CALL FOR INTERNAL/EXTERNAL APPLICATIONS FOR THE RECRUITMENT OF A TECHNICAL ADVISOR  IN HIGH INTENSITY OF WORKFORCE SUPPORT TO MUNICIPALITIES  IN THE PROJECT “PROJECT TO SUPPORT HOST COMMUNITIES AND REFUGEES IN CAMEROON AND AID FOR THE VOLUNTARY RETURN OF COMMUNITIES IN THE CENTRAL AFRICAN REPUBLIC” (PROCAR) OF THE DEUTSCHE GESELLSCHAFT FÜR INTERNATIONALE ZUSAMMENARBEIT GmbH BASED IN BATOURI.

 

 




 

The political crises and violent conflicts in the Central African Republic (CAR) are causing major population displacements towards the regions of East, Adamaoua and North Cameroon, resulting in a difficult socio-economic situation. To deal with this, particularly with regard to the East Cameroon region, a project to support host communities and refugees in eastern Cameroon, and to assist the voluntary return of communities in the Republic Central African Republic will be implemented. Resulting from the cooperation between the Governments of Cameroon and Germany, the project will have a duration of three years and six months, and will be implemented by the  Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ)  GmbH in partnership with MINDDEVEL. For the current phase, the project will operate in the East Cameroon region and is structured around four (04) axes, namely: (1) Cash for work, (2) Strengthening of cooperatives and economic participation, (3) Social cohesion and psycho-social awareness and (4) Information and legal advice on returning to CAR.

 

 




 

 

This project, whose coordination is based in Yaoundé, has a branch in the Eastern Region. As part of the implementation of its activities, PROCAR is looking for a Technical Advisor in Cooperation and Advice to Savings Groups for its office in Batouri.

 

Description of tasks

 

Under the supervision of the Project Manager, the Technical Advisor will be mainly responsible for:

 

  • Coordinate the action with the municipalities and organize with them the “Cash For Work (CFW)” activities;
  • Regularly organize and supervise strategic meetings with all stakeholders relating to the sustainability of IGAs;
  • Support forest authorities in setting up reforestation and biological charcoal production activities;
  • Ensure the establishment of steering committees and good collaboration between them and the municipalities;
  • Establish a framework to facilitate the self-financing of birth certificates by refugees from the income from their activities;
  • Refine the criteria for selecting beneficiaries of CFW activities in collaboration with municipalities and other stakeholders by integrating the gender dimension;
  • Support municipalities in the selection of CFW activities based on their municipal development plans;
  • Support the municipalities in the development of the terms of reference of the various adapted measures;
  • Support municipalities and their partners in the implementation of CFW measures
  • Monitor the activities of implementing partners and guide them as necessary;
  • Collect and analyze the results of the activities of the partners in order to inform the monitoring and evaluation system of the project;

 

 

 

 

 

  • Contribute to the qualitative and quantitative monitoring of CFW activities supported by the program
  • Establish good collaboration with implementing partners and ensure good communication and information sharing with partners and the project team;
  • Ensure synergies between CFW measures and other project activities in its four components;
  • Strengthen the capacities of municipalities by:
  • Communication with project target groups;
  • Diagnosis of needs;
  • Structuring of the dialogue with the target groups;
  • Facilitate the exchange of experiences between partner municipalities in relation to the implementation of CFW measures and the various municipal measures to facilitate and manage cohabitation with refugees
  • Support municipalities to set up a system for monitoring beneficiaries of CFW activities
  • Ensure the representation of the project with its institutional partners and municipal and other authorities;
  • Operationalize the context analysis (IPCA) and gender analysis guidelines for CFW activities and cooperation with municipalities;
  • Facilitate synergies with the interventions of other partners in the project such as the NRC and the FODER;
  • Contribute to the capitalization of lessons learned from the project;
  • Contribute to the organization and facilitation of workshops and seminars organized by the project;
  • Contribute to the drafting of the various project activity reports;
  • Support the coordination of the project on any other activity falling within its area of ​​competence.
  • Assume other activities and tasks as instructed by his superior.

 

REQUIRED PROFILE

Qualifications required

  • Hold at least a BAC+4 in Social Psychology, Sociology, Social Anthropology or any other equivalent diploma;
  • Have at least 5 years of proven professional experience in a similar position;
  • Experience in the field of decentralization / municipal work / close cooperation with municipal actors;
  • Mastery of different approaches to promoting social participation, living together, conflict prevention and management;
  • Good knowledge of the “Leave no one behind” approach and the gender approach;
  • Good knowledge of the socio-political context of Cameroon and the Eastern region
  • Knowledge of techniques for monitoring, facilitating and conducting workshops/meetings;
  • Excellent work organization skills, good autonomy;
  • Good knowledge of computer tools;
  • Very good knowledge of French and English, knowledge of pidgin will be an asset
  • Be able to work under pressure and within a multicultural team;
  • Integrity
  • Very good knowledge of French and English, mastery of the Gbaya or Fulfuldé language will be an asset.

Contract start date  : April 15, 2023

Contract period  : April 15, 2023 to April 14, 2025

Duty station  :  Batouri

Internal job classification: Band 4T,  under the hierarchical supervision of the Project Manager
