For our Country Program Office in Cameroon, we are always looking for a Technical Advisor to contribute to the
Context
In 1995, the government declared the area that is now Lobéké National Park, in southeastern Cameroon, an “essential protection zone”. It was part of the Technical Operational Unit of the South East (UTO / SE), It was integrated into the landscape of the Tri-national of the Sangha (TNS) following the signing of the cross-border cooperation agreement on December 7, 2000 by the governments of the Republic of Cameroon, the Central African Republic and the Republic of Congo. In 2001, the government classified the ZEP as Lobéké National Park (PNL). WWF has maintained an effective presence in the area since 1995, when it established the South East Jengi Forest Programme. Subsequently, the Program evolved into the current Jengi Tri-National Sangha (TNS) Program which supports LNP and its peripheral area in wildlife conservation, contributing to the well-being of local populations and the sustainable management of natural resources through a landscape approach in partnership with the Ministry of Forests and Wildlife, the Foundation for the Tri-national Sangha (FTNS) and others. The FTNS supports the PNL and its peripheral area through the following annual work programs:
– Program 1: Protection
– Program 2: Participatory management and sustainable development
– Program 3: Research, ecological and socio-economic monitoring
– Program 4: Tourism, marketing and communication
– Program 5: Administration and infrastructure development
– Program 6: Cross-border cooperation
– Program 7: One Health
– Program 8: Administration, monitoring and evaluation
The Technical Advisor will lead the execution of Programs 1 and 3, and support the achievement of the overall mission of the Jengi Tri-National Sangha (TNS) program as required. In line with WWF Cameroon’s vision of a future with healthy ecosystems and thriving biodiversity supporting people and driving sustainable development in Cameroon, the Jengi Tri-Nationale de la Sangha (TNS) program is on a mission to halt the decline Biodiversity, whose mission is to halt the decline of biodiversity, reverse the negative trend and contribute to improving the living conditions of local communities and indigenous peoples (Baka).
Location: Mambele, Cameroon
Duration: One year (1 year) renewable
Main functions:
The Technical Advisor will assist the Program Manager in the following areas:
• Conceptualization, planning, implementation, reporting and monitoring of WWF interventions;
• Consolidation and capitalization of the achievements and lessons of the PA co-management approach;
• Proactively support the design and implementation of the landscape approach to ensure that the TNS landscape retains its outstanding natural values for the World Heritage site, and contributes to poverty alleviation through payment for ecosystem services on land and other forest-based livelihood initiatives.
Main tasks and responsibilities:
• Lead the delivery at the highest possible level of all results of programs 1 and 3 supported by the FTNS;
• Ensure project compliance with technical and financial reporting and monitoring/evaluation requirements.
• Lead initiatives to control illegal wildlife harvesting and trade. This includes the following:
1. The establishment and operation of the command center for the planning, monitoring and evaluation of surveillance operations, including a permanent control room for the real-time monitoring of counter patrols. -poaching and the implementation of the SMART/Cyber trackers system to monitor and evaluate the efficiency and effectiveness of anti-poaching operations;
2. Assistance in following up on legal actions against poachers and other wildlife offenders arrested;
3. Develop an appropriate institutional framework to coordinate anti-poaching operations around NPs with stakeholders, local administrative authorities and surrounding local communities.
Lead assessments of progress towards achieving conservation and sustainable development impacts: Oversee bio- and socio-economic monitoring to assess trends in biodiversity and the contribution of sustainable forest and wildlife management to biodiversity. equitable improvement of the livelihoods of indigenous peoples and local communities.
What we need: Qualifications required
• Advanced degree in tropical ecology, wildlife biology, forest/natural resource management, rural geography or any other related specialization;
• At least 7 years of experience in protected area management, development and implementation of sustainable forest and wildlife management strategies.
Required Skills and Competencies
• Good knowledge of the legal and institutional framework for forest and wildlife management in Cameroon;
• Demonstrated knowledge and skills in ecological and socio-economic monitoring and related tools;
• Experience in community management of forest and wildlife resources;
• Strong analytical skills and computer literacy with proven skills in GIS (ArcGIS or QGIS), SMART/Cyber tracker, statistical package) and other software (camera trap and drone analysis software);
• Excellent oral and written communication skills;
• Fluency in written and spoken French and working knowledge of English;
Behavioral Skills Required
• Proactive approach to meeting deadlines and achieving results with limited supervision; • Willingness and ability to live and work in a remote area; • Adhere to WWF values: Courage, Respect, Integrity and Collaboration.
