Job description
CONTEXT

Technical Excellence consists of five technical units: Economic Recovery and Development; Education ; Governance ; Health ; and Prevention and response to violence.
In 2022, IRC reached more than 800,000 children and youth in 20 countries with education programs. We ensure that even the hardest-to-reach children in the most difficult places are able to go to school and thrive. Amid conflicts and disasters, education is one of the first things parents and children say they need. Education is a human right. It also helps keep children safe and equips them with the skills they need to be resilient and successful now and later in life. Education offers a glimmer of hope. The IRC defines success through educational outcomes from early childhood to young adulthood, ensuring results for all girls and boys, regardless of age. These outcomes are: early childhood learning and nurturing; learning at primary school age; youth learning; as well as the complementary outcome of school safety.
POSITION OVERVIEW
As the Education Technical Advisor for Central Africa, you are responsible for ensuring high-quality technical assistance to all countries and teams in the region – including collaborating with counterparts in other sectors to ensure support holistic to customers. You will promote and collaborate with relevant stakeholders to deliver high-quality, high-impact interventions, based on evidence and best practices, tailored to the context, guided by the voices of clients and partners, and broadly inclusive.
Program Design and Business Development: You will help national programs design winning submissions and generally position the IRC for continued success in our technical areas: • Support the
Proposal Technical Lead designated national programs by participating in and/or facilitating program design meetings.
• Promote and support design collaboration with partners and clients.
• Advise on program arrangements and the development of strategic partnerships based on how we can best support, complement and strengthen local systems.
• Advise and/or provide practical support on assessments, including the application and contextualization of technical standards.
• Review the quality of technical design, including alignment of stories, logical frameworks and budgets with KPI standards and outcomes.
Implementation Support:
You will support national program staff and other key stakeholders to implement technical interventions:
• Support national programs and other stakeholders in recruiting and training technical coordinators.
• Assess program quality and inform on improvements, providing follow-up support to national programs as necessary.
• Collaborate with national program colleagues to track and analyze key indicators to inform periodic review, program adaptation and course correction, as appropriate.
• Build technical capacity through mentoring, coaching and ongoing training with national program focal points.
Knowledge and Learning:
You will support continuous sector learning and technical leadership of the IRC:
• Document lessons learned from program activities and share lessons and opportunities.
• Update sectoral database in collaboration with global and regional staff to influence approaches.
• Collaborate with other technical advisors within the region to promote leadership in integrated programming.
• Contribute to the achievement of strategic education priorities
• Maintain sectoral best practices through continuous learning and development.
PROFESSIONAL PROFILE
To be successful in this position requires an individual with expertise in designing and providing technical assistance to education programs, and a deep understanding of the cultural, societal and political contexts of Central Africa.
Professional experience:
• 6-8 years of relevant experience implementing and/or managing education programs, with programmatic field experience within a service delivery organization, NGO or a comparable international agency.
• Experience and familiarity with donors, peer agencies and country contexts, preferably in humanitarian, transitional and post-crisis contexts.
• Proven expertise in technical program design, monitoring and evaluation, with the ability to transform concepts and strategies into measurable actions.
Demonstrated skills and competencies:
• Excellent oral and written communication skills
• Strong organizational and time management skills; proven ability to prioritize and complete projects on time and independently.
• Proven ability to navigate a dynamic, cross-functional, global team structure within a large, multinational organization.
• Proven ability to work effectively with internal and external stakeholders at all levels.
• Strong analytical problem solving skills.
• Excellent command of the Microsoft Office suite.
• Ability to manage change and respond to it in a proactive and positive manner.
Education:
A bachelor’s degree in education or a relevant field is required, a master’s degree is preferred.
Language skills:
Excellent command of English and French, both oral and written, is essential. Fluency in another IRC language (Arabic, Spanish, etc.) is strongly desired.
Main working relationships:This position reports to the Senior Technical Advisor in Education, based in the United States. This position may potentially supervise occasional consultants and/or interns. Regular communication with other education staff, regional and national program teams, awards and grants management staff, and other internal stakeholders.
Work Environment:
Standard office work environment. This position may require international travel up to 40% of the time. This position can be based in Switzerland, Cameroon and Tanzania. Other IRC sites may be considered.
For staff based in IRC’s New York or London offices: This position may require working remotely full-time or part-time and part-time remote employees may be required to share workspaces .
