Working in 54 developing countries across Africa, Asia and the Americas, Plan International aims to reach as many children as possible, particularly those who are excluded or marginalized with high quality programs that deliver long lasting benefits by increasing its income, working in partnership with others and operating effectively. Plan International is committed to responding to children affected by emergencies in the countries of our operation.

Given the current humanitarian crisis in the Far-North Region of Cameroon Plan International is engaged in providing life-saving humanitarian assistance, protection, education and psychosocial support. Its operations are implemented in key sectors of Protection (Child Protection and SGBV), Education, Health, Food Assistance and Nutrition, Livelihood, WASH and NFIs in coordination with all other humanitarian institutions.

Dimensions of Role:

The sub-grant coordinator will have a primary focus on monitoring the management of grants awarded to the various organizations implementing the Refugee Education and Development project (READ) project funded by Global Affairs Canada (GAC).

The Sub-Grant Coordinator (SGC) will provide overall project accounting and financial management, ensure compliance with GAC regulations including for any sub-contracted partners; provides updated quarterly financial reporting to Plan Canada and semi-annual financial reporting to GAC; maintains budget management and forecasting; and reviews the financial reports and transactions of grantees. Together with the SGCs, the PFC will also carry out financial and compliance monitoring of grantees

This role will support greater integration, learning, sharing and dissemination, timely and effective delivery of programs in terms of financial compliance and quality programming of assigned portfolio. The SGC will works closely with relevant managers to ensure timely support to program delivery and good planning of activities that require logistical, finance, administrative, HR or security support. He/She will develop and deliver project documentation, grant reporting and agreements in a timely fashion ensuring appropriate review cycles by CNO Program and Compliance Managers.

Accountabilities

Program planning and delivery

Project work plans are reviewed, updated and monitored based on the changing environment.

Indicators will include:

    •  Clear project work plans of the GAC-READ subgrantees are in place for each grant and revised regularly;
    •  READ Project results are achieved, and appropriate benchmarks, targets and performance indicators are established and monitored

 

 

    •  Continuous oversight of compliance provided to donor procedures and requirements with regards to sub-granting mechanisms throughout the project cycle (from start-up, implementation and closure) and regular assessments of risks conducted at appropriate stages of the project

 

 

  •  Risks to quality implementation and compliance are reviewed on a regular basis with clear mitigation strategies developed in a timely manner (including resources required). Risk Registers are updated based on the programmatic/financial risks identified and escalated to Management as needed. Programmatic strategies within the subgrant portfolio are of high quality, based on best practice and in line with donor standards;
  •  A clear plan to strengthen program and compliance quality in the subgrant portfolio exists and is implemented to a high standard
  •  Well-documented, accurate quality narrative and financial reports are produced in line with donors’ reporting requirements, including review by CNO
  •  Projects have an efficient knowledge management system/approach in place that helps learning, sharing, scaling up, and innovation
  •  Training and ongoing support provided to sub-grantees, partners, project staff and relevant stakeholders on understanding donor’s sub-granting, financial management and compliance requirements to prevent / address financial risks and align with best practices. All applicable requirements are understood and adhered to at all levels.
  •  Ensure strong alignment with the Plan International Cameroon Country Strategic Plan, sub-grants are appropriately monitored




 

Financial management .

The projects’ budgets and financial reports are reviewed, updated and monitored based on the changing environment

Indicators will include:

  •  GAC compliance requirements are met in a timely manner and grants are well positioned for donor audits
  •  Sub-Grants’ budgets and forecast are developed, implemented and monitored in coordination with the Finance team to the highest quality in accordance with donor compliance requirements
  •  Accurate financial reports of the subgrantees are produced and submitted in line with donors’ requirements
  •  Financial reports of the subgrantees are reviewed to ensure alignment between expenditures and progress reports

Communications and working relationships .

Appropriate internal and external Working Relationships (and partnerships) are in place to support quality grant delivery and compliance, and other future funding opportunities.

To maximize overall program impact through the optimized contributions of others, the post holder will be required to initiate, develop and maintain a range of working relationships, including with donors, implementing partners and other development organizations.

Effective working relationships within Plan are also essential.

The post holder will have frequent communication with CO and PIIAs teams, CLT members, as well as Plan Canada. Indicators will include:

  •  The subgrant coordinator is engaged in strategic partnerships with civil society, INGOs, UN and government entities as appropriate, to maximize the use of our resources for the implementation of quality programs;
  •  The terms for partnerships are clearly documented and monitored regularly for compliance and shared with CNO
  •  Donors express satisfaction with the progress of projects and contract compliance
  •  Strong relationships with CNO staff developed and clear communications on subgrant management

Other

1. Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Technical expertise, skills and knowledge

Qualification and Experience

  •  Degree in social sciences or equivalent
  •  Experience of grants compliance requirements for more than one development aid donor
  •  Sound understanding of integrated development issues.
  •  In-depth knowledge of child-rights programming
  •  Demonstrated experience and understanding of the complexities of working in conflict and fragile situations and how to effectively deliver commitments while minimizing security risks
  •  Demonstrated experience in emergency programming and understanding of relevant international humanitarian frameworks
  •  Knowledge of development issues, trends, challenges and opportunities and implications to community development
  •  Demonstrated knowledge of strategic work planning processes
  •  Knowledge of effective participatory Monitoring, Evaluation and Research systems and processes
  •  Ability to work independently and as a team player who demonstrates leadership and is able to support and train local and international staff

Physical Environment

This position requires 40% of travel within Plan program units and outside the country, 60% office related activities in MPIIA
