WCS Logistics Assistant, Landscape North Cameroon
Context :
WCS is a non-profit, non-governmental organization founded in 1895 with the aim of safeguarding wild species and spaces throughout the world through scientific research, conservation actions, education and awareness of the values of nature, the training of conservation professionals and the development of many management tools in partnership with other organizations in the conservation world. Through its involvement in more than 350 projects, its presence in more than 60 countries and its contribution to the establishment of nearly 150 protected areas around the world, WCS has brought together ecological knowledge, the cultural experiences and partnerships necessary to enable the coexistence of wild species and habitats and local communities and to reconcile the conservation of biodiversity and socio-economic development. WCS has been present in Cameroon since 1988 and has contributed to the creation and management of numerous protected areas including the Bouba Ndjidda National Park (PNBN).
Bouba Ndjidda National Park was created by Order No. 120/SEDR of December 5, 1968. It covers an area of 220,000 ha in the North Region, Mayo Rey Department and is spread over the districts of Tcholliré, Rey Bouba and Madingring. It is part of the complex of protected areas of the North with the national parks of Bénoué and Faro. It is adjacent to the Sena-Oura National Park in Chad and forms with the latter the Binational Sena-Bouba-Ndjidda complex whose acronym is BSB-Yamoussa. All these projects are part of the Northern Cameroon Landscape.
As part of its management capacity building, WCS is seeking the services of a Logistics Assistant for the Bouba Ndjidda National Park (PNBN).
Purpose of the position:
The Logistics Assistant will provide logistical support for the implementation of the WCS BSB Yamoussa project in the Bouba Ndjidda National Parks (Cameroon). He/she will be based in the Bouba Ndjidda National Park ensuring the management of logistics, management of rations, building materials, fuel and the fleet (vehicles, motorcycles, speedboats) of the movements, motorized fleets (generators, motorcycles, motorcycle-tricycles, Public Works equipment and machinery, etc.) And IT, electrical installations and premises, as well as their preventive and curative maintenance. And also contribute to the safety of travel. As such, he/she supervises the project logistics team (drivers, maintenance staff, security personnel) and must be able to provide immediate solutions to operational problems or request the right people to get help.
Hierarchical position:
The Logistician Assistant will have the Logistics Officer as their hierarchical superior.
Main activities
The list is not exhaustive and will evolve according to the priorities of the WCS organization:
Responsibilities:
– Manage rations, building materials, fuel, etc.
– Manage vehicle movements, plan preventive and curative maintenance of motorized and computer parks, etc. by respecting the procedures of WCS and donors by ensuring, among other things, compliance with the principles, and the technical specificities of the items to be purchased and the traceability of all purchases;
– Prepare the technical files with the heads of unit on the articles relating to the technical field (IT, mechanics, electricity, etc.) of purchase and send the purchase requests to the supply department for the purchase procedure;
– Help set up the price catalog and ensure that it is regularly updated;
– Assist in the preparation of missions by providing the means of transport for the materials and rations necessary for each mission.
– Help manage spare parts inventory in IT, mechanics, electricity, etc. while preventing stockouts through the alert system and providing support to substation teams in this area.
– Ensure the archiving of documents related to transport logistics, IT, mechanics, electricity, etc.
– Monitor the WCS car fleet and motorized fleet, ensuring that all vehicles and generators comply with maintenance and fuel plans and that documents are up to date;
– Monitor PNBN equipment including maintenance, database updates, usage monitoring and cost monitoring (including the cost of satellite phones).
– Actively participate in the establishment of the project’s procurement plan, monthly funding requests and annual budgets and their updates
– Plan and supervise, in close cooperation with the human resources department, the procedures (assessment, detection of potential, development and communication) concerning the personnel under his responsibility in order to define the knowledge required and to ensure its mastery
CANDIDATE PROFILE:
– Bac +3 in Logistics/transport, electricity, mechanics, polytechnic, or any other related discipline;
– Have at least 02 (two) years of professional experience in a similar position;
– Have a good knowledge of the NGO sector and the procedures of donors KFW, European Union etc.;
– Having experience with NGOs would be an asset;
– Applied knowledge of methodologies and tools for monitoring and budgeting and fixed assets, energy and IT equipment;
– Good knowledge of the Microsoft Office suite, in particular Word, Excel, Powerpoint software;
– Flexible, autonomous and rigorous in the organization of work;
– Bilingual French/English.
Working conditions
- Position based in the Bouba Ndjidda National Park with travel to be planned according to the request of the Project Director, the Logistics Officer and other sites in the park.
- Paid annual leave
- One-year contract with the possibility of renewal based on the evaluation of the employee’s performance and the context of the project.
- A trial period of three (3) months.
Skills required
Knowledge: practical or theoretical knowledge, specific techniques or procedures (eg knowing the health and safety rules (individual and environmental).
- Fluent in French (read, written, spoken) and fluent in English
- Know how to negotiate and diplomat
Know-how: mastered experiences or practices (e.g. leading and supervising a team)
- Ability to manage supplies, transport logistics, preventive and curative maintenance in electricity, mechanics, polytechnic of the project;
Knowledge of computer tools (Office Pack)
Knowledge in inventory management
Knowledge in planning
Soft skills: skills and behaviors required (e.g. knowing how to manage stressful situations)
