PURPOSE OF THE JOB
Working in 54 developing countries across Africa, Asia and the Americas, Plan aims to reach as many children as possible, especially those who are excluded or marginalized, with high quality programs that bring lasting benefits by increasing its income, working in partnership with others and operating efficiently. Plan is committed to responding to children affected by emergencies in the countries where we operate. The Nigerian/Lake Chad Basin crisis that erupted in 2013 resulted in massive population displacements (influx of Nigerian refugees and internally displaced people) worsening livelihoods and food security with reduced agricultural productivity, access land and markets. Although the Far North has recorded climate-related displacement, more than 95% of IDPs and refugees are linked to the ISWAP/Boko Haram insurgency. Cameroon started to feel the effects of the insurgency since 2014 until today.
Attacks by violent extremist armed groups in Nigeria led to the displacement of more than 114,595 Nigerian refugees to Cameroon (69,103 hosted in Minawao camp and 45,492 outside the camp). The displacement of populations (refugees and IDPs) in food insecure areas has put enormous pressure on already scarce resources and on the local economy of host communities.
Faced with this situation, the WFP has undertaken to provide unconditional food assistance for the benefit of the populations affected by the security crisis in the three most affected departments of the Far North region (Mayo Tsanaga, Mayo Sava, Logone Chari) and in particular to refugees. This year, 70,000 refugees are scheduled for assistance in Minawao camp each month to avoid resorting to negative coping strategies.
A tripartite agreement, UNHCR/WFP/PLAN was signed for the execution of food distributions in Minawao camp, it is within the framework of this tripartite that the position of Shopkeeper in Minawao camp is opened.
ROLE DIMENSIONS:
Under the administrative supervision of the project manager and under the technical supervision of the Logistics Officer of the Maroua office (Plan International), the incumbent will be responsible for the overall efficiency of the logistics activities assigned to him in the project. food assistance to refugees in the Minawao camp;
In particular, the recruited storekeeper will have to:
Facilitate the physical preparation of orders;
Coordinate the unloading of Food, which he must count, check, sort, then store;
Control and Supervise activities in the stores of the Minawao camp (transport, storage, distributions, etc……;
Receive and store the products in the Store, register them, group or ungroup the items received and store them;
Monitor truck movements in the area of operations and liaise with WFP in case of delay, damage or loss;
Ensure hygiene in warehouses according to WFP standards;
Track stock movements during distribution:
Manage stock status.
Establish documents for the shipment of food between distribution sites in the camp.
Set up a system of regular inventories (daily and monthly) with supporting reports.
Coordinate and oversee deliveries of food and non-food items from warehouses managed by Plan International;
Monitor and evaluate the quality, quantity and safety of products;
Ensure that distribution reports are completed in a timely manner and cross-check the data with that of the WFP database for commodity accounting;
Supervise storage activities in assigned warehouses and ensure that WFP and Plan International standards are fully adhered to; Ensure that measures are put in place to avoid food losses;
Carefully analyze the data entered in the WFP food management database (LESS), identify any discrepancies and inform the hierarchy;
Perform all other related duties as assigned by supervisors as required.
Job requirements:
Have a minimum level of BACC + 2 in Logistics, supply chain or other similar fields.
Have at least four years in the field of management, transport monitoring and warehousing operations:
Have experience of working with humanitarian NGOs and in particular in the General Food Distribution programs and management of WFP stores – (DGV) would be an advantage.
Computer skills :
Mastery of Word, Excel, PowerPoint, Mailing, LESS etc…
Knowledge of the SAP system would be an advantage for the candidate
Language skills
MExcellent command of French (spoken and written) Good knowledge of English (spoken and written) , Kanuri, Hausa, Mafa, Fulfulde are an asset.
