CALL FOR INTERNAL/EXTERNAL APPLICATIONS FOR THE RECRUITMENT OF A  TEMPORARY TECHNICAL ADVISOR IN LOCAL FINANCE AND INFRASTRUCTURE FOR THE MUNICIPAL DEVELOPMENT SUPPORT PROGRAM (PRADEC) OF THE DEUTSCHE GESELLSCHAFT FÜR INTERNATIONALE ZUSAMMENARBEIT GmbH, BASED POST IN YAOUNDE.

 

 

PRADEC is an initiative of the German-Cameroonian Cooperation, implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ), under the supervision of the Ministry of Decentralization and Local Development (MINDDEVEL). Its objective is to support the partner municipalities of the South-West, North and Littoral regions so that they invest better in their roles for local development in partnership with state, civil society and sector actors. private. It has four areas of intervention: (1) capacity building for better cooperation between actors in the field of local finance, (2) capacity building of actors in the participatory management of municipal infrastructure, (3) strengthening the skills of local actors in terms of participation and dialogue for local development and (4) the implementation of innovative ICT solutions, especially in rural areas. The coordination is based in Yaoundé, with an antenna respectively in Douala and Garoua.

 

 

The objective of the field of intervention (4) is to contribute to the improvement of local development, employability, in particular that of young people and women, and citizen participation in the beneficiary communities through digital services needs-based. The regions of intervention are the North, the Littoral and the South-West.

In order to support the implementation of activities in areas of intervention (1) and (2), PRADEC is looking for a Temporary Junior Technical Advisor who will be based in Yaoundé.

 

  1. Area of ​​responsibility

Under the supervision of the person in charge of the fields of intervention (1) and (2), the incumbent is responsible for:

  • Provide administrative assistance to the Head of Component of the Local Finance and Infrastructure fields of action in accordance with the objectives of PRADEC-GIZ and GIZ guidelines and procedures;
  • Provide assurance for the management and updating of the database of beneficiaries of the activities of these two components in conjunction with the monitoring and evaluation manager and the technical advisers based in the antennas;
  • Ensure and/or contribute to the development of periodic and gender-sensitive reports on the activities of the two components;
  • Contribute to the capitalization of the experiences of the two components;
  • Support the implementation of the activities of the two components in the various regions of intervention and at the national level.

 

  1.  Specific tasks

 

The post holder will be specifically responsible for:

 

  1. Administrative tasks of the components
  • Prepares the workshops within the framework of the fields of action (logistics, invitations, follow-up of participation)
  • Liaises with Technical Advisors/Res;
  • Draws up the minutes of the meetings of the fields of action, ensures their breakdowns and archiving in the DMS;
  • Ensures management of the shared calendar of the two components;
  • Writes letters and any other necessary administrative documents (purchase request, etc.);
  • Participates and provides technical assistance to specific assigned activities;
  • Supports electronic and physical filing of component files.

 

  1. Networking and cooperation
  • Facilitates regular contact and dialogue with partners and target groups from both fields of action;
  • Supports public relations work and cooperates with stakeholders in the local finance and infrastructure environment, with the aim of maintaining and improving good working relationships;
  • Provides support in the implementation of the activities of the two components according to a defined schedule.

 

  1. Knowledge management
  • Centralizes the monthly planning of the two components and draws up the monthly balance sheet report;
  • Document and disseminate the successful experiences of the two components;
  • Develops component communication reports and files;
  • Ensures the archiving and updating of the documentation of the two components on DMS;
  • Makes relevant contributions for the various reports developed, including the annual activity reports.

 

 

  1. Other powers
  • Takes on other activities and tasks assigned by his/her immediate superior even if they are not explicitly mentioned in the job description;
  • Complies with the GIZ Code of Integrity.

REQUIRED PROFILE

Contract start date  : 15.01.2023

Contract period  : 03 months

Place of employment  : Yaoundé. The position may require extensive travel to program intervention regions.

Internal job classification:  Band 3T, under the hierarchical supervision of the Manager of the fields of intervention (1) and (2).
