General context
To strengthen the social and economic participation of women, the objective of the Project (PROSCIG) is “Civil society organizations committed to gender equality have made a more effective contribution to the equal social and economic participation of the population of Cameroon.”.
The project intervention areas concern all of Cameroon (component I, Output 1), particularly the North-West and South-West (component II, Output 2 to 4). The project is deployed based on an approach to achieve four (04) Outputs:
Output 1: The individual and organizational capacities of Cameroonian civil society organized and committed to gender equality have been strengthened with a view to greater participation in political dialogue.
To this end, the CSO Strengthening and Gender Inclusiveness Project (GIZ/PROSCiG) is launching a call for applications for the recruitment of three (03) Advisors for Output 1 based in Maroua, Ngaoundéré and Ebolowa – with regular travel to other regions.
A- Area of responsibility and attributions
The incumbent provides assistance for:
· The technical, organizational and substantive implementation of the project measures and activities in the regions;
· In consultation with the line manager, take charge of tasks related to the planning, steering and monitoring of the project – and to a certain extent with the project administration;
· Technical support for colleagues from bands 1, 2 and 3;
· Responsibility for the quality of the contract outcome;
· Contributions to the design of the project, particularly in the event of changes or reorientation;
· Technical and substantive contributions on cross-cutting topics in cooperation with clients/principals, partners and other stakeholders;
· Contributions to the achievement of the objectives agreed for the project, impetus for the further development of the strategy;
· In consultation with other team members and the line manager, coordination of requests from the business sector so that they are dealt with diligently and competently;
· Solving problems that arise in the area of assignment based on existing regulations – reporting more complex challenges to your team;
· Support and mentoring;
· Mapping of Civil Society organizations;
· Networking of Civil Society organizations;
· Support for Civil Society organizations;
· Technical monitoring of calls for applications for Civil Society;
· Technical monitoring of local subsidies for Civil Society;
· Design, preparation and implementation and documentation of dialogues, workshops, seminars and other events on themes related to the project’s areas of activity;
· Monitoring of budgets allocated to activities on GIZ software;
· Administrative management in accordance with PROSCiG objectives and GIZ guidelines/procedures;
· Electronic and physical classification of files in connection with Output 1;
· Contribution to data collection for monitoring results;
· Contribution to various reports including annual activity reports;
· Preparation of reports and translations;
· In consultation with the communication manager, support for communication, updating and collection of information on the activities and impact of the project;
· Development of synergies and added value between component 1 and component 2 of the project.
Requirements
B- Required qualifications:
Qualifications
Bac + 5, in a specialty related to the objectives of the project (Social, economic and/or legal sciences or a similar qualification)
Skills
Good knowledge of the context, challenges and issues of Civil Society;
Very good knowledge of civil society actors and local authorities;
Very good knowledge of gender transformative approaches;
Good knowledge of organizational development;
Good knowledge of financial monitoring of local subsidies;
Knowledge of communication techniques focused on target groups;
Knowledge of participatory methods and approaches;
Knowledge of networking methods;
Good knowledge of facilitation techniques;
Ability to work in a multicultural environment;
Very good practical knowledge of the use of information technologies
within the department.
6. Other responsibilities
The incumbent
Assumes other activities and tasks as instructed by his/her superior.
Requirements
A. QUALIFICATIONS, SKILLS AND EXPERIENCE REQUIRED
Qualifications:
Master (BAC+4) in Human Resources Management, Law, Management or Social Sciences, or any other equivalent diploma.
Professional experience:
3 to 5 years of professional experience in a similar position.
Other knowledge/skills:
Master job interviews and the recruitment process as a whole;
Be able to communicate effectively;
Be flexible and multitask;
Be pressure-resistant;
Have writing skills and a spirit of synthesis;
Have a strong sense of organization and a great ability to carry out autonomous conceptual work;
Have strong knowledge of Labor Law;
Have experience in professional training;
Have a sense of communication and interpersonal skills;
Have a high sense of listening and a great capacity for analysis;
Have experience in conflict management;
Have a very good practical knowledge of the use of information and communication technologies as well as computer applications (in particular Word, Excel, Outlook, teams, Powerpoint, including HR software packages such as SAP HR);
Have a mastery of the French language;
Have a good practice of the English language;
Knowledge of German would be an asset.
Date of availability: 15.11.2024
Deadline for receipt of applications: 22.10.2024
Contract period: 2 years renewable
Place of assignment: Yaoundé
Internal classification of the position: Band 3 / under the hierarchical supervision of the Human Resources Manager.
