Presentation of the organization
Solidarités International is a French humanitarian organization present in Cameroon since July 2014. Since 2014, the mission has been carrying out several emergency and post-emergency programs in the East and Far North regions. After a first base opened in Garoua Boulai in 2014 to respond to the Central African crisis and the massive influx of refugees from CAR in the region, then in Makary in early 2017 to respond to the crisis in the Lake Tihad basin, SI opened in October 2017 a base in Mokolo, then Maroua in order to meet the basic needs of vulnerable populations in the border areas of the Mayo Tsanaga department. Thus in Cameroon, Solidarités International operates in the areas of Water, Hygiene and Sanitation (WASH) and Food Security and Livelihoods (SAME).
Responsibilities and job description
Under the responsibility of the Infrastructure Activities Manager, the technical supervisor will have the following main responsibilities:
Implementation and operational monitoring
Participate in the logistical and administrative organization, planning and preparation of construction sites Ensure the construction and/or maintenance of works using Solidarités International tools (in particular:)
Participate in the identification of sites for the installation of works
Recruit and train workers and day laborers o place workers on site according to of the directives of the RA Infra
Conduct the work in accordance with the technical directives and the specifications
Respect the deadlines set jointly with his activity manager
Supervise the operational teams, the contracted companies and the communities, control the proper use of the means made available
Organize, plan and supervise community participation
Anticipate the difficulties related to the conduct of his activity and facilitate problem solving
Manage the supply of materials to work sites in collaboration with the logistics department
Report to the activity manager and/or team leader the decentralized stock reports (“field” stocks) for his sites participate to the evaluation of the technical skills of the contractors
Ensure compliance with Solidarity administrative procedures before, during and after the work
Put in place safety measures during the implementation of activities and ensure compliance with these rules by the workers under his supervision
Reporting / communication / representation
Keep his tools and its files archived at the Solidarités office, accessible to its activity manager
Under the supervision of the team leader, participate in drafting the work progress report
Participate in seminars and training workshops useful for carrying out activities and to the achievement of project objectives
Report to his RA Infra on the evolution of the activities and specific tasks entrusted to him, the problems encountered. the quality of relations with beneficiaries
Report any information or difficulty related to its activity, Solidarity programs or security aspects
Stay tuned to the population and local authorities in order to collect needs, complaints, major events that may have consequences on the activities of Solidarités.
Analyze the humanitarian situation taking into account protection issues / Do no Harm for the population
Collaborate with the administration and local authorities Participate in restitution meetings and clusters on request
Ill. Sought profile
KEY SKILLS
Bachelor’s level diplomas: Civil Engineering, Hydraulics and/or environmental sciences or related disciplines
2 years of experience in the construction of infrastructures (latrines, boreholes).
Good writing skills and capacity for synthesis
Excellent level of French, and a good level of understanding and language spoken locally is an asset (Arabic, Kotoko…)
Good knowledge of the Office package (Word, Excel, Outlook, power point etc.).
REQUIRED QUALITIES
Diplomat and good communicator, autonomy, independence, taking initiative;
Organizational skills (important) at field level;
Open-mindedness, rigor, dynamism, responsiveness
