Terms of Reference
1. CONTEXT AND JUSTIFICATION
The project <“to support sex workers in improving their access to health care in the Central, Littoral, West and South regions of Cameroon/SAGCO” is funded by Expertise France as part of the Initiative_2024 call for projects and is implemented in partnership by the Horizons Femmes and Moto Action Cameroun associations. The project, which aims to increase access to healthcare for sex workers (SW) in Cameroon using a participatory approach, proposes combined interventions for prevention, screening, holistic care and management of multiple pathologies, including HIV and STIs, as well as their comorbidities. and the As part of the implementation, regular data collection is carried out using paper tools already developed by the project's monitoring and evaluation team. The service provider will work part-time, but must ensure sufficient availability to meet the needs of the project. He/she must be operational no later than August 30, 2025. 2. OBJECTIVE OF THE MISSION to Design, host, set up, manage and secure a database adapted to the needs of the SAGCO project, ensuring the centralization, analysis and reporting of data collected in the field. 3. MAIN TASKS The service provider will be responsible for: ➤ Technical implementation o Design the architecture of the database according to the specificities of the project. o Configure and deploy digital collection tools from existing paper forms. o Develop an ergonomic user interface for data entry o Integrate data visualization tools o Set up and host a secure database. ➤ Data management o Ensure the centralization, verification and cleaning of collected data. o Integrate and synchronize data from various sources. Ensure data backup and protection. Technical support Train field teams in the use of digital collection tools. Provide rapid technical support (maximum 48 hours after request). ➤ Maintenance Ensure corrective and scalable maintenance o Ensure regular updates to the database. o Guarantee compliance with security and confidentiality standards. 4. EXPECTED DELIVERABLES oScoping report (Needs analysis and proposed architecture) oUser manual and technical guide oFunctional digital version of the collection tools. oHosted, secure and operational database. oData quality reports (monthly). oConsolidated statistical reports (monthly and quarterly). oValidated data security and management procedures. o Documented history of updates and interventions. o Methodological note on the database architecture and security protocols. o Final implementation report 5. PROFILE SOUGHT o Confirmed skills in database management and hosting. o Proficiency in digital data collection tools (ODK, KoboToolbox, CommCare, DHIS2, etc.). o Knowledge of data security and confidentiality. o Experience in data processing, analysis and visualization (Excel, Power BI, Tableau, etc.). o Ability to work in collaboration with a project team. o Experience in the health sector or NGOs desired. 7. DURATION AND AVAILABILITY o Type of contract: Fixed-term employment contract (03 months) o Duration: 03 months o Period of execution: from the contractualization until the end of the mission. o Desired start date: September 01, 2025 at the latest. 8.
