JOB DESCRIPTION
The objective of the Wash/Shelter Technical Officer position is to contribute to the implementation of a project thanks to specific technical skills.
RESPONSIBILITIES
Generic Responsibilities

Ensure compliance with NRC policies, guidelines and standards.
Ensure compliance with WASH and Shelter strategies, tools, manuals, guidelines and standards
Ensure specific WASH/Shelter technical accountability for the implementation and documentation of technical activities of the Department’s project(s).
Ensure WASH/Shelter specific technical responsibility for quality control and monitoring of project activities.
Provide specific technical support and capacity building for project staff.
 




 

 

Specific Responsibilities

Plan and oversee quality control of construction or rehabilitation works of WASH facilities and shelters under different modalities (e.g. through contractors, cash-based, beneficiaries, etc.)
Ensure the quality of construction or rehabilitation works of WASH systems and shelters by carrying out regular field visits and providing advice to field teams.
Support monitoring of assistance provided for project management, logistical and financial reconciliation, accountability and M&E (beneficiary counting).
Ensure inclusion of Safe and Inclusive Program (SIP) considerations, in particular to ensure accessibility and safety of beneficiaries.
Initiate purchase requests, follow the process of acquiring goods, materials and services for WASH and shelter activities (including the development of tender documents, technical designs and evaluation bid technique).
Support the progressive integration of the minimum environmental requirements of the NRC.

 

 

 




 

QUALIFICATIONS
1. Professional Competencies

Documented results related to job responsibilities Proven
experience in implementing projects in a humanitarian/recovery context.
Proven experience in WASH and/or Shelter area of ​​technical expertise, with a focus on material aspects.
Previous experience of working in complex and volatile contexts.
Be prepared to travel and work regularly in the field (outside the office).
Fluency in French, both written and spoken
A good level of English is a plus
Skills, knowledge and experience specific to the context:

 

 

University degree in civil engineering (Minimum Bac+3)
Knowledge of the context of the regions of East and Adamaoua in Cameroon
Knowledge of the local language, at least Fulfulde
Experience in housekeeping training and infrastructure maintenance
Familiarity with AutoCAD, GPS, ARC GIS and Google Earth
2. Behavioral skills

We offer:

12 month work contract renewable depending on availability of funds
Work location: Batouri with 60% field travel.
Salary/Benefits: Grade 5 step 1 of the NRC Cameroon salary grid
