed the drafting of the various documents (donor reports, sitreps, minutes of meetings) in accordance with the deadlines and ensures the follow-up of the recommendations;
· Ensures the collection, analysis and monitoring of data / indicators (baseline and target) in close collaboration with the monitoring, evaluation, accountability and learning manager.
· Supports the capitalization of the achievements as well as the best practices of the program and ensures their dissemination internally, but also with other state actors and associations at the regional and local level;
2. SKILLS AND EXPERIENCE REQUIRED
2.1 EDUCATION
· Diploma in general medicine is required;
· Additional training in public health, Sexual and Reproductive Health and/or project management would be an added advantage.
2.2 PROFESSIONAL EXPERIENCE
Ø Required
At least two (2) years in a Project Manager position within an international organization
· Have piloted at least one (1) project on the theme of maternal and neonatal health or sexual health
Ø Assets
· Clinical experience in gynecology and / or pediatrics
· Experience in community health in Noun;
· Work experience in the field of protection of vulnerable populations such as Internally Displaced Persons (IDPs) and ethnic minorities
2.3 GENERAL AND SPECIFIC SKILLS
· Good analytical and report writing skills;
· Project/program management according to the Results-Based Management (RBM) approach
· Ability to establish and foster collaborative working relationships with respect within the project team, the organization and with the various partners: NGOs, State structures, Communities, … · Excellent oral and written communication skills
in English and/or French
· Ease in handling the tools of the Office Pack (Word, Excel, Power point, Excel etc.);
· Ability to speak one of the local languages (Bamoun, Bororo, Pidgin, etc.) would be a highly appreciated asset;
· Good knowledge of the theme of the fight against violence;
· Autonomy while respecting the procedures and rules of life and security of the mission.
