CONTEXT
CARE is one of the largest humanitarian aid networks in the world, apolitical and non-denominational that supports and manages emergency and development projects by involving communities, collaborating with local partners. CARE is present in 100 countries and through the implementation of nearly 1000 emergency and development projects.
In Cameroon since 1978, CARE develops and implements 3 action programs (broken down into several projects) in response to humanitarian crises and support for sustainable development. They are part of the phases of emergency, resilience of women and young people, access to sexual health and reproduction of the populations most at risk, including PLHIV.
As part of the implementation of the Cross-Border Program for the Promotion of Durable Solutions to Displacement Situations in Cameroon and the Central African Republic (CAR) – SOLID , CARE is looking for:
Position : one (01) WASH Officer
Division: Program
Contract form: CDD of one (01) year with possibility of renewal (Trial period included)
Working time: 40 hours per week (Full time)
Reporting line: Project Manager
Job location: Batouri
Travel: 25% travel in the field in support and technical assistance to implementing partners
Assignment :
The WASH officer is under the supervision of the Project Manager and is responsible for ensuring the transfer of skills to the partner municipalities on activities related to the construction / development and maintenance of drinking water and sanitation infrastructure in the framework of the Cross-Border Program for the Promotion of Durable Solutions to Displacement Situations in Cameroon (Eastern and Adamaoua Regions) and in the Central African Republic (SOLID).
Key functions
- Support the partner municipalities in building their capacities in the management of the hydraulic park
- Accompany the municipalities to carry out and update the diagnosis of the hydraulic park on a quarterly basis;
Support the establishment (Ndélélé) and the strengthening of micro-insurance systems for water points through the training of municipal teams (elected officials and managers) and micro-insurance offices in collaboration with the national WASH manager and the MINED;
- Ensure the training of trainers for the establishment of water point management committees (CGPE) at the community level and ensure the quality monitoring of the CGPEs set up respecting the standards of diversity and gender equality;
- Accompaniment of municipal agents in the establishment or revitalization of water point management committees (COGES) for each water point;
- Support municipal agents in the monthly monitoring of the functioning of micro-insurance (number of CGPEs trained and subscribed, financial balance sheet, stock management of spare parts, number of functional and broken down water points, etc.);
- Analyze the interventions taking into account the protection issues / the principles of Do No Harm and the methods adapted to the different audiences;
- Establish a mechanism for community mobilization in connection with the activities of catchment, rehabilitation and construction of water points;
- Strengthen the technical capacities of sectors and local authorities;
- Support communal development managers (CCD) to present quarterly WASH-related activity reports during CCODES;
- Support for municipal unions in the planning and implementation of actions related to water, hygiene and sanitation.
- Provide technical supervision of rehabilitations, repairs and water quality testing
- Participate in the identification and training of key people, in particular repair artisans (AR) on the various technical topics related to the repair of human-powered pumps;
- Participate in the identification and training of agents of the MINEE and municipalities for water quality analyzes and disinfection of water points and ensure quarterly monitoring;
- Coordinate and assist the construction/development of water and sanitation infrastructure activities with the beneficiaries in consultation and close coordination with the WASH manager;
- Support the municipalities to carry out the technical assessment of potential water points to be rehabilitated coupled with a survey on the availability of water sources in order to determine the type of work to be carried out for each water point identified;
- Support to the consortium for the capture and development of natural water sources, the construction of mini drinking water supply systems and the construction/rehabilitation of water points;
- Other related tasks:
- Plan, organize and participate in the logistical and administrative organization of field interventions, in close collaboration with the administrative and logistics departments.
- Apply security procedures in the context of field interventions.
- Report to whom it may concern any information on the security context or any event having a possible consequence on CARE’s activities and the security of the teams;
- Contribute to the physical and computerized archiving system of all data collected;
- Participate on request in meetings and workshops related to his field of activity and write the minutes if necessary;
- Write a monthly/weekly activity monitoring report and participate in work meetings;
- Facilitate communication between the communities, CARE and the authorities on the areas concerned, any major problem must be reported to the Project Manager / Project Manager;
- Participation in the development of the overall action plan of the project and its update;
- Support for the implementation of advocacy and gender actions;
- Production of methodological tools for activities;
- Participation in the drafting of monthly, quarterly and annual project reports;
- Work in good collaboration with the team of the project, the program and the partner organizations;
- Participation in team meetings.
QUALIFICATIONS AND SKILLS
Qualifications:
- Hold a higher education diploma (BAC + 4) in water, hygiene and sanitation, civil engineering or other related field;
- Minimum 3 years of experience in the supervision of construction and rehabilitation actions of hydraulic works;
- Minimum 3 years of experience in supporting municipalities and/or STDs in the management of the hydraulic park;
- Good command of water quality analysis techniques;
- Strong skills in facilitating inclusive meetings with various stakeholders (STD, municipalities, rural populations, etc.)
- Perfect knowledge of the area of intervention of the Eastern region will be an asset
- Experience in gender analysis and in the design and implementation of gender transformative projects is an asset;
- Experience with populations in situations of great economic and social precariousness;
