Action Contre la Faim is an international, non-political, non-confessional and non-profit Non-Governmental Organization (NGO). For our operations in Cameroon, we are looking for :

ONE (01) PROCUREMENT MANAGER M/F

Supervised by:                                     Logistics Manager

Location:                                       Maroua

Purpose of the position : Guarantee the supply of the needs of the base and the programs.

In particular, you will have the following responsibilities  :

Objective 1: Manage the supply chain

Activities: Receive purchase requests (DA), and organize their processing in conjunction with the requesters

–        Ensure compliance with the deadlines for sending DAs according to the established schedule;

–        Validate ADs;

–        Process orders by following ACF procedures;

–        Make requests for quotations / quotes and have them validated by the Logistics Manager;

–        Check purchase orders: accuracy of requests, desired delivery dates in compliance with ACF purchasing procedures;

–        Check invoices;

–        Purchase the items ordered in accordance with ACF logistics procedures;

–        Inform applicants of the progress of the processing of their order;

–        Hold a weekly meeting with the various departments: on current purchases and with the finance department for justifications and purchase files;

 

 



 

–        Validate the different documents for the payment of suppliers;

–        Transfer validated invoices to accounting for payment of suppliers;

–        Track and organize deliveries from the supplier to the stock/base/site  ;

–        Receive and inspect deliveries: quantity, quality, documentation and report any problem to the log manager.

–        Carry out a quality control of the products: quantity, quality, documentation in connection with the storekeeper and the buyer;

–        Guarantee the quality/price ratio of purchases;

–        Ensure that the scanned purchase file, downloaded in Link , is complete and archived;

–        Plan future purchases based on the PAP and/or PA (Project Supply Plan);

–        Participate in the creation of PAPs and/or PAs;

–        Update the price and supplier catalog and ensure its accuracy;

–        Identify new potential suppliers;

–        Follow the contracts inherent to the supply (Monitoring of contract).

 

 




 

Objective 2: Manage inventory

Activities: Ensure storage conditions according to ACF procedures;

–        Guarantee the safety of the goods;

–        Organize the store according to ACF and/or donor procedures;

–        Participate in maintaining stocks in good condition;

–        Monitor stocks and pay particular attention to expiry dates;

–        Guarantee the cleanliness of stores (cleanliness of stocks, disinfection and weekly ventilation, prevention of attacks by rodents, vermin and other small insects and animals by reporting any repairs/rehabilitation to be carried out or precautions to be taken);

–        Monitor temperature and humidity (Logtag) and produce a weekly report for sensitive items (medications);

–        Guarantee the presence of the equipment necessary for storage activities (office equipment, pallets, gloves; safety equipment, etc.);

–        Guarantee the sanitary condition of new products;

–        Check the different shipping documents and make the link with the different places of delivery;

–        Supervise the preparation and loading of products and equipment;

–        Participate in the choice of storage warehouses;

–        Establish and process administrative documents relating to inventory monitoring (Stock sheets; Stock reports; DSS; BL; BR; IKD, etc.) and keep them up to date;

–        Ensure and carry out a monthly inventory and write an inventory report.

 

 

 

Objective 3: Follow up on donations ( once partnerships are formalized )
Activities :

–        Placing orders;

–        Supervise the receipt of donations;

–        Ensure the adequacy of donation documentation;

–        Ensure the computer traceability of these donations.

Objective 4: Write Logistics Reports

Activities :

–        Extract from the Link , ensure the update and distribution of the SA on a weekly basis;

–        Update and resend the list of equipment;

–        Perform and update stock reports;

–        Send the tracking of donations to the Logistics Manager;

–        Send temperature monitoring to the Logistics Manager;

–        Send the monthly reports to the Logistics Manager on the defined date.

Objective 5: Supervise the logistics team

Activities :

–        Establish the work schedule of his team;

–        Establish a monthly purchasing schedule according to PAP or PA with the Logistics Manager;

–        Train and ensure the capacity building of the team;

–        Ensure the follow-up of his team’s equipment (telephone, stationery, etc.);

–        Ensure the follow-up (attendance sheet, Absence, overtime, recoveries, etc.) of his team;

–        Conduct team appraisal interviews;

–        Prepare the vacation schedule for his team;

Participate in the recruitment of its teams.

  Diplomas/Level of studies/Experience:

  Bachelor’s degree in Logistics or international transport or any other equivalent training;

–        Experience of at least 01 year on the same position-Experience in the management of the Link would be an asset-Having experience in the humanitarian sector would be an asset;

Required Skills :

   Team management ; Mastery of purchasing procedures and negotiation techniques; Mastery of storage and warehousing procedures; Mastery of the pack Office ; Internet proficiency; Mastery of French (read, written, spoken), Mastery of IT tools and the Office Pack, Mastery of the supply chain.

–        Good organizational and editorial skills; Fine negotiator; Ability to make decisions.

–        Rigorous; Ability to work independently; Ability to work in a difficult environment; Ability to manage stress; Good communication skills ; Taste for working in a multicultural team; Ability to communicate clearly; Availability, Transparency; Anticipation.

RECRUITMENT PROCEDURE
