Recruitment notice: TECHNICAL ADVISOR FOR THE ProPFR PROJECT

DESCRIPTION OF THE OFFER

CALL FOR INTERNAL/EXTERNAL APPLICATIONS FOR THE RECRUITMENT OF A TECHNICAL ADVISOR IN CHARGE OF LAND DEVELOPMENT FOR THE “PROMOTION OF A RESPONSIBLE LAND POLICY” PROJECT OF THE DEUTSCHE GESELLSCHAFT FÜR INTERNATIONALE ZUSAMMENARBEIT (GIZ/ProPFR) GmbH BASED IN YOKO (CENTRAL REGION).

General context

The German Development Cooperation project “Promotion of a Responsible Land Policy” (ProPFR) in Cameroon, implemented by the  Deutsche Gesellschaft für Internationale Zusammenarbeit  (GIZ)  GmbH , in cooperation with the Ministry of Lands, Cadastre and Land Affairs (MINDCAF), which is also part of a global Program implemented at the international level, contributes to strengthening land use rights in the Central Region, particularly in the two communes Nanga-Eboko and Yoko, preserving thus the livelihoods of rural populations while contributing to the protection and restoration of forest lands. It supports sustainable access to land, particularly for women, youth and marginalized groups (e.g. Mbororo agropastoral and transhumant herders and internally displaced people), as well as the resolution of land conflicts, particularly of an agropastoral nature.

The project’s systematic approach aims to improve the documentation of individual and collective rights of ownership and use of forest, agricultural and pastoral lands, as well as their recognition by central and communal authorities, and by traditional authorities. Actors from civil society and the private sector are also involved and strengthened.

In Cameroon, the ProPFR targets 3 areas of intervention:

• Output 1:  Improve the institutional framework conditions and procedures for securing the rights of use of forest, agricultural and pastoral land for rural populations;
• Output 2:  Strengthen civil society in the formulation and implementation of a responsible land policy;
• Output 3:  Support private investors for responsible investment in the agroforestry sector and cocoa in particular.

As part of its activities in the two municipalities, the ProPFR project is looking for a  Technical Advisor in land development , based in Yoko, to strengthen its team.

A- Area of ​​responsibility and attributions

• Ensure the management of service contracts for the development of Village Land Development Plans (PATVs) on the territory of the two municipalities and a Local Land Use and Sustainable Development Plan (PLADDT) on the territory of the Yoko commune;
• Play the role of interface between the design office and the administrative authorities involved in the development of PATVs and PLADTT;
• Provide technical leadership for all cartographic aspects of ProPFR;
• Strengthen the capacities of ProPFR partners on the development of local land use plans, the legal framework linked to land use and land use;
• Ensure internal and external communication and representation of the project on the theme of land development;
• Participate in logistics planning, preparation and implementation of national and international consultant missions relating to your area of ​​responsibility;
• Monitor activities carried out by implementing partners in the field falling within its area of ​​responsibility;
• Ensure, in collaboration with the ProPFR technical advisor in prevention and management of land conflicts, also based in Yoko, the role of interface of ProPFR at the local level with institutional actors, communities, other projects and technical cooperation partners and German and international financial institution, active in the same area of ​​intervention;
• Prepare reports resulting from activities and submit them to the CTP;
• Participate regularly (virtual or face-to-face) in consultation, planning and exchange meetings internal and external to the project.

REQUIRED PROFILE

B- Qualifications, experience and skills required

1- Qualifications

Hold a Master’s or engineering degree in geomatics, geography, or any other equivalent discipline;

2- Professional Experience

• At least five (05) years of professional experience in natural resource development;
• At least five (05) years of experience in land use mapping and/or spatial modeling in relation to rural development projects (agronomy, forestry) and/or land use planning;
• Experience working with decentralized local authorities and the ministry in charge of domains, cadastre and land affairs in Cameroon would be an asset;
• At least one experience in mobilizing stakeholders and/or participatory mapping and/or local diagnosis in Cameroon;
• Good knowledge of PATV and PLADDT processes;
• Experience in developing and managing calls for tenders and contracts;
• Very good knowledge of the French and/or English languages ​​(the project area is mainly French-speaking); knowledge of other languages ​​common in the intervention area (Fulfulde, Pidgin, other local languages) is an asset;
• Good interpersonal skills and ease of communication with a wide variety of people;

3- Other skills

• Very good command of the use of geographic information systems (GIS) as well as IT tools (Microsoft Word, Excel, PowerPoint, Outlook, Teams software, etc.);
• Very good skills in working in a multicultural team, also remotely;
• Very high resistance to stress; ability to manage multiple tasks under pressure and in the specific conditions of the assignment site.

Availability date:  01.02.2024

Contract period: Two (02) years renewable

Duty station: Yoko (Central Region)

Internal classification of the position:  Band 4T under the responsibility of the Principal Technical Advisor of the project
