For more than twenty-five years, ACMS has provided the people of Cameroon with comprehensive, evidence-based public health interventions, including programs in reproductive health, malaria, and HIV prevention among others.

The recruiting COVID project aims to support the Cameroon Ministry of Public Health and other COVID-19 stakeholders, in the implementation of specific activities of the National COVID Vaccination Plan. This support will primarily focus on community engagement and COVID-19 vaccine demand, as well as the roll-out of COVID-19 vaccination awareness activities, including outreach vaccination and mass campaigns .
Indeed, the COVID Project implemented in the 10 regions of Cameroon aims to strengthen health systems in order to deal with COVID-19, increase the percentage of people vaccinated from COVID-19 within the target group and reduce cases. re-emergence among people aged 18 and over in countries that have adopted the Project.
Your contribution:
Provide technical leadership, assess and fill gaps and provide high quality risk communication management and community engagement, epidemiological surveillance and data management of the COVID 19 outbreak response.
Provide technical assistance for risk communication management and community engagement, epidemiological surveillance and data management of the response to the COVID 19 epidemic and quality assurance to the CCOUSP and in the regional services for the fight against diseases. epidemics.
Participate in the development and/or revision or update of national policies and guidelines, manuals and management tools for risk communication and community engagement, epidemiological surveillance and data management of the response to the COVID 19 epidemic.
Support the capacity building of state staff on risk communication management and community engagement, epidemiological surveillance and effective data management of the response to the COVID 19 epidemic through structured training, mentoring and supportive supervision.
Participate in the recruitment of Consultant trainers.
Ensure that the services involved in risk communication management and community engagement, epidemiological surveillance and data management of the response to the COVID 19 epidemic ensure quality of service through technical reviews
Participate in annual work planning and contribute to the preparation of donor technical reports
Maintain excellent working relationships with in-country stakeholders.
Ensure that the project is technically sound, evidence-based and meets the needs of the target population;
Coordinate advocacy, demand generation and policy support with government and across project sites and participate in meetings of relevant government working groups/technical councils;
Contribute to the development and revision of relevant project documents and publications and ensure their validation and dissemination in collaboration with the Ministry of Public Health and PSI guidelines;
Undertake regular trips to project implementation regions to provide capacity development and guidance to staff and monitor activities, highlighting implementation challenges and proposing solutions;
Write and submit monthly, quarterly, semi-annual and annual reports to the project coordinator;
Contribute to knowledge creation and sharing by synthesizing and documenting results, lessons learned, successes and best practices, strategies and approaches;
Represent ACMS and project progress, achievements and lessons learned to donors, Ministry of Health and other stakeholders.
Accompany the Project Coordinator to provide strategic leadership to ensure that project operations are aligned with government priorities and contractual terms agreed with collaborating partners;
Support the Project Coordinator in maintaining strong and transparent operational and programmatic controls, and adapt project implementation based on continuous analysis of project data to ensure that targeted results are achieved;
Support the Project Coordinator to develop strategic and quarterly operational plans and implement a performance monitoring plan;
Use lessons learned from past activities and beneficiary feedback to revise strategies and action plans accordingly to promote program quality and project strengthening activities, e.g. meetings and learning events;
Participate in resource mobilization and fundraising activities for the continuity of the project.
Contribute to the development and maintenance of strong working relationships with key project stakeholders and the Ministry of Health and other operational partners.
Participate in the negotiation and management of operational memorandums of understanding with other partners, as appropriate.
Act as an active ambassador for the project with government, local communities and the scientific community, and play a key role in sharing knowledge and experiences with other stakeholders.
Work with the Monitoring and Evaluation Manager to develop frameworks and effectively track key statistics against targets, regularly review and analyze data to make adjustments to project implementation.
Contribute to operational and programmatic research to generate evidence for action.
Contribute to the promotion of evidence-based decision-making and support research to better guide strategies to fight COVID 19 and other emerging diseases;
Contribute to the adoption of innovative monitoring and evaluation solutions to improve effectiveness and efficiency.
Any other task assigned by the supervisor.

The basics :
BAC + 5 in public health or epidemiology, social sciences, project management or any other equivalent diploma recognized by the state;
A degree in communication or strong knowledge in risk communication and community engagement would be an asset;
Eight (8) years of experience in project management including at least 3 years in the management of a project related to the response against epidemiological diseases such as COVID 19 ;
In substitution of the required diploma: Have twenty-five (25) years of experience in project management and/or communication ;
Have proven experience in the development of strategic documents in the field of health and in particular in the expanded immunization program;
Have strong problem-solving skills;
Have a good ability to plan and foresee potential and emerging obstacles;
Have the ability to establish strong public relations and be comfortable communicating in a team;
Have a high level of autonomy at work, but with a deep team spirit;
Ability to work under pressure, with minimal supervision within a multicultural team;
Demonstrate adaptability, patience, ingenuity, resilience and flexibility.
Have results-based management skills;
Be available to carry out regular field missions.
What would turn us on?
Familiarity with social marketing and/or NGOs;
Fluent in French and/or English and have a sufficient command of the other language;
Good knowledge of computers and software (Word, PowerPoint, Excel)
Passion for public health;
Experience in international donor reporting, preferably USAID.
