DESCRIPTION OF THE OFFER
CALL FOR INTERNAL/EXTERNAL APPLICATIONS FOR THE RECRUITMENT OF A (01) GENDER AND INCLUSION TECHNICAL ADVISOR WITHIN THE “GREEN MOBILITY YAOUNDÉ” PROJECT OF THE DEUTSCHE GESELLSCHAFT FÜR INTERNATIONALE ZUSAMMENARBEIT GmbH (GIZ/MoVe) BASED IN YAOUNDÉ.
A. CONTEXT
The “Green Mobility (MoVe) Yaoundé” Project is co-financed by the European Union (EU), the BMZ and implemented by GIZ as part of the BMZ “TUMI – Just Mobility” project. The objective of the project is to improve the overall access of the population, particularly women and other marginalized groups, to safe, efficient and sustainable transport by changing mobility patterns in Yaoundé; from a congested, car-focused city to a resilient, people-focused city, where active mobility and public transport are at the heart of the metropolitan vision.
The project is developed in close collaboration with the Ministry of Housing and Urban Development of Cameroon (MINHDU) and the Urban Community of Yaoundé (CUY), in collaboration with EU partners and the French Development Agency ( AFD) and is based in Yaoundé, Cameroon.
To achieve gender-inclusive climate action and sustainable mobility solutions in Yaoundé, the project needs the perspectives and experiences of women and other marginalized groups to ensure these intersectional and gender-specific needs in Yaoundé are satisfied.
Urban and transport planning often ignores gender-related needs, perpetuating a general bias of infrastructure and services designed primarily for men. Women and other marginalized groups also regularly report incidents of sexual harassment and assault.
Thus, the GIZ/MoVe Project is looking for a (01) Gender and Inclusion Technical Advisor in order to carry out its missions.
B. AREA OF RESPONSIBILITY
The position holder will mainly work on:
- The integration and promotion of gender equality in the professionalization of informal transport services and urban renewal of the city center.
- The inclusion and active participation of women, youth and informal workers in various project activities.
He/she will collaborate with the Gender Equality Officer in the implementation of the GIZ gender strategy within the framework of the project.
C. DUTIES
In this context, the post holder has the following responsibilities:
- Lead the consultation of various stakeholder groups (street vendors, commuters, etc.) in the professionalization of informal transport services and urban renewal of the city center. This will include identifying various intersectional needs, monitoring the planning and implementation of gender and social inclusion in MoVe Yaoundé activities and deliverables.
- Monitor and ensure that all measures are taken to develop the potential of women, youth and informal workers through the activities and deliverables of MoVe Yaoundé.
- Improve the capacity of project partners, particularly CUY, to implement and monitor inclusive approaches that promote equity in urban development and transportation planning.
- Establish meaningful and lasting partnerships and networks with key gender and social inclusion actors in Yaoundé (civil society, university, government).
- Lead stakeholder engagement and support other technical consultation processes in line with GIZ gender guidelines and local context.
- Assist the Project Manager and international subject matter experts of the team in both aspects of the project
- Assist in the planning, design and implementation of project communications and awareness activities as well as events
- Facilitate the implementation and use of GIZ approaches and instruments in the area of gender and social inclusion within the project.
REQUIRED PROFILE
D. REQUIRED QUALIFICATIONS, SKILLS AND EXPERIENCE
Qualification :
- Hold at least a Master’s degree in Social Sciences, Urban Geography, Transport and Urban Mobility, or any other equivalent diploma.
Professional experience
- Have at least 5 years of experience in developing gender-sensitive approaches and social inclusion in urban planning and/or sustainable urban mobility.
- Have solid skills in supporting governments and local authorities in the areas of urban planning, sustainable mobility and climate change based on gender approaches.
- Have proven knowledge in the design of participatory processes and community development processes, to encourage the participation of women, girls and disadvantaged populations.
Other knowledge/skills
- Have skills in conflict management, negotiation and decision-making,
- Have experience in advocacy and multi-stakeholder dialogue
- Have a good knowledge of urban mobility systems in Cameroon, in particular on artisanal/informal urban transport, and of local and national actors relevant for the professionalization of the informal transport sector,
- Be able to demonstrate technical rigor, analysis and synthesis, organization, methods, team spirit and initiative,
- Have fluency in French and a good command of English.
Start date of the contract : November 1, 2023
Contract period : Fixed-term contract until May 31, 2025 , renewable for 02 years
Duty station : Yaoundé
Internal classification of the position : Band 4T , under the hierarchical authority of the Project Manager.
