International Medical Corps has been present in Cameroon since 2008 to provide assistance to the thousands of Central African refugees who have crossed the border and taken refuge in Cameroon following the political and social unrest that has taken place in CAR since 2005. International Medical Corps provides care essential health and nutrition services to more than 75,000 Nigerian refugees in Minawao refugee camp in the Far North region, according to the latest data from UNHCR and its partners.
Missions and responsibilities
Primary objective
In close collaboration with the project team, the protection supervisor contributes under the responsibility of the project manager, to ensure the technical supervision of project activities, in particular: Strengthening the capacities of local and community organizations to prevent and respond gender-based violence, especially child marriage; Ensure risk mitigation of child marriage through socio-economic empowerment of at-risk out-of-school girls.Responsibilities
Responsibilities
1. Specific tasks:
•Provide oversight and monitoring of protection activities ensuring compliance of program activities in accordance with international standards and best practices as well as grant requirements;
• Provide technical advice, mentorship and support to MNC staff to ensure adherence to minimum standards of clinical care and GBV survivors’ guiding principles;
•Coordinate and oversee training on GBV principles, basic psychosocial support, case management and referral pathways for staff, partners, community volunteers as well as service providers;
•Oversee the implementation of GBV response and prevention activities to ensure that objectives are duly achieved;
•Train the CPFF, listening centers, WGSS, CMPJ, CSO, CBO, LPC and women’s associations on the basic concepts of GBV, GBV awareness techniques for behavior change, advocacy techniques with precision on child marriage, case management, including referral and documentation;
• Supervise activities within community listening centers of CPFF, CMPJ, CSO, CBO, LPC, WGSS and women’s associations identified and suggested areas for improvement; Support CMPJ, CPFF, Community organizations and women’s associations will sensitize the community on topics related to child marriage and the PSEA;
•Ensure GBV case data is managed, shared and used in a confidential, safe and effective manner, including through GBVIMS, referral pathways with other sectors/departments and monthly update of service mapping;
•Ensure appropriate care for survivors of GBV and monitor particularly vulnerable cases;
• Coordinate and strengthen the capacity of local actors to maintain a functional network focused on gender activities, to support awareness and advocacy on gender-based violence;
• Carry out regular field visits to support the teams in the field;
• Project resource management;
• Procurement management.
2. Education/Training, experience and skills
Education/Formation:
• University level (Bac+4) in social sciences, gender studies, sociology, international development or other relevant field of study preferred;
Experience :
• At least three years of field experience, including experience in managing GBV programs in emergency settings;
• Proven knowledge and experience in developing and implementing community mobilization projects;
• Demonstrated experience working with government stakeholders, implementing partners, community organizations and other stakeholders;
• Experience in managing emergency and/or development projects and in behavior change communication (BCC).
Skills :
• Good knowledge of transversal protection
• Good knowledge in the field of participatory development approaches
3. Others:
- Security :
– Ensure compliance with security protocols and policies;
– Consider the security implications of all program activities, reviewing all new initiatives with other staff, community leaders and volunteers.
- Compliance and Ethics:
– Promote and encourage a culture of compliance and ethics within International Medical Corps. To the extent applicable to the position, the candidate should fully understand and adhere to International Medical Corps and donor compliance and ethics standards.
– Performs work with the highest level of integrity.
– Communicate these standards to staff, where appropriate, and partners and require them to adhere to these values.
- Prevention of sexual exploitation and abuse:
Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and among beneficiaries served by International Medical Corps.
