CALL FOR INTERNAL AND EXTERNAL APPLICATIONS FOR THE RECRUITMENT OF A TECHNICAL ADVISOR IN URBAN TRANSPORT PLANNING FOR THE “YAOUNDE GREEN MOBILITY” PROJECT (GIZ/ MoVe) OF THE DEUTSCHE GESELLSCHAFT FÜR INTERNATIONALE ZUSAMMENARBEIT (GIZ) IN YAOUNDE.

A. BACKGROUND

Within the framework of a global cooperation between Germany and the European Union, the project “Green Mobility (MoVe) Yaoundé”, which is part of the global project “TUMI – Just Mobility”. The objective of the project is to improve the access of the population, in particular women and marginalized groups, to active mobility in the city center (field of action 1) as well as the mobility offer in the paratransit sector (field of action 2) in Yaoundé It is based on urban plans, national strategies and the recommendations of the studies of the World Bank (“Inclusive and Resilient Cities Development Project”) aimed at improving the infrastructure for pedestrians in Yaoundé and a paratransit roadmap, resulting from the “Yaoundé Cœur de ville” (AFD) project.The project is being developed in close collaboration with MINDHU and CUY, together with EU partners and AFD and will be based in Yaoundé.

In order to support the smooth running of its activities, the GIZ/MoVe Project is looking for  a Technical Advisor in urban transport planning.

B. AREA OF RESPONSIBILITIES

The incumbent is responsible for the following activities:

• Supervise the activities of consultants
• Ensure excellent / continuous communication with Partners
• Supervise the organization of all events related to the realization of the Project

In this context, the incumbent has the following responsibilities:

C. AWARDS

• Write the terms of reference or calls for tenders necessary for the smooth running of the activities,
• Develop ToRs of consultants and Experts to be mobilized
• Write reports highlighting findings and recommendations,
• Recommend acceptance, rejection or modification of proposed plans.
• Recommend modifications to the current plan, to improve its efficiency, reduce environmental impact, reduce costs and implement other improvements,
• Present studies to different institutions and negotiate cooperation,
• Supervise the implementation of the proposed transformations
• Contribute to the implementation of programs and budgets
• Assist the project director, in the power of attorney, the preparation of calls for tenders, the organization of events and communication with the various partners.
• Lead and actively participate in the technical design and monitoring of projects,
• Participate in the relationship with all project stakeholders by advising and supporting them throughout the project, in particular mobility users (eg street vendors).

REQUIRED PROFILE

D. REQUIRED QUALIFICATIONS, SKILLS AND EXPERIENCE

Qualification

• Have at least a Master’s degree (Bac +4/5) in transport and urban mobility, transport economics, urban geography, town planning or any other equivalent diploma.

Professional experience

• Have at least 5 years of experience in landscaping planning.
• Have participated in at least 3 sustainable urban mobility planning projects/studies in African cities.
• Have a perfect knowledge of urban mobility systems in Cameroon, particularly on artisanal transport, and local and national actors.
• Have practical experience in soft mobility planning.
• Have proven experience in the use of design software (AutoCad, PhotoShop).
• Have proven experience in organizing workshops and seminars.
• Have previous experience as a trainer.

Other knowledge/skills

• Be sensitive to environmental issues and gender aspects,
• Be able to work and lead the production of a multidisciplinary team,
• Know how to demonstrate technical rigor, analytical and synthetic skills, organizational skills, method, team spirit and initiative,
• Available and involved, you have a culture of results and a sense of teamwork,
• Excellent analytical, synthesis, design and writing skills;
• Good communication and consultation skills with various actors;
• Very good command of French and English. Knowledge of German would be an advantage.

Availability date:  01.09.2023

Contract period:  CDD 0 2 years, renewable

Duty station: Yaoundé

Internal classification of the position:  Band 4T under the hierarchical supervision of the Project Manager.
