Context :

WCS is a non-profit, non-governmental organization founded in 1895 with the aim of safeguarding wild species and spaces throughout the world through scientific research, conservation actions, education and awareness of the values ​​of nature, the training of conservation professionals and the development of many management tools in partnership with other organizations in the conservation world. Through its involvement in more than 350 projects, its presence in more than 60 countries and its contribution to the establishment of nearly 150 protected areas around the world, WCS has brought together ecological knowledge, the cultural experiences and partnerships necessary to enable the coexistence of wild species and habitats and local communities and to reconcile the conservation of biodiversity and socio-economic development. WCS has been present in Cameroon since 1988 and has contributed to the creation and management of numerous protected areas including the Bouba Ndjidda National Park.

 

 




 

Bouba Ndjidda National Park was created by Order No. 120/SEDR of December 5, 1968. It covers an area of ​​220,000 ha in the North Region, Mayo Rey Department and is spread over the districts of Tcholliré, Rey Bouba and Madingring. It is part of the complex of protected areas of the North with the national parks of Bénoué and Faro. It is adjacent to the Sena-Oura National Park in Chad and forms with the latter the Binational Sena-Bouba-Ndjidda complex whose acronym is BSB-Yamoussa. All these projects are part of the Northern Cameroon Landscape.

As part of the strengthening of its management capacities, WCS is looking for the services of a Warehouseman.

 

Purpose of the position:

The Storekeeper will provide support for stock management for items allowing the implementation of the BSB Yamoussa WCS project in the National Parks of Bouba Ndjidda (Cameroon) and Sena Oura (Chad).  He/she will be based in Garoua, ensuring timely stock management of products, materials and consumables necessary for the smooth running of the project. Specifically, he/she will be responsible for daily stock management, stock security, good storage and distribution practices, as well as the identification of needs in relation to user services; documentation processes for equipment, materials, supplies and others; management of miscellaneous items inventory, and must be able to provide immediate solutions to operational problems or contact the right people for assistance.

 

Hierarchical position:

The Warehouseman will have the Supply Logistics Assistant as his hierarchical superior.

Main activities

The list is not exhaustive and will evolve according to the priorities of the WCS organization:

Responsibilities:

Logistics stock management:

  • Ensure the cleanliness as well as the spatial organization of the logistics stock.
  • Ensure adequate storage of logistical items (on shelves or on pallets).
  • Make a monthly inventory.
  • Receives deliveries and ensures that the quantities delivered correspond to the quantities ordered.

Performs       quality control upon receipt and in case of doubt solicits logistics (supervisor, Supply Logistics Assistant)

Maintain       all stock management documents: stock card, inventory file, wabill, delivery note, receipt note, …

  • Ensure with the logistics department that the packages are routed and delivered with all the necessary documentation (delivery note/packing list etc.)
  • In connection with logistics, establish in advance the quarterly orders of consumables on the basis of monthly consumption and the alert stock
  • Archive each document as recommended by WCS and funders, etc.
  • Ensure compliance with ordering and supply procedures for logistical items in order to monitor stocks for the entire BSB project, avoid cases of expiry, overstocking, stock shortages and ensure the proper functioning and the effectiveness of these procedures:

–        Collect and prepare the exact data (inventory, consumption, etc.) to be used to prepare the logistics orders;

–        Prepare the order of all partners in collaboration with the Supply Logistics Assistant.

–        Ensure the integrity of aircraft spare parts in cooperation with the pilot and the logistics team

–        Ensure the proper management of medical equipment and items for the infirmaries of the parks.

  • Control the proper management of stocks on all the project’s consumption units (LAB, Ecological Monitoring, Community Expert, Infrastructures, etc.) in order to guarantee adequate and up-to-date control of stock levels and, in general, inventory control.

–        Ensure the proper recording of stock and inventory files

–        Follow the flow of items (input, output, destination), ensure their quality, assess their condition and report to document shortcomings and/or good practices

–        Ensure that staff in all units (if available) know the color and normal appearance of all items ordered in order to detect good quality and any possible deterioration

–        Ensure transport from the national parks to the project office for the correct destruction of expired items and or to be decommissioned

  • Ensure, in cooperation with the Supply Logistics Assistant, good storage conditions (e.g. humidity, temperature, exposure to light, cleanliness, pest and rodent control, etc.) and classification and the organization of sensitive material in accordance with the protocols of Cameroon, donors and WCS in force
  • Ensure compliance with all health and safety procedures in the management of the BSB project stock: regular cleaning, pest and rodent control, etc.
  • Supervise the operation and organization of the central stock of the project in Garoua and the units and put in place the protocols and procedures to be followed by all the staff in order to ensure the quality of the service rendered and the correct handling of the products and health and safety equipment
  • Report on consumption of stock distributed according to protocols and on usual and unusual flows
  • Perform all reporting tasks associated with his scope and responsibilities, ensure their consistency and accuracy in order to facilitate the decision-making of his line supervisors
  • Participate in monthly reports as per guidelines (Sites, Logistics/Supply reports, etc.)
  • Actively participate in the establishment of the project’s procurement plan, monthly funding requests and annual budgets and their updates

CANDIDATE PROFILE:

–        Minimum Bachelor’s degree in Logistics/Supply management or any other related discipline;

–        Have at least 02 (two) years of professional experience in a similar position;

–        Have a good knowledge of the NGO sector and the procedures of donors KFW, European Union etc.;

–        Having experience with NGOs would be an asset;

–        Applied knowledge of methodologies and tools for monitoring and budgeting, and supplies/stock management;

–        Good knowledge of the Microsoft Office suite, in particular Word, Excel, Powerpoint software;

–        Flexible, autonomous and rigorous in the organization of work;

–        Bilingual French/English.

Working conditions

  • Position based in Garoua with travel to be planned according to the request of the Project Director, the Logistics Officer, Supply Logistics Assistant and other sites in the park.
  • Paid annual leave
  • One-year contract with the possibility of renewal based on the evaluation of the employee’s performance and the context of the project.
  • A trial period of three (3) months.

  • Fluent in French (read, written, spoken) and fluent in English
